Sauer, Jr. Prin. Ray Story of North Hardin High School and Prin. George Sauer of dupont Manual High School will represent Sections 3 and 4 respectively on the Board of Control for a four year period beginning July 1, Ray Story is a native of Lincoln County where he attended Memorial High School and was a varsity player in basketball and baseball. Alter graduation he earned a B.S. Degree at Campbellsville, a M.A. Degree and a Rank I from Western Kentucky University. Mr. Story began teaching in the Vine Grove Elementary School in 1960 then moved to the North Hardin High School in He became Assistant Principal in 1965, assuming his present post in Mr. Story is active in civic, church and professional activities. He has served as chairman of the Planning and Zoning Commission, charter president of the Optomist Club, president of the 4th District Principals Association and is on the Board of Directors of the K.A.S.S.P. serving as membership chairman. He is married to Sue Cecil of Stephensburg, who is a teacher. They have two children, Mark and Tim, and are members of the Vine Grove Baptist Church. George E. Sauer, Jr., a native of Louisville, attended Frankhn Elementary, Barret Junior High School and graduated from Louisville Male High School in Four years later he was awarded a B.A. Degree from Western Kentucky University and a M.A. Degree in 1961 and a Rank I in At Male Mr. Sauer was president of the Senior Class. Co-Captain of the football team in 1949 and received an athletic scholarship to Western where he was a regular guard for four years. Mr. Sauer had a brillant military career being a Distinguished Military Graduate from Western as a Cadet Colonel. Receiving a 2nd Lt. Commission in 1954, he went through Officer's Training at Fort Benning, Georgia, and then Ranger School and Heavy Mortar School. His assignments in service included: Infantry Platoon Leader, Company Commander, Heavy Mortar Company and IntelUgence Officer for Battle Group. He was discharged as a Captain after serving with the 10th and 3rd Infantry Di-visions in Germany. Mr. Sauer has been in the Louisville School System since 1958 as a teacher and Assistant Principal at Shawnee High School where he was named principal in He held this post until 1971 when he assumed his present position. In addition to the educational activities, Mr. Sauer was assistant football and head baseball coach at Shawnee from 1958 until he became head football coach in He was named Football Coach of the Year in 1965, his last year. Mr. Sauer is married to Charlene Sabens of Glasgow. They have two children, Jeffrey age 18. and Jennie age 13. They are members of the Jeffersontown Christian Church where he is an Elder and Vice-Chairman of the Church Board. School's Report on Basketball Officials 2. Official's Report on Schools (Basketball) Attention, Officials! The registration period for K.H.S.A.A. officials is and has been for several years the same as the Association fiscal year, namely July-June. Advance applications for registration in football and basketball are not now being accepted. Previously registered officials in these sports will receive their renewal application cards at some time during the summer months after the new National Federation publications have been received in the State Office. Previously registered officials should not send in their renewal fees until they receive these cards. MINUTES OF BOARD MEETING The Board of Control of the Kentucky High School Athletic Association met at Stouffer's Inn, Louisville, on Thursday morning, April 18, The meeting was called to order by President Frank Simpson at 9:00 A.M., with Board members J. C. Cantrell, J. Thomas Creamer, Howard R. Crittenden, Andrew J. Fultz, Arthur Hawkins, Louie Martin, James R. Williams and Roy L. Winchester; Commissioner J. B. Mansfield and Assistant Commissioners Tom Mills, Billy V. Wise and Louis Stout present. Mr. Conley Manning was present representing the State Department of Education. The invocation was given by J. C. Cantrell. Roy Winchester moved, seconded by Jack Fultz, that the reading of the minutes of the previous meeting be waived since the members of the Board had received copies of these minutes in the mail. The motion carried unanimously. Assistant Commissioner Tom Mills reported an increase in attendance at the 1974 State Basketball Tournament. He reported that the attend- THE KENTUCKY HIGH SCHOOL ATHLETE FOR MAY, 1974 ance for he eight sessions was 124,954 for an average of 15,620 per session. This compares to an attendance of 120,525 for the 1973 tournament. The total ticket sales for 1974 was $286, The estimated tournament expenses are approximately $85, A complete record of all receipts and disbursements will appear in the annual audit. Tom Creamer moved, seconded by Roy Winchester, that the State Tournament report be accepted as presented. The motion carried unanimously. Mr. Jim Gatewood, Principal of Westport High School, came before the Board requesting that Soccer be changed from a "Fall" to a "Spring" sport. He stated that he had polled the Soccer playing schools and found Principals of all that eighteen favored the change, while two were opposed and two were undecided. He requested that the Board consider approving the change on a one year trial basis. President Simpson assured Mr. Gatewood that his request would be given full consideration. Mr. Gatewood thanked