2 Welcome to SANDAG. Members of the public may speak to the Working Group on any item at the time the Working Group is considering the item. Please complete a Request to Comment form and then present the form to the Working Group coordinator. Members of the public may address the Working Group on any issue under the agenda item entitled Public Comments/Communications/Member Comments. Public speakers are limited to three minutes or less per person. The Working Group may take action on any item appearing on the agenda. Both agenda and non-agenda comments should be sent to SANDAG via comment@sandag.org. Please include the Working Group name and meeting date, agenda item, your name, and your organization. Any comments, handouts, presentations, or other materials from the public intended for distribution at the meeting should be received by the Working Group coordinator no later than 5 p.m. two working days prior to the meeting. All public comments and materials received by the deadline become part of the official public record and will be provided to the members for their review at the meeting. In order to keep the public informed in an efficient manner and facilitate public participation, SANDAG also provides access to all agenda and meeting materials online at sandag.org/meetings. Additionally, interested persons can sign up for notifications at sandag.org/subscribe. 4 Item No. Interagency Technical Working Group on Tribal Transportation Issues Wednesday, October 31, 2018 Recommendation 1. Welcome by Rincon Tribal Council and Self-Introductions The Rincon Tribal Council will welcome the Interagency Technical Working Group on Tribal Transportation Issues (Working Group) members and public to their tribal nation. 2. Public/Member Comments and Communications Members of the public shall have the opportunity to address the Working Group on any issue within the jurisdiction of SANDAG that is not on this agenda. Anyone desiring to speak shall reserve time by completing a Request to Comment form and giving it to the meeting coordinator prior to speaking. Public speakers should notify the meeting coordinator if they have a handout for distribution to Working Group members. Public speakers are limited to three minutes or less per person. Working Group members also may provide information and announcements under this agenda item. +3. Approval of Meeting Minutes Approve The Working Group is asked to review and approve the minutes from its June 20, 2018, meeting. 4. Co-Chairs' Reports (Chair Charles "Muggs" Stoll; Chair Erica Pinto, Jamul) The Co-Chairs of the Working Group will share updates from their respective institution agency/meetings relevant to the mission of the Working Group. Notice of Funding Opportunity Nationally Significant Federal Lands and Tribal Projects Program The attached Federal Register Notice of Funding Opportunity announces a funding opportunity and requests grant applications for the Nationally Significant Federal Lands and Tribal Projects (NSFLTP) Program. The Fixing America s Surface Transportation Act established the NSFLTP Program to provide federal funding to projects of national significance for construction, reconstruction, or rehabilitation of transportation facilities within, adjacent to, or providing access to federal or tribal lands. As per the Consolidated Appropriations Act (Royce), the Secretary of Transportation may award up to $300 million. 4

Caltrans and Tribal Government Coordination Best Practices for Protecting Tribal Resources in the Context of Transportation Development (Sarah Allred, Native American Cultural Studies Branch Chief, Caltrans) Caltrans is seeking to engage more proactively with its tribal partners ahead of any specific transportation project to help develop mutual understanding and foster collaboration toward the protection of tribal heritage resources in the context of transportation development. This discussion will explore how Caltrans and tribes may engage in early coordination to help promote avoidance of tribal resources whenever feasible as well as how we can best work together. +7. San Diego Forward: The Regional Plan Assembly Bill 52 Consultation Update (Keith Greer) Assembly Bill 52 (Gatto, 2014) (AB 52) created new requirements regarding tribal cultural resources and the California Environmental Quality Act (CEQA). With these new requirements, the Legislature intended to reduce delay and conflict in the CEQA process by ensuring that local governments, tribal governments, and public agencies have information available early in the project-planning process to identify and address any potentially adverse impacts to tribal cultural resources. Staff will discuss the status of the current AB 52 consultation and ask for input to complete the steps necessary to begin the environmental impact report. +8. San Diego Forward: The Regional Plan Network Concepts (Coleen Clementson) San Diego Forward: The Regional Plan (2019 Regional Plan) is in development. Based on community input received this spring, three transportation network concepts were developed. These network concepts are a starting point for discussion. Staff will discuss these concepts and ask the Working Group to participate in an interactive exercise to get input. Based on input received from multiple stakeholders, working groups, policy advisory committees, and the Board, staff will develop draft network scenarios for review later this winter. Then, in early 2019, the SANDAG Board of Directors will select a preferred scenario that will form the core of the 2019 Regional Plan. Attached is the October 12, 2018, SANDAG Board report, which has more detail on the three network concepts and how they performed based on performance measures approved by the Board. Caltrans Planning Grant Call for Projects (Barby Valentine, Caltrans District 11) Caltrans is now accepting applications for Transportation Planning Grants for FY The Caltrans Planning Grant Coordinator, Barby Valentine, will share this funding opportunity and answer any questions. For more information, including a list of eligible applicants, grant application guides, and required application templates, please review the updated Grant Application Guides now available at dot.ca.gov/hq/tpp/grants.html. 10. Innovations in an Intertribal Alliance (Chair Allen Lawson, San Pasqual; Andrew Orosco, Jr., San Pasqual Tribal Government) Several tribes in California have been working in collaboration with the Bureau of Indian Affairs to approach various types of construction projects with an innovative approach. Members of the Intertribal Alliance work on projects of mutual interest, sharing expertise and experience for the benefit of all. Participating tribes will discuss several recent efforts that demonstrate the efficacy of this innovative approach and how it can benefit other tribes with similar issues. 11. Topics for Next Meeting and Adjournment (Chair Erica Pinto, Jamul) The Working Group is asked to discuss potential topics for the next quarterly meeting, which should take place in January As the October meeting was in the north, it is recommended that the meeting be held in the south.
