These phases are designated by the following letters: Preliminary Plans (P), Working Drawings (W), Construction (C), and Equipment (E). 41

2 The projects proposed in this spending plan are contingent upon the passage of the bond bill and will be adjusted depending on the amount and terms of the bond in order to fund the highest priority projects in a multi-year bond program. 42
