Vl. 1 Student Eligibility 16 Getting the student s financial aid histry There are several ways fr yu t get a student s financial aid histry frm SLDS. Yu can: use the SLDS Financial Aid Histry sectin f the ISIR, lg n t the SLDS Prfessinal Access website and access the data nline fr a student, fr multiple students, use the FAT 001 Web reprt, which yu submit frm the Reprts tab n the SLDS site (yu retrieve the results thrugh the SAIG), r send a batch TSM/FAH Infrm file t request aid histry data fr several students, which will be returned in either extract r reprt frmat thrugh SAIG. The TSM/FAH prcesses and batch file layuts are psted n the IFAP website at the SLDS reference materials link under Prcessing Resurces. Unusual enrllment histry DCL GE-13-09 EW DCL CFR Glssary Acrnyms SLDS uses a pstscreening prcess t let yu knw when there are significant changes (such as a defaulted lan r an verpayment) t a student s financial aid histry. If pstscreening identifies changes that may affect the student s eligibility, the CPS will generate new utput dcuments s schls that are listed fr receipt f the student s FAFSA infrmatin will autmatically be ntified. Items that have changed since the last transactin are marked n the utput dcument with a # sign, and the reasn cde fr the pstscreening will be given. T help yu identify when SLDS data has changed, the dcument will include an SLDS transactin number in the FAA Infrmatin sectin with the ther match flags. This is the number f the last transactin n which SLDS data changed, s if yu receive an ISIR n which that number is higher than the ne n the ISIR yu used t determine the student s eligibility, yu must review the SLDS data n the new ISIR t be sure there are n changes affecting the student s eligibility (be aware f the new Pell LEU limits and cdes; fr mre n Pell LEU, see Vlume 3, Chapter 3). There will be pstscreening cdes (see The ISIR Guide fr the list) t help determine what changed. Unusual enrllment histry EW There is a flag in SLDS fr students whse pattern f enrllment and/ r award histry fr either Pell r Direct Lans (ther than a Direct Cnslidatin Lan r Parent PLUS Lan) is identified as unusual. The CPS will flag the Unusual Enrllment Histry field (UEH) n the student s SAR/ISIR. A value f requires n actin, as it dentes n unusual histry. A value f 2 r 3 in the UEH field requires review and reslutin by yur schl (see belw). Cdes 2 and 3 d nt necessarily mean the student has imprperly received Pell r Direct Lan funds, but it is a sign f unusual activity, fr example, receiving Pell and/r Direct Lans at multiple schls in the same semester, r receiving aid and then withdrawing befre earning any credit. T reslve a UEH flag f 2, yu must check the student s enrllment and financial aid recrds t determine if, during the fur award years prir t the current award year (i.e., 2011-12, 2012-13, 2013-14, and 2014-15), the student received a Pell Grant r Direct Lan at yur schl. If s, n further actin is required unless yu have reasn t suspect that the student in questin remains enrlled just lng enugh t cllect student aid funds befre disappearing. In such a case, yu must fllw the guidance belw fr UEH flag 3. T reslve a UEH flag f 3, yu must check the student s academic recrds t determine if they received academic credit at the schls attended during the fur award years prir t the current award year (i.e., 2011-12, 2012-13, 2013-14, and 2014-15). Using data frm SLDS, yu must determine, fr each prir attended institutin fr each student, whether academic credit was earned during the award year in which the student received Pell r Direct Lan funds. Academic credit is cnsidered fr this purpse t mean cmpleting ne r mre clck-hur r credit-hur. Chapter 3 SLDS Financial Aid Histry When academic credit is nt earned at a previusly attended schl, and, if applicable, at yur schl, yu must btain dcumentatin frm the student explaining why the student failed t earn academic credit. Yu must determine whether the dcumentatin prvided supprts: 1) the reasns described by the student; and 2) that the student did nt enrll nly t receive credit balance funds. Acceptable reasns may include persnal illness, a family emergency, a change in where the student lives, and military bligatins, r an academic cmplicatin, such as unexpected academic challenges, r the student having determined that the academic prgram in questin did nt meet their needs. Yu shuld, t the maximum extent pssible, btain third party dcumentatin t supprt the student s claim. In similar fashin t the exercise f prfessinal judgment, yu must determine whether the circumstances f the failure f the student t receive academic credit, as evidenced by the student s academic recrds and dcumentatin, supprt the cntinuatin f title IV eligibility. If the student with a UEH flag f 2 r 3 fails t prvide cmpelling reasns and dcumentatin fr a failure t receive academic credit fr a perid fr which they received Title IV funds, yu must cnclude that their eligibility is terminated. Yur determinatin is final and is nt subject t appeal t the Department. Yu must dcument and maintain a file f reasn(s) fr the decisin fr pssible review. If yu apprve the student s cntinuing eligiblity, yu may chse t require the student t establish an academic plan, similar t the type f plan used t reslve SAP appeals. Yu may als wish t cunsel the student abut the Pell Lifetime Eligiblity Used (LEU) limitatin and the impact f the student s attendance pattern n future Pell Grant eligibility (see Vlume 3, Chapter 3 and DCL GE-12-01 and GE-12-18). When a student s eligibility is terminated in this way, yu must prvide infrmatin t the student n hw they may subsequently regain eligibility, and the student must be given an pprtunity t questin and appeal the decisin t yur schl, cnsistent with the pprtunities t questin and appeal similar determinatins such as SAP and prfessinal judgment determinatins. Since the basis fr denial is lack f academic perfrmance, successful cmpletin f academic credit may be cnsidered basis fr renewing the student s Title IV eligilbility, assuming they are in all ther ways eligible fr the aid in questin. This culd include meeting the requirements f the plan that yu established with the student, althugh such a plan is nt necessarily required. When a student regains eligibility after lsing it in this manner, the student s eligibility is retractive t the beginning f the current perid f enrllment, fr Direct Lans, and fr all ther types f Title IV aid, retractive t the beginning f the current payment perid.
