There have been remarkable advancements in today s world in the fields of healthcare, energy, environment and information technology, to name but a few. All of these advancements have opened up new opportunities for partnership and economic development. In many respects, the 2030 Agenda for Sustainable Development and the OBOR initiative share a similar vision. As one of the several operational models of South-South cooperation, the OBOR initiative has identified five priority areas for cooperation policy coordination, connectivity, unimpeded trade, financial integration and interregional cooperation all of which contribute directly or indirectly to the achievement of the 17 SDG. Although launched independently of the 2030 Agenda, the OBOR initiative will therefore act as a strong instrument for the promotion of integrated sustainable development and will facilitate the implementation of the 2030 Agenda. Session 1 aim to invigorate discussions on the importance of sustainable urban and regional development, which is critical to achieving most of the 2030 Agenda. Focus: Improving infrastructure and transportation connectivity to facilitate interregional development; Promoting international cooperation and the productivity of institutional networks through the OBOR initiative; 2
3 Facilitating the implementation of the New Urban Agenda (HABITAT III) and the 2030 Agenda for the advancement of sustainable urban development; Enhancing South-South and triangular industrial cooperation for the synchronization of regional and local efforts towards the achievement of the Sustainable Development Goals. Economic activities in the agricultural sector have been reduced but have become more concentrated in secondary industries, including the manufacturing, construction and service sectors. Industries can be drivers of sustainable economic growth and urban development. The relationship and dynamics between industries and cities are very strong and persistent. Industries will continue to have a sizeable footprint in sustainable urban development in the coming decade as SDG 9 (Industry, Innovation and Infrastructure) continues to provide co-benefits to all 17 SDGs. However, industries must keep themselves to a more sustainable trajectory, which means improving energy efficiency and resource consumption by using clean technologies and support urban development and economic growth by implementing technologies in sectors that are vital to ensuring cities development. Session 2 aims to explore the role and potential of industries in sustainable urban development. 3
4 Focus: Sustaining industrial sectors as engines of urban growth and development; Exploring the role of small and medium-sized enterprises (SMEs) in powering the urban economy; Ensuring environmental sustainability, energy efficiency and the adoption of clean technologies in industries for sustainable cities; Examining innovative solutions for integrated urban-industrial development. Innovation and Technology are driving forces for the future of urban development. The aim of urban innovation is to ensure a better use of assets and resources while enhancing urban competitiveness and capital. Urban physical planning should work in parallel with educational institutions, industrial leaders, and private-sector organizations, along with local citizens, entrepreneurs and civil society. Strong partnerships between local stakeholders will ensure integrated urban development. By combining local expertise, culture, technology and capacities and by developing innovative solutions, the path to achieving sustainable urban development will become more clear and effective. Session 3 aims to guide the discussions on challenges, visions and ways forward for cities of tomorrow. 4
5 Focus: Promoting entrepreneurship and citizens engagement in smart-city planning processes; Discussing capacity-building and multi-stakeholder collaboration for future cities; Supporting the stable and sustainable growth of smart cities; Smart cities and the Internet of Things : Innovative urban solutions; Forecasting the contribution of big data usage to inclusive and sustainable urban-industrial development. Urban development projects require a huge amount of financing, and local city governments are often unable to provide the required funds. Therefore, increasing the scale and efficiency of urban development financing should be a priority in urban development strategies. Urban infrastructure and services are key areas of investment and finance because they can unlock huge potential for future growth. New partnerships in investment and finance should therefore be introduced and new effective cooperation mechanisms should be taken up to support sustainable urban financing. Session 4 aims to identify innovative sources and mechanisms for financing sustainable urban development. 5
6 Focus: Closing the financing gap for cities through bankable urban-development projects; Creating cross-sector partnerships and systemic change in communities: Governments, financial institutions and the private sector; Promoting innovative public-private partnership models for infrastructure development; Establishing mechanisms to attract investors and the private sector for economic growth and sustainable urban development. 7 Module 2: Showcasing Urban-Industrial Demands and Opportunities Sector-specific city assessments in identified cities will facilitate the identification of urbandevelopment demands and the development of project-based investment opportunity portfolios. Through the event, cities will showcase demands and opportunities across thematic focuses such as energy efficiency, waste management, sustainable transport and competitiveness of cities. Challenge Opportunity 27 September :00 11:00 Mayoral Forum and Dialogue (I) Based on the results of the sector-specific city assessments, mayoral forum and dialogue will provide selected city representatives with an opportunity to share their cities sector-specific demands and challenges and will further provoke discussions on innovative solutions to the long-standing urban development challenges, in particular in the area of housing, mobility, resources, connectivity, urban poverty, as well as urban infrastructure. Focus: Exploring sector-specific development demands and challenges in urban areas; Promoting low-carbon technologies and resource-efficient development in cities; Generating employment, reducing poverty and ensuring sustainable urban-industrial integrated development for all; Integrating modern communication technologies and innovative solutions to support sustainable urban-industrial development. 9 Module 3: Showcasing Urban-Industrial Solutions and Meeting Demands UNIDO aims to provide an open platform for all stakeholders to exchange alternative, affordable and appropriate sustainable urban-industrial solutions. Urban Solutions and Business Opportunities sessions will therefore be organized in parallel to the matchmaking activities in order to identify potential investment opportunities and to showcase innovative urban solutions. Urban stakeholders and city representatives are encouraged to actively participate in these sessions as well as in the study tour and to learn from internationally identified best practices and illustrated practical solutions. Solution Business 27 September :30 15:45 Urban Solutions and Business Opportunities (I) Theme: Environment The Urban Solutions and Business Opportunities session aims to pave the way for urban stakeholders to explore business opportunities in the area of urbanindustrial development and to harness the potential of partnerships. This session will specifically emphasize best practices and investment promotion, with a focus on environment, to assist cities, development finance institutions (DFIs) and private-sector organizations in developing partnerships. Focus: Based on UNIDO s technical competencies, existing as well as potential city-level interventions will be systematically illustrated by different counterparts and partner organizations on this open platform; UNIDO s technical cooperation departments will illustrate their thematic competencies, development strategies and innovative urban-industrial solutions specifically within the sector under consideration; Through this session, UNIDO aims to help municipal governments develop bankable projects and to support them in bridging the financing gap by forging partnerships. 14 Module 4: Networking and Collaborative Discussions To promote collaborative decision-making approaches and to encourage collective action for the implementation of the 2030 Agenda for Sustainable Development, a workshop and a meeting will be organized for the One-Belt-One-Road Inclusive and Sustainable City Service Network and international agencies, respectively. Network Operation 28 September :30 15:45 One-Belt-One-Road Inclusive and Sustainable City Service Network Annual Focal Point Workshop In 2016, the One-Belt-One-Road Inclusive and Sustainable City Service Network was formed under the umbrella of South-South cooperation and in the framework of One-Belt-One-Road initiative, to further solidify UNIDO s involvement in sustainable urban development. The annual focal point workshop is intended to facilitate regular consultation with the focal points and to enhance network s capacity in the form of a think tank, which will seek to address the following questions: How to support technical cooperation projects in meeting the demands and challenges of urban-industrial development? How to facilitate city-level and sector-specific matchmaking and attract urban investments? How to facilitate capacity-building and trade and investment promotion for sustainable cities? How to identify and share southern solutions for integrated urbanindustrial development; How to promote urban-industrial innovation through knowledge transfer?
