Airports Authority Procurement Policy MWAA is a public body politic and corporate, created by joint legislation between the Commonwealth of Virginia and the District of Columbia Metropolitan Washington Airports Act of 1986 authorized the lease of Dulles and Reagan National to MWAA, which states that MWAA: shall obtain, to the maximum extent practicable, full and open competition through the use of published competitive procedures The Board of Directors adopted the Airports Authority Contracting Manual, (available on our website) which sets forth procurement policies and procedures The Airports Authority s procurement professionals use sound business practices and high ethical standards to uphold the integrity of the procurement process
MWAA Simplified Acquisitions Goods and services with a total dollar commitment of up to $150K Price and price related factors form the basis of award Request for Quotation (RFQ) used to solicit prices RFQs can be initiated by email, telephone, or through the Airports Authority s website (www.mwaa.com) based upon established competitive guidelines Non-Simplified Acquisitions include goods and services valued greater than $150K or procurements which require technical evaluation criteria
Request for Quotations (RFQ) RFQs are prepared by the procurement professional in a clear, concise manner to articulate the Authority s requirements and maximize full and open competition Before making an award several factors are considered, including: Price Technical ability Ability to meet required delivery dates Past performance/responsibility of vendors As procurement professionals we are constantly in search for new sources, including LDBE, MBE and WBE firms to enhance the competitive environment

Local Disadvantaged Business Enterprise (LDBE) Program The Department of Supplier Diversity (DSD) reviews all solicitations with an estimated value greater than $25,000 LDBE participation requirements are assigned to all solicitations where the scope of work provides viable prime or subcontracting opportunities for LDBEs and where LDBE availability provides projected adequate competition DSD reviews the LDBE database to determine availability of qualified LDBEs based on solicitation scope To obtain or check your certification status visit us at mwaa.diversitycompliance.com
Local Disadvantaged Business Enterprise (LDBE) Certification Requirements Small business Average annual gross receipts (based on the firm's last three years), must not exceed the small business size standard Must be located within a 100-mile radius of the Washington, DC s Zero Mile Marker As of application date, the business has an established office where the firm s owner, management, or employees are present and conduct the firm s business on a regular and frequent basis LDBE certification is performed by the Airports Authority, no reciprocity with other jurisdictions LDBE certification is valid for a period of 3 years Apply for re-certification 60 days before expiration
