3 WELCOME Dear Members, Partners, and Friends: Welcome to the 2018 New Mexico Association of Counties (NMAC) Legislative Conference! We extend a warm welcome to over 800 county elected officials, county employees, and state officials from throughout the great state of New Mexico. We encourage you to attend our affiliate meetings and to engage in conversation on issues facing counties today. This is the Second Session of the 53rd New Mexico Legislature, which is a 30-day session. We hope that you will be able to stop by the Roundhouse and visit with your state Senators and Representatives. Please encourage them to keep the counties in mind as they consider legislation this session. Our conference will kick off with the Sponsor s Reception on Tuesday night in the Exhibit Hall. On Wednesday morning, NMAC will offer two Workshop Blocks on Legislative Issues & Process, Pooling the Risk, Capital Outlay, and Ethical Culture. Wednesday afternoon, our keynote speaker Bob Hudson will share his inspiring story of his experience during Operation Linebacker in the Vietnam War. Wednesday evening we will provide an ideal networking opportunity at the Legislative Reception and Dance at the Eldorado Hotel and Spa. Wrapping up our conference on Thursday, we have invited the Governor, our congressional delegation, state elected officials, cabinet secretaries, and state legislators to attend the Legislative Breakfast. The Closing Session and Luncheon on Thursday afternoon will feature the NM EDGE graduation ceremony. 4 LEGISLATIVE PRIORITIES The following were selected as priorities by the NMAC Board of Directors for the 2018 session: Forfeiture Act Reform Support legislation that would correct the unintended consequences of the 2015 amendments to the NM Forfeiture Act to address federal equitable sharing, storage of abandoned property, and expand local authority to seize and dispose of forfeited property while preserving due process protections. Protecting County Funding of Healthcare Support the significant involvement of county policy makers in federal, state, and local healthcare, human services, and Medicaid planning, funding, and service delivery decision-making, and oppose any measure that would further shift federal and state healthcare costs to county government. Tax Reform Support legislation that protects county revenue and does not have a negative impact on county government. NMAC strongly believes that counties must be at the table for and fully participate in all tax reform efforts; strives to minimize tax policy that places counties and other local governments in conflict; and opposes any efforts that reduce the state s hold harmless distribution to counties or that reduces county GRT authority. Local Election Act Support legislation that would enact the Local Election Act, aligning the date for local, nonpartisan elections with taxation authority, to the same day in the odd-numbered year. Maintain Current Level of Liquor Excise Tax Distribution to LDWI Fund Support legislation that would permanently increase the distribution percentage to the local DWI grant fund. 4

8 INFORMATION NMAC Meetings & Events Policy Individuals may not engage in political activities or distribute campaign literature at NMAC sponsored meetings or events. Literature will be removed and those who continue to violate this policy may be asked to leave the event. Registration Desk The NMAC Registration Desk will be at the SFCCC. Our staff will be available to answer your questions throughout the conference. Please visit the Registration Desk should you need any information or special assistance. Name Badges NMAC requests that all conference participants wear their name badge to all meetings and events. During daytime events, individuals without name badges will be asked to return to the conference registration desk to verify their registration and receive a duplicate name badge. During evening events, participants without their name badges will be asked to return to their hotels to retrieve them in order to attend the event. Guests of attendees may purchase a guest ticket and badge at the registration desk for conference events. Guest tickets will also be available for purchase at the door for social events. A limited number of event tickets may be available based on space availability. Conversations & Electronic Devices As a courtesy to all attendees, we ask that you silence electronic devices and refrain from conversations during all meetings and general sessions. Drink Tickets Drink tickets will be distributed to attendees when they check-in for registration. Drink tickets are only valid at the specific event and date identified on the ticket. 8

9 INFORMATION Consumption of Alcohol NMAC requests that all attendees and guests adhere to the Alcohol Consumption Policy of the NMAC Conference Meetings Policies. These policies are available by contacting the NMAC office or by downloading them from the NMAC website. Alcohol shall be consumed in a responsible manner. NMAC encourages individuals to use designated drivers or call for a cab when drinking. NMAC provides transportation to and from all events that serve alcohol. The vendor of alcoholic beverages at our events reserves the right and has the responsibility to refuse service when appropriate. 30 OPENING SESSION SPEAKER Colonel Bob Hudson, USAF Retired Colonel Bob Hudson was born in 1947 in Kansas City, Missouri. He joined the United States Air Force in 1970 and one year later earned his pilot s wings. His first assignment was to Kincheloe Air Force Base, Michigan, flying the B-52. His second assignment was as a T-39 Instructor and Flight Evaluator at Offutt Air Force Base, Nebraska. Next he flew the FB-111 for eight years at Plattsburgh Air Force Base, New York, before being assigned to Headquarters Strategic Air Command where he was Chief of the Airborne Battlestaff and Director of the Future Command Control Systems Division. Colonel Hudson was then moved to be the Base Commander of a classified flight test facility and then four years later became the Base Commander of Brooks Air Force Base in San Antonio, Texas. His last assignment saw him as the 86 th Airlift Wing Inspector General, Ramstein, Germany. After 28 years, Colonel Hudson retired to Albuquerque where he now runs the Moriarty Municipal Airport. Among his many awards and decorations are two Legions of Merit, the Distinguished Flying Cross with V device for Valor, the Bronze Star Medal with V devise for Valor, two Purple Hearts and the Prisoner of War Medal. Also Colonel Hudson had the honor of serving his country during Operation Southern Watch, the Cold War and Vietnam where he was unfortunately shot down on December 26, 1972 and spent some time as a guest of the North Vietnamese inside their infamous prison system. He has been married for fifty years to his high school sweetheart and has two children and four grand children. 30
