Nehez, Mayor, The Village of Northfield 10455 Northfield Road, Northfield, OH 44067 Dear Mayor Nehez, During my 28-year police career, 23 years of which I've been an attorney, I've had the good fortune to have been presented with a wide variety of challenges, and to have made the most of them: As a Captain, I implemented a CAD/Records software system, and trained the department in its use while handling media requests for reports. I had final approval on more than 7,000 reports a year and was responsible for the integrity of the police data network and jail. I generated nearly $2 Million in grants and revenue over the last 20 years. As a Commander, worked directly for the Chief of Police, and handled scheduling for nearly 130 police and civilian personnel. I created a policies and procedures manual for the police department, which has been continually updated. As a Sergeant and Lieutenant, worked routinely as a stand-alone officer-in-charge of up to 20 officers plus dispatchers and responsibility for up to 20 jail inmates. As a detective, was assigned the largest case in the city's history, one in which the city faced a $10 million lawsuit. I handled internal affairs cases and completed the DEA basic narcotics school. I worked undercover wearing a wire and authored more than 50 search warrants. These are some of the highlights of a diverse career, during which I've enjoyed every challenge with which I have been faced, while also finding time to work as Director of Criminal Justice at a local college and teaching college courses in both Criminal Justice and courses in contracts and commercial transacti ons. As always, I am prepared for new challenges and new opportunities, and I would embrace the opportunity to bring my talent and experience to The Village of Northfield Police Department as Chief of Police. Led academy to highest overall success rate - 96 percent - from June, 2010 to present. Nearly 300 police candidates during that period also posted the highest average examination score among Ohio's 60 police academies. Generated nearly $1.5 Million in revenue as Academy Commander from June, 2010 to present. Maintained police department compliance with state-mandated Continuing Professional Training requirements. From April, 2013 to July, 2014, was assigned vacant Auxiliary Services Captain's responsibilities in addition to Academy Commander requirements. Jail Administrator, responsible for billing, prisoner health care requests, and maintaining compliance with Ohio jail standards, as well as generating state-mandated reports regarding adult and juvenile prisoners. Lieutenant - Cleveland Heights Police Department, Cleveland Heights, Ohio June, 2009 - January 2011 General Duty Officer-In-Charge and Associate Academy Commander, Cleveland Heights Police Academy. Assumed administrative responsibilities at Cleveland Heights Police Academy, and worked as General Duty Officer-In-Charge of General Duty Platoon. Was Officer-in-Charge during line of duty death of Cleveland Heights Police Officer Thomas F. Patton, II. Initiated investigation, directed activities of officers and detectives, notification of Chief of Police, notification of family and fiance, and apprehension of suspect, later convicted in the death of Officer Patton. Assumed full-time position as Police Academy Commander in June, 2010.

Sergeant - Cleveland Heights Police Department, Cleveland Heights, Ohio June, 2001 - June 2009 Served as front line police supervisor and officer-in-charge when not otherwise engaged in teaching activities. Responsible for overseeing activities of shift of police officers engaged in general patrol, assigning duties and responsibilities for patrol officers, directing investigations, investigating citizen complaints against officers, supervising dispatchers, and responsible for welfare of up to 20 prisoners in 12-cell jail facility. Assisted Jail Administrator by updating jail procedure manual, and was supervisor responsible for maintaining compliance with state jail standards. Commander - Cleveland Heights Police Department, Cleveland Heights, Ohio May, 1996 - June 2001 Police Experience: As Commander reporting directly to Chief of Police, was entrusted with delivering results with minimal supervision on a wide variety of projects, including installation of police computer network in Detective Bureau, Uniform Division and Police Academy. Customized user applications to specific needs, and authored userfriendly templates for many common tasks. Wrote federal and state grant proposals which were awarded nearly $300,000 over a three-year period, used in two different programs. Funding purchased mobile computers for in-car use. Wrote purchasing specifications and implemented installation of in-car mobile computer data network. Maintained compliance with federal and state grant requirements. Wrote correspondence and drafted policies and procedures on behalf of Chief of Police. Published police department's first comprehensive policies and procedures manual, and first statecompliant jail manual and created pocket city street guide for linelevel officers. Revised departmental forms, correcting legal insufficiencies and improving ease of use. Computerized monthly scheduling process, previously done by hand, for nearly 130 sworn officers and civilians assigned to 14 different bureaus and units. Also computerized record keeping of employees days worked, days off and sick time. Detective - Cleveland Heights Police Department, Cleveland Heights, Ohio Sept. 1994 - May 1996 Responsible for investigating felony crimes, processing crime scenes, and interviewing and interrogating criminal suspects. Assigned as primary detective for in-custody death case, for which city faced $10 million lawsuit and intense media scrutiny; wrote reports for the city and the U.S. Department of Justice that exonerated the city and its officers, and ceased media scrutiny.

Police Experience, Detective (Continued): Prepared felony cases for trial, and presented cases to Grand Jury on a regular basis. Participated in the preparation and execution of more than 50 search warrants. Completed Drug Enforcement Administration Basic Narcotics Investigator Course. Worked undercover and wore a wire during undercover investigations; participated in buy-busts of narcotics trafficking suspects. Computerized and revised Detective Bureau search warrant application procedure. Created database of search warrants to assist other detectives in warrant application process. Investigator - Cleveland Heights Police Department, Cleveland Heights, Ohio July 1992 - Sept. 1994 First-responder to crimes in progress and calls for service. Responsible for evidence collection and crime scene processing. Investigated crimes against persons, and wrote incident reports based on first-hand investigation and observation. Also served as second-in-command of traffic platoon, with supervisory control in absence of platoon commander. Patrol Officer - Cleveland Heights Police Department, Cleveland Heights, Ohio April 1988 - July 1992 Enforced traffic laws, and responded to calls for service. Worked undercover as part of drug investigation in summer months of 1988. Entered law school in August, 1988 and worked full time as a police officer, including rotating shifts, while attending law school.
