3 3 December 06, 2007 GLACURH RBD, NCCs, NRHH-CCs, and Advisors In February of 2006, I got my first taste of conference life at IRHA 2006: Recipe for Leadership at Southern Illinois University Carbondale. Not knowing anything about these conferences, I was quickly pushed, by my advisor, into a game of Ride the Pony and with that little shove I was on my way to dedicating my years at SIUE to University Housing. Since that conference, I have made my way up the ranks in our delegations. I had a dream to hold every position in our delegation in my 4 years at SIUE. I have achieved most of the positions in a very short amount of time: first time delegate, delegation leader, NRHH-CC, and entertainment chair for IRHA 2007: Search For The Rare Leader. At the close of GLACURH 2007: Leadership is always in style at SVSU, my delegation and I had yet another dream to host a regional conference. Although at SIUE we strive for excellence and always set our goals high, I came up with a more realistic dream: to host No Frills After attending many conferences I feel that I can host a conference along with a dedicated conference staff. Many students who have been to conferences before have expressed interest in helping out in anyway possible. Students who have held positions or been involved with housing and moved off campus now have voiced their interest as well. Since our start on the bid, my conference staff has been dedicated to making sure that our dream to host a regional conference can be achieved. Why should you vote for SIUE to be the home of No Frills 2009? SIUE has a very young and ambitious RHA established in 2003, but we have grown exponentially. As our university celebrates its 50 th birthday this year, we would like to showcase our university to the region as we did to the state in spring As you may or may not know, our university will be moving our athletics from NCAA Division II and climbing up into Division I. As a university we are attempting to show the nation what our athletics can do in the NCAA, and we have a dream to show you what our housing system can do as well. We believe this is a great time for SIUE to have this dream. With a new residence hall just opening this past year and an student success center currently being built, our dedication to the students and their wanting to remain on campus is tremendous. If SIUE is chosen to host No Frills, it would be a great honor in helping our dreams become a reality. 4 4 Welcome To Edwardsville Southern Illinois University Edwardsville (SIUE) was established in 1957 as a separate institution from SIU-Carbondale within the Southern Illinois University system. Not only has this year seen the University celebrate its 50th birthday, but also the opening of a new residence hall (Evergreen), a Cougar statue located on main campus, and the unveiling of our new logo for our impending climb into Division I athletics. The campus is located on 2,660 acres of rolling land and woods dotted with lakes and offers 43 Baccalaureate degrees and 45 Masters degrees. Southern Illinois University Edwardsville is a welcoming and friendly campus that resides only a 20 minute drive from main campus to the Arch in St Louis; due to the location there are a variety of resources available to the SIUE students, faculty, and staff. The options for internships, careers, and entertainment are endless because of facilities like the St. Louis Science Center, the City Museum, Forest Park and The Fabulous Fox Theatre. SIUE is home to nearly 3,500 on-campus student living in residence halls that have suite-style or apartment-style living communities. In the fall of 2007 SIUE opened its fifth residence unit: Evergreen Hall, a hybrid of residence halls and apartment style living. We believe that SIUE offers an environment to its students that is the most beneficial to them. SIUE makes all incoming and returning residents feel like Edwardsville is their home away from home, and its is our dream that all students who start at our university will stay for the four-year experience. Southern Illinois University Edwardsville is determined in creating a diverse and down-to-earth community with students representing 99 Illinois counties, 43 states and 48 nations helping bring students closer together. Due to the prime location in the east metro section of St. Louis area, SIUE draws from both industrial and agricultural areas. Each of the five residence halls and Cougar Village have their own area councils. RHA, the governing body for the area councils, facilitates leadership training for emerging leaders and provides financial co-sponsorship to residential student programming. The students and staff of SIUE are determined to moving forward and excelling in all aspects of life, daring to be the first and gain new knowledge. The Red Storm Chapter of NRHH was founded in Spring of Both our RHA and NRHH are young, however this has not stopped us from daring to dream. From hosting a state-wide conference in 2007 (IRHA) and continually recognizing our campus leaders, we know that our dreams can come true. SIUE would love to show the region what we have accomplished in the past 50 years. And with our impending climb into Division I athletics, what other way to showcase our University Housing than to host a regional conference? SIUE is looking forward to the chance to become more involved with our young organizations by hosting No Frills 2009.

