2 CONTINUING PROJECT PROPOSAL FUNDING APPLICATION Please check the boxes of the relevant Muskwa-Kechika Trust Fund objectives that your project proposal addresses: MUSKWA-KECHIKA PURPOSE (a) To support wildlife and wilderness resources of the management area through research and integrated management of natural resource development; (b) To maintain in perpetuity the diversity and abundance of wildlife species and the ecosystems on which they depend throughout the management Area. PROJECT TYPE (a) To conserve and enhance biological diversity, fish, fish habitat, wildlife, wildlife habitat and wilderness values; (b) To conduct research into wilderness management, fish and wildlife biology and ecology, with emphasis on large predator/prey ecosystems; (c) To conduct research into integrated management of wilderness, wildlife, fish, recreation and resource development; (d) To support inventories and mapping of wildlife, recreation, range and culture; (e) To support planning initiatives regarding wildlife, recreation, parks, access and resource development; (f) To involve and train persons from local communities in resource related career opportunities; (g) To promote knowledge and awareness of the trust fund, the management area and its wilderness values, by way of promotional, educational or other programs or activities; (h) To support enforcement training and activities that serve to ensure compliance with this Act and other relevant enactments; (i) To pay reasonable traveling and out of pocket expenses incurred by the advisory board on matters relating to this Act; (j) To pay for administration, staffing, services and supplies provided in relation to matters referred to in this section or provided to otherwise manage the trust fund. 3 SECTION TWO: PROPOSAL OUTLINE Instructions: The text boxes have been formatted to adjust as you enter the information. Please note that a maximum of seven (7) pages for Continuing Projects will only be accepted with the Budget as an appendix. Location Description i. Specific Location(s) of the project site; ii. The wilderness, wildlife, recreation or industrial attributes and biophysical descriptions. Project Rationale i. Executive Summary - brief summary of the rationale, purpose or goal of the project including benefits to the Muskwa-Kechika Management Area or wilderness or integrated management problems to be addressed. ii. Issue - identify the problem to be addressed, including the urgency /priority (to the Muskwa-Kechika MA) and the risk if nothing is done. iii. Project Objectives(s) - briefly describe the project objective(s), i.e. what is to be accomplished to address the problem/meet the purpose of the project. 3

4 iv. Activities/Technique(s) - for each objective describe the specific activities to be undertaken. Activities proposed must relate to the objective(s) and be intended to resolve the identified problem or purpose of the project. Describe why this activity is considered feasible. Cite pertinent scientific literature and reference standards for methodology. Include existing data, maps, etc. v. Measures of Success - the outcome of each activity or deliverable should be measurable (i.e. performance indicators) to determine whether the activities undertaken have been successful or not and whether the objectives have been met. Indicate how activities build on the previous year s activities. Were your objectives for met, and how does this relate to the overall objective of your project? Quantitative, qualitative, direct and indirect criteria for measuring project success and results, as well as monitoring requirements should be itemized. Quantitative measurements are preferred for describing results. The measurements must show how the project meets the purposes for expenditures from the Muskwa-Kechika Trust Fund. The Muskwa-Kechika Advisory Board or others evaluating projects should be able to use these criteria to assess project success. vi. Contractor Performance - If applicable, evaluate contractor performance for previous year for projects undertaken in part or wholly by a contractor (either a direct or non-profit general contractor). The evaluation should address project administration and implementation including: communication and cooperation, contractor understanding of project objectives, hiring/subcontracting arrangements and supervision of employees/subcontractors, liability coverage and safety training, project timing scheduling, quality of work, acknowledgment of the Ministry initiating the projects (if appropriate) and the Trust Fund as the funding source, and any additional information of use in contractor evaluation. 4

5 vii. Remaining Activities in provide a brief schedule of activities planned in the current fiscal year, and state whether the project will be completed on schedule. Describe the next step in the project and how it builds on what has already been accomplished. If any prior problems or unforeseen circumstances arose in the project, explain how future activities will deal with them. viii. Benefits/Risks - The proposal must identify the expected benefits and implications related to: the support of wildlife and wilderness resources of the Muskwa-Kechika Management Area through research and integrated management of natural resource development; the maintenance in perpetuity of the diversity and abundance of wildlife species and the ecosystems on which they depend throughout the Management Area. Please identify the benefits from the project with respect to the present situation. Attempt to be as quantitative as possible and include potential positive and negative side effects of the project (e.g. potential impacts on wilderness, wildlife or integrated management). Liability concerns, tenure or public access should be addressed. Mitigation opportunities should be described, if appropriate. 5

Animal Care - If the project includes the handling of wildlife, provide detailed description of animal care and handling including restraint methods (physical and/or chemical), procedures to be performed, samples taken. This must be adequate to be reviewed by an institutional animal care committee (i.e. meet Canadian Council on Animal Care Standards. xi. References Fully reference any literature cited in the detail description of your proposed project, as an appendix. The appendix is not included in the maximum number of pages allowed. Public Information/Participation/Partners i. Describe plans to consult with or inform the public during the project (e.g. press release, brochures, slide show, talk, video) about the results of the project. Any foreseen or perceived negative public reactions should also be addressed. Maps i. All on-the-ground activities must include a map that can be photocopied, (i.e. no larger than 8-1/2 X 11, no colours and not cluttered by too much detail), showing project sites in relation to known geographic areas.
