3 SUBJECT: 1 CHRISTMAS MESSAGE FROM THE DIRECTOR OF EDUCATION The Toronto Catholic District School Board has always taken great pride in its diversity. As we look around the Board, we see colleagues who hail from the far corners of the world, who come from diverse backgrounds and cultures, and who have enhanced our Board with their traditions, values and languages. This diversity enables us to truly celebrate the various facets of the meaning of the birth of Christ. Indeed we are all unique, and each of us has a distinct part to play in the education of our young people. As individual as we may be, we share a common purpose, and during this festive season we are drawn together to share in the true spirit of Christmas. Our task is to discover Emmanuel here present among us in the faces of students, staff and parents. We celebrate the birth of Christ, joining with the entire Christian community to rejoice in our faith. The faith has been evident throughout the year, reflected in the actions of our staff, students and parents. We are proud of our accomplishments as a Catholic school community, and can look forward with confidence to the year that lies ahead. As you leave your responsibilities at the Board to share in a variety of Christmas traditions with your families and friends, I extend sincere thanks to you for helping make TCDSB what it is today. 6 SUBJECT: 4a FROM THE BOARD A MONTHLY SUMMARY OF BOARD HIGHLIGHTS AND DECISIONS December 2005 Success for All Action Plan approved The Board of Trustees has approved the action plan for its Student Success Program and it has been submitted to the Ministry of Education. This comprehensive plan is intended to improve student achievement, increase retention and graduation rates, and prepare students to make seamless transitions from elementary to secondary school and secondary school to life after secondary school. The Board received $2.7 million for the school year to fund the Literacy; Numeracy; Program Pathways; and Community Caring, Catholicity and Culture initiatives. Each principal will include Student Success strategies as part of the School Leaning Plan, which will be submitted at the end of January Resolutions considered for OCSTA annual general meeting The Board approved eight draft resolutions, which are to be presented to the annual general meeting of the Ontario Catholic School Trustees Association in April. The resolutions focus on a number of issues, including changing the benchmarks to reflect the actual average teacher salary, funding to support safe schools initiatives, adequate funding for small schools, sufficient funding for boards to purchase or replace leased schools and to bring all facilities to provincial standards, which would minimize the use of portable classrooms. Board rejects Ministry signs for its facilities The Board will not participate in the Province s Good Places to Learn Signage Program. Instead the Board moved to create its own signs to highlight where new schools will be built. TCDSB will also look at developing signs for facilities that need major renovation or where there is inadequate space to highlight the need for more capital funding. Forty schools to benefit from Floor Tennis Program Forty TCDSB schools will benefit from the Floor Tennis Program initiated through $25,000 in funding provided by the Mayor s Community Safety Program. The schools are located in areas that have been identified as lacking adequate community programs. Most are in Scarborough, North Etobicoke and parts of North York. The program will include a coach to coach clinic for the participating schools at the Rexall Centre and a visit to each school by Tennis Canada and the Ontario Tennis Association to introduce the program. The program, which can be incorporated into existing school programs, or be provided as an after-school program, will begin in January or February TCDSB approves revised budget estimates for with a $37.5 million shortfall The Board of Trustees unanimously voted in favour of a deficit of $37,588,131 as part of its revised budget estimates. The revised estimates provide for $1.1 million for playgrounds, and a $5,000 allocation for each elementary school and $10,000 for each secondary school. In addition, the revised estimates include the implementation of a safe schools team, $500,000 in security improvements at TCDSB schools and the hiring of 43 student supervisors to improve safety. Other items that have been included in the revised budget are more textbooks, the summer literacy camps, additional Child and Youth Workers, technology upgrades and additional secretarial support.