8 Registration and Housing 8 Registration All registration for Dare to Dream will be online. The only paper needed will be for payment, drug, alcohol and liability waivers. Registration will start November 1, The end date of registration will be January 30, 2009 with a late registration continuing through February 6, 2009 late registration will cost an extra $5.00 per attendee. Payment must be made in the form of cash or a check, made payable to SIUE. Delegates may choose not to attend at any time, however after January 30, 2009, will be held financially accountable for any and all cancellations. There will also be a wavier from SIUE that all delegates will be asked to sign. Schools will be able to bring the NCC, NRHH-CC, advisor, any other incoming CCs, and anyone else needing to attend. The delegation cap is 6 people, including an advisor. Registration will take place in the lobby of the Comfort Inn in Collinsville, Illinois from *2:00-6:30pm*. Delegations may check out at anytime between the close of business Saturday through 11:00am* Sunday morning. * Times subject to change based upon arrangements with Comfort Inn. Housing During this conference the delegates will be staying at the Comfort Inn, located right off the I-55 and I-70 in Collinsville, IL. The hotel is only 8 miles away from SIUE s campus, and is surrounded by a wide variety of food choices and 20 minutes from St. Louis. Comfort Inn is located within walking distance from: Bandanas Barbeque, Ruby Tuesdays, White Castle, and Arby s. Not only is the hotel a short drive from Steak n Shake, McDonalds, but there is a Wal-Mart down the street in case you forget anything. Many attractions within driving distance include Gateway Arch Riverfront Busch Stadium (home of the St. Louis Cardinals baseball team), and Scottrade Center arena (home of the St. Louis Blues hockey team). Within the hotel, guests will be able to enjoy such accommodations as free wireless internet access, free continental breakfast, use of lobby computer, and free weekday newspaper. Other amenities include an indoor pool and hot tub, data port telephones in all rooms, and access to fax and copy services. The hotels rooms for the delegates package consist of four people to one room, meaning two beds for four people. Rooms will be same gender person and roommate request will be taken into account from the registration forms. The hotel rooms for the advisors will consist of two people in one room, two bed for two people. Single rooms will be available if necessary at a higher cost. There will also be a few rooms that are handicapped accessible for those delegates that

9 Meals and Hospitality 9 Meals Friday Evening: Dinner will be on your own. The conference staff will provide you with a list of local restaurants. Saturday The hotel offers a continental breakfast that offers many options. In addition, a few breakfast items will be provided in the board room before business begins for the delegates to eat before or during business. Food will consist of doughnuts, fruit, coffee (regular and decaf), orange juice and water. Lunch will be served at the University Center from 11:30-12:30pm. Lunch will consist of a variety of options from our cafeteria including meals for vegetarians. Options will include salad bar, sandwich bar, burgers, and fries. After lunch, a midday snack will be provided : assorted drinks, cookies, and chips. Dinner will be served in a classroom adjacent to the board room from 5:00-6:00pm. Dinner will consist of a Taste of Italy from Renee s Gourmet Catering (located in Collinsville). Dinner will consist of something similar to: Meats-Italian Beef, Italian Pork, Sausage & Peppers, Lasagna, Meatballs, Jumbo Chicken & Prosciutto Tortellini Hot Sides-Green Beans Almandine, Italian Roasted Red Potatoes Cold Sides-Italian Salad, Greek Salad, Caesar Italian Pasta Salad, In order to receive a special meal please inform the conference staff when registering. A conference staff member will contact you prior to arrival at conference to make sure we have your needs accommodated. Sunday Morning Breakfast at Hotel/On Own Hospitality The hospitality room will be located in a room at the Comfort Inn. The hospitality room will be in a king size suite in the hotel and will be open Friday, and Saturday night untill 1:00am and will comply with NACURH S policies on caffeine. The hospitality room will have various snacks and foods with hopeful donations covering most of the costs. There will be board games, card games, some video games within the hotel, and other entertainment for the delegates to enjoy.

10 Facilities, and Volunteers 10 Facilities Delegates at the business meeting will have the privilege to enjoy our newest residence hall, Evergreen Hall, which opened in fall Home to upper class residents, it features apartment- and suite-style living in a residence hall environment. This facility houses a multifunction room, meeting rooms, and a fitness center. Board Room The board room will be held in the Evergreen Multi-Purpose Room which we have reserved. The room and entire building has wireless internet access as well as a sound system and overhead electronic display system. Our conference staff will try its best to meet any other technological needs or requests if notified prior to arrival at conference. RHH Meeting Room Right next to the board room is a classroom in which NRHH-CCs will meet. The room can be arranged to meet their needs and is fully equipped with the same technology that is in the board room. The rest of the activity wing will be reserved for the conference and any additional sessions that might need a room. Classrooms are available similar to the one in the picture for break out sessions as well as all ART sessions. The classrooms are in a ideal location since they are next to the board room and allows for privacy. All rooms have access to wireless internet and all the technological resources needed for the weekend. Volunteers o Frills 2009: Dare to Dream will be fully equipped with conference staff and volunteers. We estimate that we will need up to volunteers to sufficiently run the conference. In order to find these volunteers we will recruit from the residence life staff, Cougar Academy, RHA, NRHH, RA s, area councils and other organizations on campus. The volunteers will be visible with matching t-shirts and will be made aware of how to handle situations and who to call if they need help.

