Berry Street is providing a number of residential facilities in the Gippsland Region, each housing up to 6 young people and cared for by a team of carers and case managers. The Team Leader is responsible for the operations of the four units within the Gippsland Region. PRIMARY OBJECTIVES OF THE ROLE The Team Leader is responsible for:- The support, supervision and direction to staff in order to provide consistent culturally appropriate care and support to the young people. The maintenance and operation of the 4 houses, which are home to up to 6 young people placed in the care of Berry Street for Community Detention whilst waiting for a response on their visa application. REPORTING RELATIONSHIPS This role is based at our Morwell Office, but there is a strong requirement to spend time in the residential facilities with the staff and children and young people. This role reports to the Senior Manager Community Care Program who will provide supervision and review. This role has 8 direct reports and works closely with the residential care staff and case managers to ensure the highest standard of care and support is provided to the young people. This position is time-limited for 12 months.

KEY SELECTION CRITERIA KNOWLEDGE, SKILLS AND ABILITIES REQUIRED TO FULFIL THE ROLE A capacity and ability to demonstrate Berry Street s Core Capabilities is required to be successful in this role. Extensive experience in the residential care field or case management field or related service system. Demonstrated experience in the provision of care and support to youth or families in out of home care or emergency accommodation. Experience and demonstrated ability to work with young people or families who have experienced past trauma. Experience and demonstrated ability to work with young people or families from a wide variety of cultural backgrounds (Potentially with limited English). Demonstrated ability to present a genuine interest in asylum seekers, and a sense of optimism and hope to unaccompanied minors or families and to work from a solution focused perspective. Good communication skills including use of interpreters and appropriate and professional communication with people from varied cultural backgrounds potentially with limited English language skills. QUALIFICATIONS AND OTHER REQUIREMENTS Social Work, Psychology or Diploma of Community Services (Welfare) or equivalent or relevant experience. Staff must hold a valid WWCC, current drivers licence at all times and undergo a Criminal Records Check prior to employment. Subsequently, staff must report any criminal charges or court appearances. Highly developed administrative and written skills. Computer skills, including Word, Excel and Outlook. Demonstrated ability to lead a team and provide support, management and supervision to staff. Knowledge of demonstrated understanding of and commitment to the principles of equity, diversity and occupational health and safety. Ability to work autonomously, in a small team and in a dynamic environment. Demonstrated high skill level of engaging difficult to reach clientele. Excellent written skills, particularly, proficient in report writing and computer skills (Word, E-mail etc). Ability to handle situations and crisis with calm, intelligence, and commonsense. KEY ACCOUNTABILITIES AND RESPONSIBILITIES describe the key duties that will indicate success in the role. ACCOUNTABILITY Direct Service Delivery - Operations Direct Service Delivery Client Outcomes SPECIFIC RESPONSIBILITY Day to day management of the operations of the residential facilities. Support supervisors to ensure that a safe therapeutic environment in which specific physical, emotional and developmental needs of each young person are met. To assist with ensuring that roster coverage that is consistent with the budget, client support needs and industrial awards. Ensure accurate record keeping and communication processes are in place, including accurate, proper and up to date communication book entries and client files. Ensure maintenance of the household in a satisfactory manner, including all domestic tasks (e.g. cleaning, cooking, shopping, minor maintenance and upkeep). Accountability for the expenditure and management of the petty cash systems with the units in line with Berry Street policy. Represent the program and Berry Street in internal/external meetings/forums as required. In conjunction with the Senior Manager Residential Services promptly identify and address issues where the delivery of service does not meet standards expected by Berry Street. Ensure a high standard of service occurs through both the residential and case management roles within the Community Care Team, monitoring processes and motivating workers to ensure compliance and quality outcomes occur. To ensure a high standard of care is provided to young people placed within accommodation services. To advocate for the needs of the young people placed within the program. Develop and maintain program relationships internally and externally (particularly with the Red Cross and Department of Immigration and Citizenship (DIAC)). Ensure progress and focus (by staff) on the achievement of the young person s individual care plans as set out by their case worker goals and act as the key liaison point for case planning and service delivery matters for Unaccompanied minors, and to foster a collaborative approach by all the Community Care Team workers in the residential and case management roles. Represent the program at case plan meetings, agency forums etc. Direct care work with the young person as required. Ensure compliance with Berry Street, Red Cross, DIAC and other relevant services care and legal standards. Ensure that residential workers and case managers focus on the development of independent living skills and fostering resilience with the young people. Ensuring that the Community Care Team is looking for opportunities to engage the young people in appropriate activities (educational and social and recreational) that will better enable them to cope within the community Ensure that Individual Case Plans are available and understood by the staff for each individual within the residential unit. Liaison with Community Care Team workers and other agencies, to ensure individual care plan goals

