City of La Palma Agenda Item No. 5 MEETING DATE: March 7, 2017 TO: FROM: SUBMITTED BY: CITY COUNCIL CITY MANAGER Mike Belknap, Community Services Director AGENDA TITLE: 2017 Street Closures for City Special Events RECOMMENDED ACTION: It is recommended that the City Council adopt a Resolution approving Street Closures for three (3) 2017 City special events: Every 15 Minutes, Thurday, April 20; Memorial Day, Monday, May 29; and Fitness Run for Fun, Tuesday, July 4, 2017. BACKGROUND: Annually, City staff submits a request to the City Council for approval of street closures for community events. Posting of arterial road closures must occur 30 days in advance of each event. The Community Services Department meets with the Police Department after each event to debrief and discuss logistical concerns for the coming year. Prior to the specific event, written notification, reminder notices, and information are sent to those residents and businesses affected by the closures. The Police Department has reviewed and approved the street closure plans as presented. New for 2017 is the Every 15 Minutes program, a two-day program focusing on high school juniors and seniors, which challenges them to think about drinking, driving, personal safety, the responsibility of making mature decisions and the impact their decisions have on family, friends, their community, and many others. This program will include a staged DUI traffic accident on Walker Street in front of JFK High School. The following sections identify the specific closures requested: Every 15 Minutes Thursday, April 20, 2017 Walker Street will be closed from Crescent Avenue to La Luna Drive from 8:30 a.m. to 11:00 a.m. This closure will not affect morning school traffic. Memorial Day Monday, May 29, 2017 Walker Street will be closed from Thelma Avenue to La Palma Avenue from 9:00 a.m. through the conclusion of the ceremony at approximately 11:15 a.m. Those attending the ceremony will be allowed to park in the Civic Center and Central Park parking lots up to the 9:00 a.m. closure. Fitness Run for Fun Tuesday, July 4, 2017 Based on the attached route map, this event requires closure of: Walker Street between Crescent Avenue and the Edison Right-of-Way (ROW) between 6:30 a.m. and 10:00 a.m. Walker Street between the Edison ROW and Houston between 7:00 a.m. and 9:00 a.m. or the end of the race. Houston Avenue between 7:00 a.m. and 9:00 a.m. Chartres Lane, Toulouse Drive and Orleans Lane, just north of Houston Avenue between 7:00 a.m. and 9:30 a.m. Neighborhood traffic will be directed to intersections where they may safely leave the area without compromising the safety of the participants. The Number Two westbound lane on Crescent Avenue between Moody Street and Walker Street and the Number Two northbound lane on Moody Street between Houston Avenue and Crescent Avenue between 5:00 a.m. and 10:00 a.m. FISCAL IMPACT: The combined cost for street closures, based on past cost for the City s events, will be approximately $9,100. As Every 15 Minutes will occur during regular working hours, there won t be additional overtime costs as there are with the other two events. RESOLUTION NO. 2017- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA PALMA APPROVING 2017 STREET CLOSURES FOR THREE CITY SPECIAL EVENTS WHEREAS, the City will conduct three special events that require street closures in 2017; and WHEREAS, the California Vehicle Code pertaining to the Regulation of Highways requires that the local authority designate, by resolution, the temporary closing of any street; and WHEREAS, the La Palma Community Services Department and the Police Department have reviewed and approved the recommended street closures. NOW, THEREFORE, BE IT RESOLVED that the City of La Palma hereby approves the street closure schedule for Every 15 Minutes, Memorial Day, and the Fitness Run for Fun, as detailed in the attached street closure schedule and maps, which are incorporated herein by this reference.