the Board for considering his request and departed. Roy Winchester then made the motion, seconded by J. C. Cantrell, that Soccer be changed to a Spring sport on a trial basis of one year. All members voted aye. Upon the recommendation of Commissioner Mansfield, the Board of Control adopted the following changes or additions in the rules and regulations governing basketball tournaments of the Kentucky High School Athletic Association: I. Dates of Tournaments The Board of Control of the Kentucky High School Athletic Association shall directly or through its Commissioner arrange for a girls' and boys' district basketball tournament during the first week in March; and regional tournaments during the second week. The state tournaments will be held, one each week, during the third and fourth weeks. VI. B State Tournament 1. The following expense allowances will apply if the receipts from the tournament make them justifiable, otherwise, the allowance will be determined by the Board of Control: XI. Number of Players Each team shall be limited at each tournament game to twelve players from among those whose names appear on the XIV. final eligibility lists, and these pla.yers must be designated for each game of the tournament. No others may be in uniform. Dimensions of Tournament Courts The dimensions of the court on which the games will be played will be determined by the size of the court at the tournament site. Superintendent Roy James, Principal Johnny Vincent and Athletic Director Jimmy Leo Stice of Edmonson County came before the Board requesting that Edmonson County High School be moved from Region 3, District 12, to Region 4, District 15. Mr. James explained that the move would cut travel distance and expense for the team and fans. Following several questions by members of the Board, President Simpson thanked Mr. James for coming before the Board and assured him that sincere consideration would be given to his request and that he would be informed of the final decision.

6 THE KENTUCKY HIGH SCHOOL ATHLETE FOR MAY, 1974 The Commissioner then reported the need for basketball redistricting in certain areas. After a discussion concerning redistricting requests, Louie Martin moved that Whitesville Trinity be moved from the ninth District to the eleventh District: that Ohio County and Fordsville be moved from the 11th District to the 12th District; that Edmonson County be moved from the Third Region. District 12. to the Fourth Region. District 15: and that Russell County be moved from District 47 to District 46. The motion was seconded by Arthur Hawkins and all members voted aye. Considerable discussion was then given to the fact that four basketball districts were represented by only three teams. Howard Crittenden stated that since it is an ever increasing problem, due to consolidation, to maintain four districts with a minimum of four teams in the sixteen regions, he would make the motion that a district may be left with three teams where necessary but that other teams could be moved into the district upon request or when the Board of Control deemed it justifiable. Louie Martin seconded the motion and it passed unanimously. To prohibit one of the three teams in a district drawing into the regional tournament and receiving a trophy without winning a game, the following plan for a three team district was adopted: In a district having three teams (A, B. C) the team drawing the bye (C) will play the loser of the game between "the other two teams. If "C"' loses this game the tournament is over with the other two teams advancing to the regional. If "C" defeats the loser of the first game then it will play the winner of the first game in the final game of the tournament. Mr. Mansfield presented a letter from Mr. Buford T. Horton. Superintendent of the Estill County Schools, requesting that Estill County be transferred from basketball Region 11, District 44. to Region 10. District 40. Following a lengthy discussion, the Board failed to take action upon this request. The Board failed to take the necessary action to restore eligibility in the following cases: 1. Janet Hubbard Salmons, a student at Knox Central High School, who is ineligible under By-Law 5. Section 4. Preceding Semester Enrollment. 2. James Stidham. a student at Powell County High School, who is ineligible under" By-Law 5. Section 1, Number of Semesters. 3. Jim Ed Livesay, a student at Lloyd Memorial High School, who is ineligible under By-Law 6. Section 1, Transfer Rule. 4. Phillip Wells, a student at Johnson Central High School, who is ineligible under By-Law 4. Age Limit. On the motion of Jack Fultz, seconded by J. C. Cantrell. the Board of Control voted unanimously to sanction a basketball game between the National Russian Juniors and the Herald Leader All-Stars. The game will be played on April 29, The Board emphasized that such action did not in any way represent a change in policy or philosophy regarding post-season and or all-star games. Due to the nature of the game, and since it is to be held only one time, it was given special consideration. Mr. Mansfield presented correspondence regarding a request for an appeal of the penalty ruling of the Commissioner in the case of C. V. Preston, a student at Johnson Central High Page Three School. After studying the correspondence, Louie Martin moved, seconded by Roy Winchester, that the ruling of the Commissioner