S. Department of Transportation Office of the Secretary of Transportation A member of the Senior Executive Service, I currently serve as the Director of the Office of Intelligence, Security, & Emergency Response for the U.S. Department of Transportation. In this capacity, I am the principal advisor to the Secretary of Transportation, providing counsel and guidance on all domestic and international civil transportation intelligence and security policy issues, as well as emergency preparedness, response, and recovery activities related to all emergencies that affect the viability of the transportation sector. In this capacity, I have been designated as the Federal Senior Intelligence Coordinator (FSIC) for U.S. DOT by the Director of National Intelligence (DNI), and have been designated as a National Security Professional. As the Director, I am the U.S. DOT s Emergency Coordinator. As the Director, I head the Department s Executive Protection Unit. I am a sworn federal law enforcement officer with U.S. DOT, charged with responsibility for the protection and security of the Secretary, as well as investigating threats against the Department.

I represent U.S. DOT on the White House -National Security Council s Domestic Resilience Group (DRG) and the Counterterrorism Support Group (CSG), as well as a number of other White House Interagency Policy Committees (IPC s). I regularly interact with senior level officials from all U.S. Government Departments and Agencies, State Agencies, Non-Governmental organizations, Private Sector and faith based organizations, to insure close coordination on policy development, operational planning, and mission execution. I serve as U.S. DOT s representative to NATO s Civil Emergency Planning Committee Transportation Working Group. 2 In this, and other capacities, I have represented the U.S. government at meetings and conferences in the United Kingdom, Russia, China, Australia, Japan, Belgium, Taiwan, and Turkey, as well as throughout the United States. I have represented the U.S. at NATO-RUSSIA counter-terrorism exercises in Kaliningrad, Russia and at the Black Rain counterterrorism exercises in the UK. I serve on the Executive Board on the FBI s National Joint Terrorism Task Force (NJTTF), the ODNI s National HUMINT Committee. I service on the Board of Directors for the DEA s El Paso Intelligence Center (EPIC). I represent U.S. DOT on National Security Council (NSC) and Homeland Security Council (HSC) policy and advisory groups. I serve as the US lead for the US-China Transportation Forum-Transportation Emergencies Working Group. I also serve as the U.S. DOT lead on the US-Russia Joint Committee on Cooperation in Emergency Management. 2011 - Awarded the U.S. DOT Secretary s Gold Medal for Outstanding Achievement. 2012 - Awarded the Presidential Rank Award Distinguished Executive. Deputy Division Director (Acting Division Director) (SES) 2005-2007 DHS-FEMA Response Division (HQ) 3 I served as the Deputy Director of the Response Division for the Federal Emergency Management Agency (FEMA). Served as the Division Director (Acting) of the Response Division (Nov 05 June 06). A member of the Senior Executive Service, I was responsible for the development, management, direction and evaluation of response programs and activities. Serve as principle advisor to the FEMA Director on the appropriate methods of best accomplishing the Presidential policy objectives, and Departmental priorities. Serve on the Homeland Security Council s Domestic Threat Response and Incident Management (DTRIM) Policy Coordinating Committee (PCC). Have frequent interaction with senior level officials from all Departments and Agency s of the Executive and Legislative Branch on matters dealing with matters related to national preparedness, emergency response, and other emergency management topics. Manage, direct, and coordinate the US Government response to Presidential disaster declarations, and other Incidents of National Significance. In this capacity, I have worked closely with DOD, the Combatant Commands and JDOMS on operational planning and mission execution. I have worked closely with USNORTHCOM since it was established in 2002. Working closely with the DOD ASD-HD, I helped develop, establish, and implement the Pre-Scripted Mission Assignment process to support Defense Support of Civil Authorities. Director of Operations (Acting Deputy Division Dir) 2003 2005 DHS-FEMA Response Division (HQ) 4 I served as the Director of the Operations Branch and the Acting Deputy Response Division Director, responsible for directing and overseeing the development and implementation of emergency operational policies and procedures and providing procedural guidance in support of FEMA's and the U.S. Government's role in natural, technological, and national security response issues. Security Clearances: Top Secret - SCI, (+ other) NATO COSMIC DOE Q Deputy Director Operations and Planning 2001-2003 FEMA Response & Recovery Division (HQ) I managed and directed the day-to-day activities to support the Federal Interagency Catastrophic Disaster Response Group (CDRG), the Federal Response Plan (FRP), and the US Government Interagency Terrorism Concept of Operations Plan (CONPLAN). During my tenure, I had major emphasis in the Terrorism arena. I lead the development of the National Capital Region (NCR) WMD Response Annex, and the establishment of the NCR Emergency Response Team. I worked closely with DOD, FBI, OHS and other federal departments and agencies to address planning and response requirements. Serve as the Chair for several Interagency Planning Groups. NC. Provide support and assistance to State of NC Emergency Management in the management of major emergency and disaster operations. Was responsible for significant improvements in the level of services provided to county residents. Successfully designed and implemented a county wide Enhanced 9-1-1 emergency communications system.
