1 April 6, 2018 Message from the Secretary Four Friday Wrap-Up messages ago, I wrote about the new Medicare cards. Since that time, I have enjoyed numerous opportunities to engage with older Pennsylvanians and their family members in a variety of settings. During each encounter, I ask for a simple show of hands to see if they are aware that new Medicare cards are about to be distributed. Each time I have asked, very few hands raise, so I am beginning this first Friday of April message with a simple request: please be certain to share this information widely with the Medicare beneficiaries in your communities. Today, our Communications Department has been busy contacting newspaper editors across the 67 counties of the commonwealth regarding an op-ed piece we wrote to help get the word out about the new Medicare cards. As loyal readers of this message and as informed advocates, you already know that the new Medicare cards are being mailed in waves to various parts of the country over a 12-month period from April 2018 to April You also know that Pennsylvania is one of nine states in the first wave. As such, Pennsylvania s nearly 2.5 million Medicare beneficiaries will be among the first to receive their new Medicare cards. You also know that once a person joins Medicare they receive a red, white, and blue-colored Medicare card in the mail, and that for decades the card has looked the same--containing the Medicare beneficiary s name, gender, claim number, type of coverage, and effective date enrolled. Regretfully, because the beneficiary s claim number was their Social Security number, concerns about the potential for fraud and identity theft became a reality if someone s card were lost or stolen. In response to this threat, the U.S. Congress directed the Centers for Medicare & Medicaid Services (CMS) to come up with a new Medicare card design, requiring that Social Security numbers no longer be used as the beneficiary s claim number. Accordingly, the Social Security number will be removed from all new Medicare cards. The new cards will have a randomly chosen Medicare Beneficiary Identifier of 11 characters that can include both numbers and capital letters. Simply put, each Medicare enrollee will receive a new Medicare Beneficiary Identifier that is unique to them, and it will only be used for the individual s Medicare coverage. This will help keep the Medicare beneficiary s information secure and help protect against identity theft. There are a few additional points that need to be highlighted: - Persons enrolling in Medicare for the first time will be among the first to get a new Medicare card, no matter where they live. - For current Pennsylvania Medicare beneficiaries receiving a new card, it s important to remind them that mailing everyone a new card will take some time. One person s card might arrive at a different time than a family member, a friend, or a neighbor. - Receiving the new card will happen automatically. A card is mailed to each Medicare beneficiary, at no cost, to the address the beneficiary has on file with the Social Security Administration. 1

2 Moreover, remind your Medicare beneficiaries that when the Medicare card is received, they should not simply throw their old card out. Rather, they should shred it or cut it up with a pair of scissors. Ironically, while the new Medicare card was designed to combat fraud and identity theft, scammers and con-artists are still trying to take advantage of this transition, so everyone needs to be on the lookout for the newest Medicare scams. If anyone calls and tells a Medicare beneficiary that they need to pay for the new card, tell them to hang up the phone. The Medicare card is free. If someone calls claiming to be from Medicare and asks for the beneficiary s Social Security number or bank information, tell them to hang up. Medicare will never call asking for Social Security or personal banking information. When the new Medicare card is received, it is to be safeguarded just like any other health insurance or credit card. Even though the Social Security number is removed from the new cards, it still needs to be protected from identity thieves. In order to help beneficiaries, their families, caregivers, and advocates become better informed of the new cards and to help them protect against scams, CMS created a New Medicare Card campaign. Teresa Osborne Secretary Legislative Update Pennsylvania House of Representatives The House will return to session on Monday, April 9, 2018, at 1 p.m. Three bills will be considered by the House Children and Youth Committee on Tuesday, April 10, House Bill 1539, by Rep. Eddie Day Pashinski, would amend Title 23 to provide for temporary guardianship. House Resolution 390, also by Rep. Pashinski, will direct the Joint State Government Commission to study the trend of grandfamilies in Pennsylvania. Finally, Rep. Katherine Watson s House Bill 2133 would establish the Kinship Caregiver Navigator Program in the Department of Human Services. Pennsylvania Senate The Senate stands in recess until Monday, April 16, 2018, at 1 p.m. Education and Outreach Office Health and Wellness Program The Health and Wellness Program focuses on health promotion and disease prevention activities for older Pennsylvanians with a special focus on health risk screening, nutrition, chronic conditions, fall risk, exercise, and strengthening to prevent fall-related injury, monitoring behavioral health, and managing medications.