stand and if anything, the penalty should have been more severe. The motion passed unanimously. Mr. Mansfield presented a letter received from Mrs. Blanche Mahoney, Chief Clerk of the Senate, which contained Senate Resolution Number 65. The Resolution requested that the Board of Control consider setting up three classes in basketball similar to that system of classification presently established for secondary football programs. This Resolution was adopted by the Senate on March A discussion followed, with each Board member expressing the attitude of school personnel in his respective section toward classification. Results of various surveys made by member schools were presented. President Simpson appointed Tom Creamer. Howard Crittenden and J. C. Cantrell to serve on a committee to study classification in basketball. He stated that he would appoint other persons to the committee who are both in favor of and opposed to classification. Mr. Lee Williams. Executive Secretary, Basketball Hall of Fame, requested by letter "that the Kentucky High School Athletic Association contribute annually a $ Life Membership fee to the Basketball Hall of Fame. No action was taken on this request. Assistant Commissioner Billy V. Wise presented suggestions for Board consideration concerning the assignment of officials in the various sports for the school year. Each member was asked to discuss these with his local Policy Committee prior to the next Board meeting. Frank Simpson and W. P. Wheeler were named delegate and alternate, respectively, to the forthcoming annual meeting of the National Federation. Roy Winchester made the motion, seconded by Jack Fultz, that all bills of the Association beginning March 1, and ending March be allowed. The motion was carried unanimously. The next meeting of the Board of Control was scheduled for Wednesday. June 5, at 10:00 A.M. in Morehead. There being no further business, the meeting adjourned. 7 Page Four THE KENTUCKY HIGH SCHOOL ATHLETE FOR MAY, 1974 Kentucky's Game Guy Kim Miller Tlie Kentucky High School Athletic Association gave its highest award to an individual at the Delegate Assembly meeting on April 18. President Frank Simpson presented Kim Miller of the Louisville Central High School the 1974 Game Guy Award. The award is given to the person overcoming the greatest handicap to participate in the sports' program. In nominating Kim Miller for the award. Central's Principal, Joseph McPherson. said: "I would Uke to recommend Kim Miller, a senior at Central High School for the 1974 'Game Guy' award. Kim was burned when he was four years old on the right side of his body, when his pajamas caught fire. Kim stayed in the hospital for one year, with third degree burns on his right leg, chest and arm. He is not able to extend his arm completely as a result of the burns and skin grafts. "Kim is a natural athlete as has been shown in his three years at Central. He has been a member of the varsity basketball team, where he has been a starter on occasions. He is one of our best pitchers on the baseball team, a defensive halfback on the football team and has represented the school in the district tennis tournament. On another occasion, he ran the half mile, in a dual meet with Manual High School, winning the event in 2:12.0. "Kim has one of the best attitudes of any athlete I have come in contact with. This was displayed even more this year when he had to sit on the bench while underclassmen were starting and playing more, on the basketball team, than the seniors." Hurt, Tom Minutes of Annual Meeting The fifty-seventh annual meeting of the Kentucky High School Athletic Association was held at Stouffers Inn, Louisville, on Thursday afternoon, April 18, President Frank Simpson called the meeting to order at 2:00 p.m. and asked Assistant Commissioner Tom Mills to call the roll. Fifty-nine regular elected delegates or alternates answered the roll call- Patrick Crawford moved, seconded

8 THE KENTUCKY HIGH SCHOOL ATHLETE FOR MAY, 1974 by John V. Reschar, Sr. that the minutes of the 1973 Assembly, which had been sent previously to all member schools, be approved without being read. The motion was carried unanimously. Commissioner Mansfield then gave a report on the activities of the Association during the school year. Mr. Cleo Pursiful moved, seconded by Andrew Renick that the Commissioners report be accepted. The motion carried. (Printed elsewhere in this issue). President Simpson introduced to the Assembly Ray Story, recently elected to membership on the Board of Control from Section 3 and George E. Sauer who was elected to represent Section 4. Their terms are to begin on Julv 1, President Simpson stated that consideration of proposals was the next order of business. J. M. Burkich moved, seconded by Robert Campbell, that Proposal I, providing that the Constitution, Article III, Section 2, Item d. be changed to read "All contracts between member schools shall contain a specific date for each contest covered in the contract. A contract in which the words 'corresponding date' appears, rather than a specific date, can not be enforced", be accepted. The motion carried. Howard Crittenden moved, seconded by R. Brooks Bates, that Proposal II, providing that in By-Law 24, Section 5, be added, "when a contest is cancelled for any reason stated in the contract the Board of Control shall determine if either school