1 ANNUAL EEO PUBLIC FILE REPORT WHBL-AM, WBFM-FM, WHBZ-FM and WXER-FM The purpose of this EEO Public File Report ( Report ) is to comply with Section (c)(6) of the FCC s 2002 EEO Rule. This Report has been prepared on behalf of Midwest Communications Inc. s Sheboygan, Wisconsin Employment Unit ( SEU ). This SEU is comprised of the following stations: WHBL-AM and WBFM-FM licensed to Sheboygan, Wisconsin, WHBZ-FM and WXER-FM licensed to Sheboygan Falls, Wisconsin. This report has been placed in the public inspection files of these stations and posted on their websites, if they have websites, prior to August 1, The information contained in this Report covers the time period beginning August 1, 2016 to and including July 31, 2017 (the Applicable Period ). The FCC s 2002 EEO Rule requires that this Report contain the following information: 1. A list of all full-time vacancies filled by the Station(s) comprising the SEU during the Applicable Period. 2. For each such vacancy, the recruitment source(s) utilized to fill the vacancy (including, if applicable, organizations entitled to notification pursuant to Section (c)(1)(ii) of the EEO rule), identified by name, address, contact person and telephone number. 3. The recruitment source that referred the hire for each full-time vacancy during the Applicable Period. 4. Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies; and 5. A list and brief description of the initiatives undertaken pursuant to Section (c)(2) of the FCC rules. Appendices 1 and 2 that follow have been designed, in the aggregate, to provide the required information. For purposes of this Report, a vacancy was deemed filled not when the offer was extended but when the hire actually began working. Job Shadow Date: September 28, 2016 Participating Employees: Jeff Frieders, Operations Manager/Brand Mgr./Announcer Jon Walding, Creative Services RCS Empowers RCS Empowers works with adults with disabilities. A RCS student who expressed an interest in a career in radio spent time with Jeff learning about a typical day in his position. She also received a complete tour of the radio facilities and learned about the various job positions in radio. Jon demonstrated how commercials are produced and shared several examples. She then got to spend some time in the studio with Jeff where he did a brief interview with her on air.

8 Job Shadow/Tour Date: October 21, 2016 Participating Employees: Jon Henseler, Brand Manager/Announcer Curative Connections - Sheboygan Curative Connections works with adults of all ages with varying disabilities. A gentleman from Curative, along with his sponsor, who expressed an interest in pursuing a degree in communications spent several hours with Jon. Jon explained his day both on and off the air. Jon also gave a tour of all stations in our Sheboygan cluster. Career Connections Date: April 11 & 12, 2017 Participating Employees: Ben Olson, Announcer Jon DeMaster, News Director Lakeshore Technical College/Sheboygan County Chamber of Commerce The Sheboygan County C of C organizes this annual career exploration event to assist with academic and career planning for roughly 1500 Sheboygan County 10 th graders each year. Ben and Jon spent two days talking to students about careers in radio. Our own Jobs in Radio covering all of the opportunities in broadcasting was distributed and both Jon and Ben got to talk about their specific jobs in radio and what got them to where they are. Wisconsin Broadcasters Assoc. Winter Conference Date: January 25, 2017 Participating Employees: Michael Wright, COO Andy Gille, Vice President/Digital Operations Wisconsin Broadcasters Assoc. As part of the Wisconsin Broadcasters Assoc. Winter Conference, EEO Session, Attorneys from the Godfrey & Kahn law firm discussed Avoiding Discrimination in Employment Terminations. They provided an overview of the most important laws for WI employers along with practical tips to avoid and defend employment discrimination claims.

9 WI Assoc. of Broadcasters Student Seminar Date: March 4, 2017 Participating Employees: Peter Tanz, Senior Vice-President WBA Peter attended this Student Seminar event in Madison, WI and participated in the Speed Networking session. He met with high school and college students seeking more information on career opportunities in broadcasting and with radio stations. Approximately 150 students attended the event. Wisconsin Broadcasters Assoc. Summer Conference Date: June 15, 2017 Participating Employees: Michael Wright, COO Wisconsin Broadcasters Assoc. During the EEO session at the Summer Conference, Washington, DC Attorney David Oxenford brought attendees up to date on the latest EEO information at the FCC what we might expect going forward. He also discussed the recent change in wide dissemination and what that means for broadcasters. Broadcast Center Tour Date: April 18, 2017 Participating Employees: Jeff Frieders, Operations Manager Debbie Ott, Office Manager Seven (7) Girl Scouts, ages 8 to 10, along with three (3) adults toured the stations to earn a communications badge. Jeff showed them all four (4) studios and explained how the equipment worked. They also learned about the various jobs that make a radio station work. They were very interested and asked a lot of questions. Speaking Engagement

10 Date: April 24, 2017 Participating Employees: Jeff Frieders, Operations Manager A Job Coach from RCS Empowers brought two adults from RCS for a station tour. The group s purpose is to learn more about the community and employment opportunities. They were able to tour all four stations along with the production room. They also learned about all the various jobs available in radio. Date: May 31, 2017 Participating Employees: Jeff Frieders, Operations Manager Girl Scout Troop 8341 consisting of six (6) Girl Scouts and two (2) leaders toured our radio stations to earn their Media Journey Badge. Jeff gave a brief history on Midwest Communications. He showed them around as he gave information on each of the different studios and formats and production rooms. He also talked about the different jobs available in radio. This program allows them to acquire knowledge with the goal being to allow them to be more effective community leaders. As part of the program, local businesses are chosen to job shadow. Persons from First National and Lakeshore Technical College spent the morning job shadowing the morning hosts of each radio station along with the individuals listed above learning about the operation of radio stations; what we do, how we do it and why we do it.
