Each quarter, the Barrn Cunty (WI) Sheriff s Department Office f Emergency Services publishes a quarterly cmmunity reprt that utlines prjects cmpleted ver the past three mnths, and identifies active initiatives planned ver the next three mnths.

Cmpleted Prjects COMMUNITY OUTREACH (19) Cmmunity Preparedness articles were published n scial media ver the past three (3) mnths, reaching a ttal f 181,894 viewers. Articles were als included within the Barrn Cunty Review and Meals-n-Wheels, which als reached an additinal 15,000 residents this quarter. Tpics included severe weather awareness, emergency preparedness, warming shelters, driving safety, and weather alerts. Active Shter Preparedness presentatins were delivered t 19 area businesses, churches, htels, hspitals, and gvernment facilities; instructing a ttal f 690 attendees. This brings the 2-year ttal f Barrn Cunty Active Shter Trainings t 83 classes with ver 1,700 attendees. On Jan 15 th, live active shter scenaris were cnducted n each flr f the Barrn Cunty Gvernment Center t refresh respnse principles fr all emplyees. In March, the Emergency Services Directr presented Disaster Recvery Lessns Learned frm the Barrn/Rusk Trnad t the Wiscnsin Emergency Management Gvernr s Cnference in Appletn. Tw (2) Emergency Preparedness presentatins (pen t the public) were held in Barrn and Prairie Farm, which utlined emergency preparedness gals fr individuals and families. With ver 40 attendees, tpics included creating 72-hur kits, emergency evacuatin plans, disaster preparedness, etc. Active Shter Training Barrn Cunty Gv Center Ten (10) fire department mnthly business meetings were attended t answer questins, prmte cmmunicatin, and strengthen wrking relatinships with lcal respnders. GRANTS RECEIVED (YTD Grant Funding Received: $60,041) Office f Emergency Services applied and received the fllwing grants this quarter: $22,239 Secnd-Half f 2017 EMPG Grant $6,480 Secnd-Half f 2017 EPCRA Grant $30,169 Pre-Disaster Mitigatin Grant t update Hazard Mitigatin Plan $1,153 EMPG Cmputer/Equipment Grant Redistributin ADDITIONAL GRANTS AWARDED (YTD Grant Funding Awarded: $3,000) Office f Emergency Services applied and was awarded the fllwing grants this quarter: $1,500 HMEP Training Grant fr Bear Lake/Haugen Fire $3,000 HMEP Training Grant fr Rice Lake Fire Grant funding received this quarter: $ 60,041 Grant funding received year-t-date: $ 60,041

Cmpleted Prjects TRAINING GRANTS Emergency Services applied and were awarded three (3) training grants thrugh the Hazard Mitigatin Emergency Planning grant. These grants cver the cst f hazardus materials technician and cnfined space entry classes fr three (3) lcal fire departments. EMERGENCY PREPAREDNESS A partnership with Msaic Telecm was created t install a dedicated fiber line frm the Justice Center t the Clintn Radi Twer. T meet the prject cst f $155,508, a Bradband Expansin grant was applied fr thrugh the WI Public Svc Cmmissin. If apprved, the prject is slated t begin early Spring. Grant status will be annunced in May. Emergency respnse plans were mdified and apprved fr By Scut Camp Phillips, lcated in Haugen. Plans included respnse prcedures fr fire, medical, search & rescue, and active threat incidents. Agreements were created fr early respnder ntificatins during ptential and escalating incidents, such as verdue campers. On March 20 th, the Federal Emergency Management Agency (FEMA) apprved the Barrn Cunty Multi-Jurisdictin Hazard Mitigatin Plan, which was revised in late 2017 by a cmmittee f representatives within Barrn Cunty. This plan priritizes natural and technlgical hazards and threats t ur cmmunity and identifies mitigatin strategies t reduce ur vulnerability. Off-site Emergency Plans were updated fr eight (8) chemical facilities identified by the Emergency Planning and Cmmunity Right-t-Knw Act (EPCRA). These dcuments include chemical identificatin, hazard expsure prfiles, and release management practices; and are used by facility management and respnders in the event f a chemical spill r release. Seven (7) sectins f the Barrn Cunty Emergency Operatins Plan (EOP) were updated, t include warning & cmmunicatins, evacuatin & sheltering, fire & rescue, etc. COMPLETED TRAINING A Hmemade Explsives Curse presented by New Mexic Tech was held at the Barrn Cunty Justice Center n February 8 th with ver 50 lcal and reginal attendees. Training included hw field respnders can recgnize explsive making materials fr early detectin and ntificatin f law enfrcement. Medical Preparedness and Respnse t Bmbing Incidents curse was held at the Justice Center n March 22 nd /23 rd with 40 lcal and reginal respnders frm fire departments, EMS agencies, hspitals, law enfrcement agencies, and sme attending frm ut-f-state.