11 TRA SPORTATIO A D SECURITY 11 Transportation Transportation for No Frills 2009 will be safe, easy and convenient for all delegates. Delegates who wish to drive to the campus can and will be allowed to park in any number of free lots available on campus. Delegates will also be able to utilize two campus shuttles. These shuttles will be driven by Southern Illinois University Edwardsville residence life staff who have been certified by the university through written and behind-the-wheel tests. All drivers will have cell phones with them when they are driving shuttles. In case of emergency while the conference is in session, van drivers and conference staff will have cell phones on and be available. Security The safety of SIUE students and guests is tremendously important to our university and we are proud of our security on campus. While attending the conference, volunteers will be around to help and make sure only conference members are at the conference. Conference staff will always be present throughout the day to ensure that any problems that may arise will be taken care of immediately. Conference Policies Alcohol/Other Drugs o Frills: Dare to Dream will be a dry conference. Consumption of alcohol during the conference will not be tolerated from any delegate. Drugs and other illegal substances will also not be tolerated. Violations will be handled on an individual basis and will result in removal from the conference without a refund. SIUE security, conference staff, and the offender s advisor(s) will handle any and all violations. If needed the RBD maybe consulted. Smoking Delegates will be free of harmful, unclean air due to the State of Illinois ordinance against smoking in public facilities. Smoking is not permitted in any campus building but is allowed outdoors at specified locations. Damages Any and all damages will be the responsibility of those involved. Charges for damages in hotel rooms will be split between the roommates if the individual(s) responsible can not be identified.

12 12 Liability and Conference Policies Alcohol, Drug and Liability Waiver College/University I,, in consideration of the Great Lakes Affiliation of College and University Residence Halls and its parent organization, The National Affiliation of College and University Residence Halls, as well as Southern Illinois University Edwardsville allowing my participation in the No Frills 2009 conference, March 2009, hereby release the officers, agents, employees and the members of GLACURH, NACURH, and Southern Illinois University Edwardsville from all liability for damage and injuries which I may sustain during the No Frills 2009 conference. I recognize that there will be a variety of programs and events offered at No Frills I assume all risks associated with participation in such events, programs and all other related to the conference. This waiver includes any claims for personal injuries, emotional injuries, and/ or property damage. 17 17 December 13, 2007 Dear GLACURH Regional Board and National Communication Coordinators: On behalf of the Residence Housing Association (RHA), University Housing, and Southern Illinois University Edwardsville, I would like to enthusiastically endorse the GLACURH 2009 No-Frills: Dare to Dream bid and the student conference team which wrote it. As the advisor for RHA, it has been my pleasure to watch this project develop, grow, and mature into the final product in front of you. Since hosting our state conference in February 2007, Ram Gopal, the conference chair, has had the desire to make SIUE known at the regional level. Currently, SIUE does not have the facilities or student leaders to host a regional conference; however, the leadership pool is strong enough to successfully host a No Frills conference. Since 2003, RHA s student leaders have grown and they are ready to show the GLACURH region what SIUE is capable of, if given the chance to host. As the advisor to the bid team and conference, I have been integrally involved in the entire bid process. Our students have worked especially hard to bring down conference costs to make this an affordable experience for all member schools. The conference staff has negotiated lower prices with the Comfort Inn in Collinsville, which is only 10 minutes from campus. The conference staff has also built a strong budget, keeping a solid eye on fiscal stewardship and responsibility. We are very comfortable with the final conference price and delegation size that was determined by the staff team. In closing, we would just like to reiterate the strength that SIUE s RHA currently possesses. After only forming in 2003 from the University Housing Advisory Committee (UHAC), RHA has been awarded the IRHA 2005 Program of the Year (Box City), received the Student Organization of the Year at SIUE for two consecutive years ( and ), and was awarded the Building RHA of the Year at GLACURH No-Frills RHA has a strong programming and organization background that it brings to hosting No-Frills I know these students are ready to take the next step in leadership and host a regional No-Frills conference. 18 18 December 11, 2007 Dear GLACURH RBD, NCC s, NRHH CC s, and Advisers: Hosting the No Frills Winter Business Meeting in 2009 here at Southern Illinois University Edwardsville (SIUE) would be a fruitful opportunity for our campus as well as the delegates of the meeting. As President of Residence Housing Association and Vice-President of the Red Storm Chapter of National Residence Hall Honorary, we are very eager to provide this letter of support. If SIUE is chosen to host this meeting, we have not doubt that the weekend will be a success with all the amenities SIUE and the surrounding area offers in order to accommodate the attendees of the conference. In the past we have both worked closely with Ram and have great certainty that Ram will plan No Frills with the same diligence and achievement as the Illinois Residence Hall Association s annual conference entitled IRHA Safari 2007: An Expedition to Find the Rare Leader, where he played a pivotal role as Chair of Volunteers and Entertainment. His experience gained from hosting IRHA last spring created a desire within him to host another sensational housing event on the SIUE campus. Also, Ram is familiar with the needs and desires of conference attendees because of his role as NRHH-CC in business meetings through the GLACURH and NACURH organizations. When SIUE s RHA voted unanimously to support the bid for No Frills, the organization showed its confidence in Ram Gopal and his chosen Conference Staff. We have many resources here on campus to utilize to make this conference run as smoothly as possible. Until the conference begins, all planning and meeting will be taking place in the RHA office which houses a conference table, computer with internet access, a phone system, and fax capability. The Conference Team has all they will need to implement all stages of planning for a state conference. RHA and NRHH will be available to support the Conference Staff throughout the planning of No Frills. With all the resources available here at SIUE, we know that, if chosen to host No Frills 2009, the meetings will be productive in our first-rate accommodations.