is liable in cases where the two schools can not reach a satisfactory agreement even tliough the forfeit fee is not due", be adopted. The motion was carried. Paul W. Trimble moved, seconded by J. M. Burkich, that Proposal III be adopted. Proposal III provided that By-Law 38 be changed to read, "No member school enrolling only one sex shall have a vote on any phase of the Association's work not involving or pertaining to that school. Schools enrolbng only boys shall not vote on matters pertaining to girls' athletics only and viceversa." The motion was carried. John V. Reschar, Sr. moved, seconded by Irvin Brooks, that Proposal IV be adopted. Proposal IV provided that By-Law 19 be changed to read, "All contests involving member schools shall be governed by National Federation of State High School Associations" rules if an official set is issued for that sport." The motion carried. Andrew Renick moved, seconded by J. M. Burkich that Proposal V be tabled. Proposal V provided that By-Law 5 be changed so that "six" in the second sentence be replaced with "nine." The motion carried. Patrick Crawford moved, seconded by Joseph McPherson, that Proposal VI be adopted. Proposal VI provided for a new By-Law to read: "Any official, basketball and /or football, who calls a technical foul (basketball) or unsportsmanlike conduct (football), on a coach or on the bench as a result of the coach's action, will, upon request from the principal of the offending schools, supply a written account of events leading to and causing the foul or penalty to be called." The motion carried. John V. Reschar, Sr. moved, seconded by John H. Branson, that Proposal VII be tabled. This proposal provided that By-Law 8 be changed by eliminating "gymnastics," and in By-Law 27 consider the season for gymnastics to begin on the opening day of school and end with the State Championship Meet. The motion carried. Page Five TED SANFOED AWARD Ronnie Watt To foster the ideals exemplified by Ted Sanford, former commissioner of the Kentucky High School Athletic Association, the Courier- Journal and Times inaugurated the Ted Sanford Award to be given annually to a player in the Kentucky High School State Basketball Tournament who excels in four areas; basketball abihty, academic accomplishments, sportsmanship and citizenship. Commissioner J. B. Mansfield presented the second award to Ronnie Watt, a senior at Warren East High School. Donnie was selected by a committee composed of school personnel from throughout the state. Robert D. Campbell moved, seconded by Winston Adkins, that Proposal VIII be adopted. Proposal VIII provided that By-Law 21 be amended by adding: "In any two county, conference, or invitational tournaments, the games played by a member school shall count as one game each for a school that maintains a football team." Following a discussion of Proposal VIII, Pete Grigsby made a motion to amend this proposal to read "In any two county, conference, or invitational tournaments, the games played shall count as one eame for each tournament played for member schools. J. M. Burkich seconded the motion which passed by a vote of 39 in favor and 14 opposed. The proposal then passed as amended by a vote of 40 to 14. Proposal IX was withdrawn by J. Thomas Creamer. Proposal IX stated that the last sentence in By-Law 21 be changed to read: "In any two county, conference or invitational tournaments, tlie games played by a member school shall count as only one game." Joe Ohr moved, seconded by Bennie Keen, that Proposal X be adopted. Proposal X provides that By-Law 4 be changed so that the fall sports season shall be considered to begin on August 1, rather than September 1. Principal J. M. President Simpson recognized Joseph Mc- Plierson who spoke briefly on scheduling problems encountered by several of the Louisville schools. There being no further business, the meeting adjourned by President Simpson Annual Report (Presented to Delegate Assembly) Three hundred twenty-nine schools joined the Association for the school year'. Twelve of these schools enroll girls only. The other 317 entered the basketball tournament series. The membership compares with 334 for and with 344 for Financial reports filed by the sixteen regional basketball tournament managers show total receipts of $288, with attendance of The sixty-four districts grossed $395, with an attendance of 302,864. Attendance at the State Tournament for the eight sessions was , an average of 15,620 per session as compared to 120,525 last year with an average of 15,066. This represents an increase of 4,400 people approximately. The gross receipts were about $286, which was a $4, increase over last year. Ticket prices were the same each year. Some bills are still outstanding. A complete report of all receipts and expenditures will appear with the audit report in the August issue of the "Athlete." Schools with football teams numbered 199. The Classes A and AA Football Championship games were played at Eastern Kentucky University with approximately 5,000 in attendance and gross receipts of $10, The Class AAA final drew 9,265 people and grossed $19, Inclement weather at both sites probably lowered the number in attendance. Attendance for regional and semi-final games continues to increase. In Cross Country 142 schools entered teams in the twenty regional meets. The championship meet for each of the three classes was