3 Origins of a Nigerian Network But, cities are not recognised as entities under Nigeria constitution, so, Rockefeller Foundation 100 Resilient Cities program intake - selected Enugu as the first city from Nigeria, with DFID-NIAF support, and Enugu State Governor acting as mayor of the city; In 2015 the State Governors for three northern corridor cities - Kaduna, Kano, and Katsina made applications to RF-100RC, but Lagos was later selected, and now forms the basic presence of 100-RC in Nigeria. Nevertheless, the three northern governors, keen to take forward their ideas for City Resilience, thus formed the core of Nigeria Resilient Cities Network, based at CSIS/DU&RP, ABU, Zaria, as oldest professional establishment Nigeria Resilient Cities Network (NRCN) Supported by: AHMADU BELLO UNIVERSITY & Max Lock Centre, University of Westminster, UK 3
4 Establishing the NRCN in 2016 was with agreed objectives: The Zaria Declaration At the first Network workshop held in Zaria, 14 July 2016, the participants established: 1) NRCN: The Association shall be named the Nigeria Resilient Cities Network, to be based at the Centre for Spatial Information Sciences (CSIS) Ahmadu Bello University, Zaria and be open for membership to all urban areas in Nigeria, with: 2) City Advocacy: We will draw attention to the precarious condition of our cities, the well-being of their inhabitants, and their importance as economic centres. 3) LG Autonomy with Accountability: We shall promote effective local governance for cities, and seek more effective local authority and service delivery to the cities. 4) Integrating Informal Areas: We shall actively pursue and support measures to integrate informal and unplanned areas into the formal planning and development frameworks of our cities. 5) City Resilience Strategies: We shall advocate and promote the incorporation of resilience strategies in urban plans and economic development for our cities. 6) Peer Learning: We commit to the principle and practice of collaboration, knowledge sharing and mutual support through peer learning and review. 7) Stakeholder Engagement: We commit to promoting deeper collaboration, cutting across the silos of departmental, socio- economic and cultural divisions. 8) Local Land Markets: We commit to seeking strategies and plans to make land easily accessible and by promoting the concept of 100% coverage by Certificates of Occupancy (CofO). 9) Development Control: We commit to seeking more effective means to collaborate with traditional authorities, local agencies and any other stakeholders into the formal land administrative system and development control. 10) Local Revenue Generation: We commit to promote independent, alternative, local revenue streams, which can be captured and targeted to meet local services and needs of the city. 5 Consolidation of NRCN was at the Abuja national conference First National NRCN Workshop was held in Abuja 14 th November 2016 with welcome address by Federal Minister for Federal Capital Territory The Network has thus established itself nationally with 9 city-based advocates representing all 6 geo-political zones across the country The Zaria Declaration was further agreed as the founding principles of the Network at the Abuja national NRCN workshop, thus recognising the central role of State Governors, but also promoting traditional / local governments and civil society as driving elements Wide representation from cities, professionals, the private sector and civil society aiming for a people-driven Resilient City focus International dimension consolidated with address by Associate Director Africa, Rockefeller Foundation 100 Resilient Cities, and with continued support by NIAF-DFID, and Max Lock Centre, London Nigeria Resilient Cities Network (NRCN) Supported by: AHMADU BELLO UNIVERSITY & Max Lock Centre, University of Westminster, UK 5
6 A Resilient Cities Network for Nigeria is established The driving force for a Cities Network as a very African model has become evident with the enthusiasm and dedication of participants Photo records: Jerry Ambi and Timothy Amos NIAF/MLCN Group Photo from 2nd Stakeholder Workshop, held 14 th November 2016 at Abuja, hosted by the Honourable Minister for the Federal Capital Territory, and thus Abuja as the Capital City of the Federation; also representing 9 cities across the 6 geo-political zones of Nigeria; and internationally attended by the Associate Director for Africa for the Rockefeller Foundation, who gave the Keynote Address. 6

8 Long term sustainability of the Resilient Cities Network in Nigeria The Network is fully established as a Nigerian registered NGO at ABU, and its remit means that the Network can act on behalf of the member cities The Network host at CSIS, in the Dept of U&RP at ABU, has developed the first MSc course in City Management in Nigeria for long-term sustainability The Max Lock Centre is engaged in long term city data research (see 100-yr Kaduna ) and the University of Westminster, London, offers a one-year post graduate course in International Planning and Sustainable Development NRCN has developed its Effective Cities Archive, a resource based on the experience of the Nigeria Infrastructure Advisory Facility (NIAF-DFID) across its 10 years of cities based work, with its dedicated archive of publications The Board of Trustees and the 9 City Points of Contact the city-based Network of Networks represent a resource for the cities to develop; both will add additional cities and city member networks in 2017 The international dimension of like-minded resources means that there are people able and willing to assist the cities in Nigeria to bring together their own People-based City Resilience Plans, and City Development Strategies Nigeria Resilient Cities Network (NRCN) Supported by: AHMADU BELLO UNIVERSITY & Max Lock Centre, University of Westminster, UK 8
9 Nigeria Resilient Cities Network activities going forward Experimenting with new city administrative structures as proposed for Kaduna Capital City Development Authority (shown), highlighting: a people-centred public data-base; City Resilience Strategies (CRS) and Plan; City Development Strategies (CDS - note Cape Town model); and towards City Administrator-led agreed and dynamic Peoples City Plans. With USAID (SACE ISWF program), an approach for a new process for the NRCN hierarchy of City Resilience Plans. 9
10 The Nigeria Resilient Cities Network a conclusion for 2017 Cities in Nigeria now have an established Resilient Cities Network that can act on their behalf, representing them at national and international events such as national conferences, and at the National Council on Lands, Housing and Urban Development (NCLHD under Federal Ministry of Power, Works and Housing note next annual meeting of NCLHD will be at Minna Q4-2017); NRCN is also supported internationally, not least through 100-RC, NIAF-DFID, UN-Habitat, Max Lock Centre, Commonwealth Association of Surveyors and Land Economists (CASLE), and this exposure at ICLEI Resilient Cities 2017 ; The Network and its Effective Cities Archive based at ABU Zaria offers a positive centre for innovative thinking, able to give cities a structured resilience-based vision, but within the context of existing State Governments, local and traditional governments, and civil society; and so At last there is a coordinated focus for cities as recognised entities within the existing laws and constitution of Nigeria, able to act as a group for not only respective governments, but also for all its citizens and interested parties.