are understood and facilitated, that progress is maintained and that it is reviewed regularly. Attend and convene individual care plan meetings as required. Administration To keep designated records and provide reports as required or requested by the Senior Manager. To ensure that all practices within the program are in accordance with the relevant Berry Street policies and guidelines. Support Supervisors, case managers and residential staff to provide reports in agreed formats and within timelines as required by the Senior Manager, including the Critical Incident reports identifying issues for further follow up and attention. Monitor rosters, expenditure and maintenance across the units ensuring that the program is able to provide appropriate staff and resources that will respond to the changing needs of young people in care. Provide client reports (as requested by the Senior Manager, Red Cross, DIAC). Provide Unit Operations Reports as required (staff hours, rostering, maintenance). Provide other reports as required. Program Development & Review To participate in relevant regional and state-wide forums relating to the program area and contribute to policy development. In conjunction with the Senior Manager develop, maintain and review service manuals, policy guidelines and performance indicators. In conjunction with the Senior Manager, establish service objectives annually, develop performance indicators and evaluate outcomes according to the Berry Street planning cycle. Monitor trends, service gaps and emerging program needs. Assist in advocating and ensuring program relevance and improvement. To positively promote the program at all times. Regularly review and evaluate practice within the Program via the supervisory process, team meetings, subjective assessment and liaison with other program staff. To ensure that the processes exist to continuously develop and improve the practices and standards of the program. To understand and educate all staff on the implications of the legislative framework, which directs the work of the service. Assist unit supervisors and staff to ensure residential units comply with, Fire Safety Standards and Occupational Health and Safety requirements. Assist case managers to ensure that they are complying with any and all process requirements as set through the Red Cross and DIAC. Contribute to service delivery planning and development. Human Resource Management Promote a positive culture of professional supervision across the program. Direct responsibility for the formal supervision and support of all regular staff and where appropriate to relieve staff. It is expected that regular staff receive formal supervision on a 2 weekly basis. Ensure that all staff have performance and development plans in place and review the progress of these plans in an ongoing manner. The maintenance of supervision files for each staff member including a record of all supervision sessions.

To be an effective and appropriate role model for the staff, and young people. Liaise with the Senior Manager regarding any significant practice issues or potential disciplinary matters relating to Community Care Team workers (both residential and case management). Assist with recruitment and orientation as required. To provide formal supervision to the Supervisors in accordance with Berry Street Victoria Policy. To provide formal supervision to the case managers in accordance with Berry Street Victoria Policy. To ensure that staff leave is planned in such a way that adequate staff coverage is maintained to continue the provision of high quality service. In conjunction with Senior Manager, provide debriefing, demobilisation and defusing for staff as required. Monitor workloads, staff well being and assist in annual staff appraisals. To promote a learning culture within the Community Care Team through training opportunities, role modelling and informal supervision. Other To participate in supervision, staff appraisal and staff development with the Senior Manager. To participate in all Community Care training and meetings as required. Participate in the on call/recall roster system. Be prepared to carry a mobile telephone as part of a roster providing 24 hour cover in order to respond to crises when required. Also be prepared to be recalled after hours as part of this roster. To ensure that duty of care is undertaken in a professional manner with due regards to program and organisational guidelines.

CONDITIONS OF EMPLOYMENT 1. This position is for 76 hours per fortnight. It is strongly preferred that these hours are worked over a 5 day working week. There is no paid overtime, but any extra hours worked will be accrued as Time-in-Lieu according to the Berry Street Victoria Enterprise Agreement. 2. You will initially be employed at Morwell, however there is an expectation that you spend a significant component of your time in and out of the homes with the young people. You may be required to work from other Berry Street sites (on a temporary or permanent basis) as directed from time to time. 3. Terms and conditions of employment are in accordance with the Berry Street Victoria Enterprise Agreement, which includes above Award payments and eligibility for remuneration packaging. Salary packaging is available to full-time and 0.8 staff to a maximum value of $16,050 and a maximum value of $12,000 to all other permanent part-time staff, in line with our Salary Packaging policy. 4. The salary for this position is based on SCHADS Level 7 Paypoint 1 ($64,283.63 p.a.) under the Berry Street Victoria Enterprise Agreement. The value of the salary can be increased through salary packaging. 5. This position comes with access to full private use of a Berry Street motor vehicle. 6. Superannuation will be paid according to Superannuation Guarantee into a compliant fund of your choice or into HESTA Superannuation Fund. 7. The successful applicant will be required to undergo satisfactory pre-employment checks, including 3 professional referees, a pre-existing injury/disease declaration, a criminal records check and proof of identify and qualifications. 8. The successful applicant will initially be employed for a probationary period of 3 months. During this period, either party can terminate employment with one week's notice. A probationary review before 3 months will be undertaken. 9. Under Victorian WorkCover legislation, it is the applicant s duty to advise Berry Street of any pre-existing medical condition, which could be aggravated by the type of employment for which they are applying. The existence of a medical condition will not preclude you from employment, unless you are unable to perform the inherent requirements of the position. However failure to disclose any relevant injury or disease will jeopardise any entitlement you may otherwise have for a work-related aggravation of that non-disclosed pre-existing condition. 10.
