Subject was observed carrying a firearm openly on his side while fishing at the Ballast Point Pier. Several citizens complained they were fearful of the subject due to the display of his firearm. On 06/13/2015, at approximately 1145 hours, I was dispatched to 5314 Interbay Blvd, in reference a male who was walking around with a firearm displayed. Upon my arrival, Sgt R. Graham made contact with the witness (Nei Martins) who advised there was a white male on the pier carrying a firearm, but no other description was provided. Nei did advise their were a few citizens afraid of the subject due to the display of his firearm so they decided to leave the park. After obtaining information from the complainant, Sgt R. Graham and I began to walk the pier. Upon making it halfway, we both observed a white male, who was later identified as George Freeman. George was actively fishing while wearing a side chest holster containing a silver firearm which was clearly visible. Sgt R. Graham and I immediately secured the firearm and upon conducting a pat down check I located a gold/black fireman in George's front waist band. This weapon was secured as well. George grabbed his belongings and was escorted off the pier to my patrol vehicle. Upon doing so, I confirmed George had a concealed weapons permit and I confirmed the firearms were not listed stolen. George was carrying a silver Smith & Wesson APT940, 40 caliber and a black/gold Interarms MOD31P Inside George's car he had a black Smith & Wesson M&P 15 rifle I explained the trespass warning to George which he advised he understood. George was very cooperative and left the park without further incident. I placed a copy of the trespass warning at the district one office. George stated he is part of an open carry group and recently joined the group online at meetup.com. George stated he came to the park today to meet with someone who he just met online. George planned on fishing and getting to meet new people. George advised he did not have any intentions on causing harm to anyone, but just wanted to express his right to open carry his firearm while fishing. George stated he has been at the park for the past hour and was with a white male who he knew as Rob. Rob was also open carrying his firearm, but left just prior to the police arriving on scene.