held in Louisville at the Collings Estate. In Wrestling 62 schools entered eight regional tournaments with the winner and runner-up in each weight class advancing to the State. The finals were held at Atherton High School. Receipts at the regional level bore the expense of the meet in most cases. Gross receipts for the State Tournament was $5, with paid attendance of In Classes AA and AAA Swimming 41 girls teams and 43 boys teams entered the State Meet. The AAA was held at the Plantation Club in Louisville on February and the Class AA at Eastern Kentucky University on March In Gymnastics there were not enough schools with boys' teams for regional meets, there were two for the girls. The finals were held at the Seaton Recreation Center, University of Kentucky. In Soccer 16 schools competed for the championship during the week of November 5-10, this being the second year for the sport. Attendance increased somewhat over last year. The tournament was held at different high schools in Jefferson County. In the other sports there are as follows: 291 baseball teams are to compete in 59 districts and eight regions; 186 gii'ls' track teams and 222 boys' teams will compete in twenty regions each; 69 girls' golf teams and 191 boys' teams will meet in the nineteen regions to qualify for the State tournaments; 96 girls' tennis teams and 108 boys' teams to enter seventeen regionals to try for "the State; 17 schools will enter the State Rifle Tournament. A boys and girls State Tournament in Fencing was sponsored for the first time this year. Registering with the Officials' Division this year were basketball officials, 799 football, 530 baseball and 56 wrestling. Also, registering for the first time this year were 58 officials for girls basketball. Thirteen football rules clinics for coaches and officials were held by Assistant Commissioner Billy V. Wise, One hundred seventy-nine officials took the National Federation examination in football. Of this number 45 were added to the "Certified" list and 85 to the "Approved list. Mr. Wise conducted 17 basketball rules clinics. Two hundred twenty-two officials took the test for the higher ratings 65 becoming "Certified" and 134 "Approved." Assistant Commissioner Louis Stout conducted an umpires' school for 20 area baseball clinic directors. These men will assist in assigning umpires for the season play. Mr. Stout also conducted 14 statewide clinics for coaches and umpires. In 1973 sixty-one baseball officials took the test for higher ratings, with seven being added to the "Certified" list and 39 to the "Approved." The Board of Control, on recommendation of the State Girls' Basketball Committee, has adopted rules and regulations for this sport. All eligibility rules will apply to both girls and boys unless it is so noted. The seasons will be the same. Game limits are identical. The number of districts and regions, provided there are enough teams, will be the same. The district and regional tournaments will be held the same week as the boys. The schools involved will determine if they are to be run concurrently or on different dates at different sites. The two state tournaments, one girls and one boys, will be held the third and fourth weeks in March, Sites to be determined by the Board of Control. The Association is indebted to the several policy boards across the state who select the regional assigning secretaries. There are 12 in football and 14 in basketball. The secretaries are hereby commended for the capable manner in which they have handled the recruiting, training and assigning of officials. The Commissioner and the Assistants are most grateful for the cooperation and assistance given them by the principals and their superintendents, the members of the Board, athletic directors and coaches. SUBJECT: CATASTROPHE INSURANCE POLICY The following information about the catastrophe insurance coverage purchased by K.H.S.A.A. to cover athletes of member schools is published for your consideration. The coverage will commence June 15, 1974, for the school year , and will be identical with coverage for the current year. PERSONS COVERED: Student athletes on teams of member schools of K.H.S.A.A. will be covered while practicing for or competing in K.H.S.A.A. approved inter-school athletic e\'ents or while traveling in a group directly to or from practice session or scheduled athletic event for the purpose of participating in such session or event. ACCIDENT MEDICAL EXPENSE BENEFIT: Expenses incurred for treatment of a covered injury including necessary services of a licensed physician, hospital expenses subject to limit for daily room and board and general nursing care of normal charge for semi-private room, private duty nursing care by R.N. on order of physician and physio-therapy performed while hospital confined shall be covered within fifty-two (52) weeks following the accident causing injury provided treatment for such injury commences within thirty (30) days of the date of covered accident. The first $ of covered expenses, or the amount of such expenses as are covered under all other collectible insurance of the policyholder and insured, whichever figure is greatest, will be deducted from any claim paid hereunder. Subject to this provision, the Company will pay up to a maximum of $10, except that when payment under the plan exceeds $ further payment shall be 75'. of the eligible charges.