8 SUBJECT: 4c Audited financial statements The Board approved its audited financial statements for The report in its entirety is now available on the TCDSB website at under Budget and Finance. No Sweatshop regulation amended The Board has approved a recommendation that suppliers not sit as part of the Sweatshop Free Advisory Committee, but that suppliers meet with the Advisory Committee as a group twice a year. The Board is also inviting the Workers Rights Consortium to the January meeting to discuss the issue further. Project Action Steering Committee The Board has established an ad hoc Project Action Steering Committee of four trustees -- Catherine LeBlanc- Miller, Maria Rizzo, Sal Piccininni and Barbara Poplawski -- to organize a common action rally to highlight the needs of the Toronto Catholic District School Board. The Board will consult with Navigator Ltd. Regarding this initiative as it moves forward with the plan. Board approves pilot project The Board has approved a pilot project to introduce A Cappella Services for Young Women in three of its schools. The program is funded through the Board s Success for All allocation for the school year. A Cappella is an intervention program designed to reach young women who are apt to drop out of high school before graduation. A Cappella will be offered on a pilot basis at Notre Dame, St. Mary and St. Patrick Catholic Secondary Schools. No change to library staffing model for the current year The Board has approved a recommendation that for this school year there be no change in the library staffing model and that any change for be worked through the TECT (Toronto Elementary Catholic Teachers) Staff allocation and CUPE 1328 in accordance with the collective agreements and the budget estimates should reflect the appropriate costs. The Terms and Conditions of Employment between The Toronto Catholic District School Board and Principals/Vice Principals/Program Coordinators I & II 2004 provides the opportunity for Principals/Vice Principals/Program Coordinators I & II to participate in a Deferred Salary Plan. The Board will grant leaves of absence of one year to administrative staff on the basis of spreading four (4) years of salary over five (5) years. The leave of absence shall commence on September 1 of the 5 th year from the commencement of participation in the Plan. The Board requires the maximum number of such leaves which may be granted to Principals/Vice Principals/Program Coordinators I & II under such a Plan will not exceed (ten) 10 in any school year. 12 SUBJECT: 6-2 DEFERRED SALARY PLAN ARTICLE 21 COLLECTIVE AGREEMENT BETWEEN THE TORONTO CATHOLIC DISTRICT SCHOOL BOARD AND OECTA SECONDARY TEACHERS (TSU) PLEASE NOTE APPLICATION DEADLINE DATE FEBRUARY 1, 2006 Applications are invited for participation in the Deferred Salary Plan. The Collective Agreement between the Toronto Catholic District School Board and OECTA Secondary School Teachers (TSU) 2004/2008 (Article 21) provides teachers with the opportunity of participating in a Deferred Salary Plan. The Board will grant leaves of absences of one year or one semester to teachers on the basis of: spreading four (4) years of salary over five (5) years with an enrolment start date of September 1, 2006 (leave period would begin September 1, 2010) or New effective September 1, 2006: spreading four (4) semesters of salary over five (5) semesters with an enrolment start date of: a) September 1, 2006: with a semester leave starting September 1, 2008 through to January 31, 2009 b) February 1, 2007: with a semester leave starting February 1, 2009 through to August 31, 2009 Eligibility Requirements: Secondary school teachers who hold a permanent contract with the Board and who have completed at least two (2) years of teaching for the Board are eligible. The maximum number of such leaves which may be granted to Secondary school teachers under the Plan in the 2005/2006 school year shall not exceed sixty (60) (Article 21.03). Application forms will be available on the Human Resources Intranet on January 1, The application deadline is on or before FEBRUARY 1, Further details of the Deferred Salary Plan are outlined in Article 21 of the current Collective Agreement. The introduction of the semester based plan will be detailed in a Letter of Understanding subsequent to the 2004/2008 collective agreement. Additional provisions under the 1992 Federal Income Tax Act supersede the provisions of the current Terms and Conditions of Employment: i) During the period of the Deferred Salary leave of absence (year or semester); the participant cannot seek any employment with the Board and may not receive any type of remuneration from the Toronto Catholic District School Board with the exception of the deferred monies accumulated during the participating period. ii) Following the end of the leave period in the Deferred Salary Plan, teachers must return to employment with the Toronto Catholic District School Board for the same duration of the leave period; either one year for those enrolling in the 4/5 year plan or one semester for those enrolling in the 4/5 semester plan. The Collective Agreement between the Toronto Catholic District School Board and Elementary School Teachers (TECT) 2004/2008 (Article 18) provides teachers with the opportunity of participating in a Deferred Salary Plan. The Board will grant leaves of absences of one year to teachers on the basis of spreading four (4) years of salary over five (5) years. The leave of absence shall commence on September 1 of the 5 th year from the commencement of teacher s participation in the Plan. Elementary school teachers who hold a permanent contract with the Board and who have completed at least three (3) years of teaching for the Board are eligible. The maximum number of such leaves which may be granted to Elementary school teachers under the Plan in the 2005/2006 school year shall not exceed fifty (50) (Article 