1 THE BOWL CHAMPIONSHIP SERIES Prior to the 1998 football regular season, the Atlantic Coast, Big East, Big Ten, Big 12, Pacific-10 and Southeastern Conferences and the University of Notre Dame joined with the Rose, Fiesta, Orange and Sugar Bowls to form the Bowl Championship Series (BCS). The BCS was established to create a matchup between the No. 1 and No. 2 teams in a bowl game and to produce other exciting matchups while maintaining and enhancing the bowl system which has provided significant support to college football for nearly a century. The BCS has quickly become a showcase for the sport, matching the premier teams of any particular year in the culminating games of the season. In the first eight years of the system, the Rose, Fiesta, Orange and Sugar Bowls rotated as the host of the championship game. The BCS debuted a new format at the conclusion of the 2006 regular season which included the above four bowls and a stand-alone BCS National Championship Game, which is held approximately one week after the other BCS games. The 2010 BCS National Championship Game will be held in Pasadena, Calif., on Jan. 7, 2010, six days after the Rose Bowl is held in the same location on Jan. 1. The Fiesta Bowl will have the right to host the 2011 title game to begin the fourth four-year BCS cycle. The BCS format provides for the determination of a national champion using a traditional bowl lineup featuring more flexibility and regional consideration regarding team selection. Conferences with automatic berths include the Atlantic Coast, Big East, Big Ten, Big 12, Pacific-10 and Southeastern Conferences. Also, the champion of any other Football Bowl Subdivision (FBS) conference will earn automatic qualification if (a) it is ranked in the top 12 of the BCS standings or (b) it is ranked in the top 16 of the BCS Standings and its ranking in the final BCS Standings is higher than that of a champion of a conference that has an annual automatic berth in one of the BCS bowls. Regional tie-ins include the Big Ten and Pac-10 champions in the Rose Bowl, the Big 12 champion in the Fiesta Bowl, the ACC champion in the Orange Bowl and the SEC champion in the Sugar Bowl. Should one of the above conference s representatives be ranked number one or two in the final BCS standings, that team shall move to the BCS National Championship Game and the bowl shall select a replacement team from the BCS pool of eligible teams. The pool will consist of any FBS team that is ranked among the Top 14 in the final BCS standings and has achieved nine wins during the regular season excluding NCAA-exempted contests. 2 The Big Ten s return to a more traditional bowl lineup continues this season with conference teams and fans once again setting their sights on Pasadena, the Tournament of Roses and the 96th Rose Bowl Game. The 2010 Rose Bowl game will be held on Jan. 1 with ABC Sports televising the game at its traditional 4:30 p.m. EST time slot. With the expansion of the Bowl Championship Series (BCS) prior to the 2006 season to include a fifth game, the BCS National Championship Game, the Rose Bowl will host the champions of the Big Ten and Pacific-10 Conferences unless one of those teams is ranked No. 1 or 2 in the final BCS standings. In that case, that team shall move to the BCS National Championship Game and the Rose Bowl would select a replacement from the BCS pool of eligible teams, which could include another team from the Big Ten or Pacific-10 Conferences. The BCS National Championship Game will be held in Pasadena, Calif., on Jan. 7, 2010, six days after the Rose Bowl is held in the same location on Jan. 1. Like most long-standing traditions, the Rose Bowl has come full circle. Since the pact was initiated in 1946, the Big Ten and Pac-10 have nearly established parity in the Rose Bowl win-loss column, with the Pac-10 holding a narrow advantage. In the Big Ten s last 10 appearances (from 1997 through 2009), six different teams participated in the Rose Bowl. Big Ten programs have also won seven of their last 14 Rose Bowl match-ups overall. HISTORY OF THE ROSE BOWL The Pacific Coast (now the Pacific-10) and Western (Big Ten) Conferences, along with the Pasadena Tournament of Roses Association, agreed on November 19, 1946, to an exclusive Rose Bowl Game contract. The two conferences had met twice before in the Rose Bowl, including a Michigan victory in the inaugural event in 1902 and an Ohio State loss in THE ROSE BOWL More than two decades later, both conference commissioners commented that they expect this five-year contract to be a forerunner of a longtime agreement. This present agreement is just a starter. The passing of time has shown us they were right on both accounts. It remains the oldest college football agreement between two of the nation s top conferences. Though the contract was often referred to as a shotgun marriage, officials had been in negotiation with the Tournament for eight years. The