18.03). Application forms will be available on the Human Resources Intranet site on January 1, The application deadline is on or before FEBRUARY 1, Further details of the Deferred Salary Plan are outlined in Article 18 (Elementary) of the current Collective Agreement. The Collective Agreement between Toronto Catholic District School Board and the Association of Professional Student Services Personnel (APSSP) Article 16.04(f) provide employees the opportunity of participating in a Deferred Salary Plan. The Board will grant leaves of absence of one year to employees on the basis of spreading four (4) years salary over five (5) years. APSSP employees who have completed at least two (2) years of employment with the Board are eligible to apply. The maximum number of such leaves which may be granted to APSSP employees under the Plan in the 2005/06 school year shall not exceed three in one year (Article 16.04(f)(ii). Additional provisions under the 1992 Federal Income Tax Act supersede the provisions of the Current Collective Agreements: During the year of leave in the Deferred Salary Plan, employees cannot seek any employment with the TCBSB. Following the year of leave in the Deferred Salary Plan, employees must return to employment with the TCDSB. for a minimum of one year. 14 SUBJECT: 6-5 DEFERRED SALARY PLAN COLLECTIVE AGREEMENT BETWEEN TORONTO CATHOLIC DISTRICT SCHOOL BOARD AND CANADIAN UNION OF PUBLIC EMPLOYEES, LOCAL 3155 INTERNATIONAL LANGUAGES INSTRUCTORS - ELEMENTARY PLEASE NOTE APPLICATION DEADLINE DATE FEBRUARY 1, 2006 Applications are invited for participation in the Deferred Salary Plan. The Collective Agreement between the Toronto Catholic District School Board and International Languages Instructors Elementary (Local 3155) 2003/2004 (Article 14.14) provides Instructors with the opportunity of participating in a Deferred Salary Plan. The Board will grant leaves of absences of one year to instructors on the basis of spreading four (4) years of salary over five (5) years. The leave of absence shall commence on September 1 of the 5 th year from the commencement of the instructor s participation in the Plan. International Languages Instructors Elementary who are permanent full-time (100%) with the Board and who have completed at least three (3) years of employment with the Toronto Catholic District School Board may apply to participate in the Plan (as per the 1992 Federal Income Tax Act). The maximum number of such leaves which may be granted to International Language Instructors Elementary under the Plan in the 2005/2006 school year shall not exceed three (3) (Article (ii)). Application forms will be available on the Human Resources Intranet on January 1, Further details of the Deferred Salary Plan are outlined in Article 14.4 (International Language Instructors) of the current Collective Agreement. Additional provisions under the 1992 Federal Income Tax Act supersede the provisions of the current Terms and Conditions of Employment: i) During the period of the Deferred Salary leave of absence; the participant cannot seek any employment with the Board and may not receive any type of remuneration from the Toronto Catholic District School Board with the exception of the deferred monies accumulated during the participating period. ii) Following the year of leave in the Deferred Salary Plan, instructors must return to employment with the Toronto Catholic District School Board for a minimum of one year. All completed applications or questions should be directed to Human Resources Department, attention: Joanne Ruscica, ELEMENTARY, (416) Ext SUBJECT: 6-6 DEFERRED SALARY PLAN (DSP) CUPE LOCAL SCHOOL-BASED EDUCATIONAL SUPPORT STAFF Applications are invited for participation in the Deferred Salary Plan. The CUPE 1328 Collective Agreement, Article 16.15, provides employees the opportunity of participating in a DSP. The Board will grant leaves of absence of one year to CUPE 1328 SBESS employees on the basis of spreading four (4) years salary over five (5) years. Any permanent full-time CUPE 1328 SBESS employees who have completed at least two (2) years employment with the Board are eligible. 19 SUBJECT: 10-4 NUNAVUT TWINNING PROJECT St. Jerome students were featured in the Vaughan Citizen when they visited Kipling Gallery to see and work with Inuit artist George Arluk. This artist lives in Arviat and also lived in Barker Lake, Rankin Inlet. Students were given the opportunity to see a master soapstone carver completing a piece of art. As well, they had the opportunity attempt carving soapstone. Many students found the task challenging and developed an appreciation of the skill and perseverance of Inuit artists. Linda MacKay, will be doing a two day art workshop with our Grade 6 students. They will be learning about Inuit values and perspectives. As well, they will be painting landscapes with acrylic paints.

31 SUBJECT: 15-2c eclass Full Day in-service eclass is the TCDSB on-line curriculum delivery platform. eclass allows teachers to take full advantage of multimedia capabilities of the Internet. Participants will be able to create an on-line course site used to post assignments, notes, calendars, course outlines, tests and test results. Realtime learning thread communication is also possible. This software can be used for something as simple as bulletin board postings or for a full course on-line delivery. Sessions will be designed specifically for Elementary, Secondary and PLN/PLCs. Please register for the appropriate in-service. HyperStudio Full Day in-service HyperStudio is a fun multimedia program that allows students to combine text, sound, graphics, and computer video. HyperStudio projects can be as simple or as detailed as you want. The program can be used by students at any grade level to develop presentations in any subject. Participants in this in-service will learn how to use HyperStudio and how to incorporate it into the curriculum.