contract was effective immediately, voted on by faculty representatives from the two conferences. Both sides agreed that each conference could designate its own representative, regardless of season records. Illinois (7-2) and UCLA (10-0) were selected to play in the inaugural game under the pact. The Illini earned a triumph, sparking a six-game winning streak in the annual matchup, as the Big Ten was triumphant in 12 of the first 13 games under the new agreement. The 1963 game was the first No. 1 against No. 2 showdown, matching undefeated USC (10-0) with Wisconsin (8-1). The Badgers fell just short in a high-scoring affair, 42-37, and the two conferences split their 10 games during the 1960s. The Pac-10 won nine of 10 games during the 1970s, with Ohio State knocking off USC, 42-21, in 1974, the second of three straight matchups between the two programs. Michigan snapped the Pac-10 s six-game victory streak in 1981, one of three Big Ten victories during the decade. The 90s featured a reversal of fortunes with the Big Ten winning six of the 10 Rose Bowl contests. In its 95 years, the Rose Bowl has maintained its tradition-rich standard of excellence, living up to the nickname Granddaddy of all bowl games. The union of the Big Ten and Pac-10 also led to soaring attendance. Prior to 1947, the Rose Bowl game drew five sellout crowds. Every game since then has been a sellout. The record for most appearances goes to USC (24) in the Pac-10 and Michigan (20) in the Big Ten. DETERMINING BIG TEN AUTOMATIC REPRESENTATIVE TO THE BCS The BCS consists of five (5) bowl games: BCS National Championship Game, Rose Bowl, Fiesta Bowl, Orange Bowl, and Sugar Bowl. Participation by a Big Ten Conference member institution will be determined as follows: a. BCS National Championship Game. In the event the conference has one or two football teams ranked No. 1 and/or No. 2 in the final BCS poll, these conference team(s) shall participate in the BCS National Championship Game. b. Rose Bowl. Unless ranked No. 1 or No. 2 in the final BCS poll, the conference champion shall participate in the Rose Bowl. The championship shall be determined on the percentage basis of conference games (tie games counts ½ win and ½ loss). If there is a tie for the championship, the Rose Bowl representative will be determined as follows: 1) An ineligible team shall not be considered in the standings for determination of the conference representative. 2) If there is a tie for the championship, the winner of the game between these two teams shall represent the conference. 3) If there is still a tie, or if the tied teams did not play each other, the representative shall be determined on the percentage basis of all games played. 4) If there is still a tie, the highest-ranked team in the final BCS standings shall be the representative. 5) If more than two teams tie for the championship, the same selection procedures shall be followed with the following exceptions: a) If three teams are tied, and if one team defeated both of the other teams, then that team shall be the representative. b) If three teams are still tied, and if two of the three teams defeated the third team, the third team is eliminated, and the remaining two teams shall revert to the two-team tie procedure. c) If three teams are still tied, and there is a tie game between two of the three teams, or if two or all three of the teams did not play each other, the representative shall be determined on a percentage basis of all games played. d) If three teams are still tied, and one of the three teams is eliminated through the percentage basis of all games played, the remaining two teams shall revert to the two-team tie procedure. e) If three teams are still tied, and all three teams have the same winning percentage of all games played, the highest-ranked team in the final BCS standings shall be the representative. 7) If four or more teams tie for the championship, the following selection procedure shall be followed: a) If one team defeated each of the other three teams, then that team shall be the representative. b) If two of the four teams defeated each of the other two teams, the latter two teams shall be eliminated, and the two remaining teams shall revert to the two-team tie procedure. c) If three of the four teams defeated the fourth team, the fourth team is eliminated, and the remaining three teams shall revert to the three-team tie procedure. d) If there is a tie game between two of the four teams, or if two of the four teams did not play each other, the representative shall be determined on a percentage basis of all games played. e) If one of the four teams is eliminated through the percentage basis of all games played, the remaining three teams shall revert to the three-team tie procedure. f) If all four teams are still tied and have the same winning percentage of all games played, the highest-ranked team in the final BCS standings shall be the representative. 27