Cmpleted Prjects FIRST RESPONDERS The cuntywide first respnder team (Emergency Services f Barrn Cunty) was frmally apprved by the Wiscnsin Office f EMS in January. The team has apprved its first thirteen (13) respnders which are currently being issued equipment and supplies. Each member will receive a fully-stcked gear bag, prtable radi, and reflective vest. STAFFING Once the initial members are utfitted, an additinal ten (10) members will be apprved. This prcess will cntinue as the budget allws. Since January 1 st 2018, a ttal f $8,753 in cmmunity dnatins have been received. These funds will allw mre team members t be added t the rster ver the next several mnths. A gal f 50 fully peratinal team members by the end f 2018 will be supprted by additinal cmmunity dnatins. A quarterly training prgram has als been established t prvide respnders with n-cst cntinuing educatin thrughut the year t apply tward recertificatin. On February 25 th, ur 10-year veteran night shift dispatcher Mary-Ann fficially retired. She plans n wrking with her sn s lcal cmpany and enjying the freedm f sleeping-in and taking a well-deserved relaxing break. We thank Mary-Ann fr her service t the cmmunity and wish her all the best as she explres new hbbies. On February 14 th, Katrina was hired in dispatch t fill the vacancy frm Mary-Ann. Katrina cmes t Barrn Cunty with experience frm a neighbring cunty 911 center. On February 16 th, Ashley Fankhauser was hired as the parttime Emergency Management Office Specialist t fill the vacancy left by Dee Paradise. Ashley will be the primary pintf-cntact fr grants, ff-site plans, and municipal-level emergency peratins plan updates. PLAN OF WORK The 2018 Plan f Wrk (1 st Half) was cmpleted and submitted t Wiscnsin Emergency Management. This guidance dcument cntains 23 sectins that utline specific tasks and requirements that must be cmpleted by cunty-level emergency managers each year t qualify fr the Emergency Management Perfrmance Grant (EMPG). Sectins include planning, training, exercises, cmmunity utreach, meetings, partnerships, and grant pprtunities. Each year, Barrn Cunty Emergency Management meets/exceeds these standards t better supprt the agencies and cmmunities we serve.

In-Prgress Prjects On Wednesday June 27 th, a mass casualty exercise will be held in the City f Barrn frm 10:00am t 12:00pm. The scenari type will nt be published, t prmte realism. Respnse agencies will include law enfrcement, fire departments, ambulance agencies, air medical, first respnders, and area hspitals. On Wednesday September 26 th, a mass casualty exercise will be held in the Bear Lake Haugen area. The scenari will be als be held t prmte realism. T increase the infrmatin available t 911 dispatchers, a vluntary database is being created s area businesses can share specific infrmatin with emergency respnders; such as access cdes, 24-hur cntacts, flr plans, AED lcatins, and any ther infrmatin that may assist respnders dispatched t that specific lcatin day and night. A residential prgram is als being created t allw hmewners t vluntarily share infrmatin with 911; such as garage dr cdes, hide-a-key lcatins, special needs residents, and any ther infrmatin that may help respnders in the event smene frm that address calls 911 and is unable t verbally cmmunicate with the dispatcher. Additinal infrmatin may include residents that are blind r hard f hearing, xygen dependent, electric dependent, etc. This infrmatin will be stred in the 911 database and relayed t respnders as needed. A quick-reference binder is being designed t walk Barrn Cunty representatives thrugh quickly establishing a Family Assistance Center, Multi-Agency Resurce Center, Dnatin Management Center, and Supply Distributin Pints. This guide will utline available sites (with interir/exterir site plans), setting up the site, persnnel needed, and instructins n ntifying disaster victims regarding the date/time and lcatin f the site. COMMUNICATIONS T imprve radi cmmunicatins in the Chetek and New Auburn areas, adjustments were made t the Chetek Radi Twer antenna. Lcal respnders are testing the system t verify if cverage area imprvements are nticed. The intent f this prject is t braden the mbile and prtable radi cverage and strengthen radi receptin thrughut the sutheast prtin f Barrn Cunty specific t Fire/EMS frequencies. In late 2017, the Barrn Cunty Sheriff s Department chse t switch prtable radi mdels frm EFJhnsn t Mtrla due t unrealistic manufacturer-mandated repair csts. In March 2018, the department purchased 25 Mtrla APX3000 replacement radis fr patrl fficers, which will be issued in late April.

In-Prgress Prjects DISASTER PREPAREDNESS High winds and trnades ften lead t lss f life, injuries, damage t prperty, crps, infrastructure, and frest areas. Barrn Cunty has experienced sme f the mst deadliest and mst damaging trnades in Wiscnsin, establishing it as being a relative htspt fr trnadic activity, with nly 5 ther cunties in Wiscnsin experiencing mre trnades since 1950. In the last 60 years, Barrn Cunty has experienced 38 trnades (averaging a trnad every 1.5 years), with 1 fatality, 41 injuries, and ver $37 millin dllars in damage. Example f Strm Shelter (nt actual design) The cunty has als experienced 104 high-wind events since 1993 (averaging 4.5 per year) and resulting in ver $5.3 millin dllars in damage. In an effrt t enhance the physical prtectin f residents lcated in mbile hme areas, Barrn Cunty has applied fr a $270,000 FEMA Pre-Disaster Mitigatin Grant t fund the cnstructin f tw cmmunity strm shelters. One lcated at 1045 22 nd Street in Chetek (Prairie Lake Estates) and ne lcated at 1469 E Divisin Ave in Barrn (East End Estates). The applicatin was sent t FEMA fr review in Nvember, hwever the apprval prcess takes 6-8 mnths t cmplete. Additinal infrmatin t fllw as it becmes available. UPCOMING TRAINING Airway Management in Unique Circumstances will be held at WITC n Saturday, April 28 th. This curse allws EMRs and EMTs the pprtunity t practice airway management in difficult field situatins, such as unusual patient psitining, mechanical entrapment, cnfined spaces, etc. This cllabrative training resulted frm a partnership between the Barrn Cunty Sheriff s Department, MCHS-Barrn, Lakeview Medical Center, Cumberland Hspital, and Emergency Services f Barrn Cunty. Registratin can be cmpleted at www.barrnairwaytraining.eventbrite.cm Emergency Medical Respnder (EMR) Thrugh a partnership between the Barrn Cunty Sheriff s Department, WITC, and Emergency Services f Barrn Cunty; tw EMR classes will be held lcally. The first class frm May 14 th t June 27 th will be held at WITC and the secnd class frm May 30 th t July 23 rd. Classes will be held n Mnday and Wednesday evenings, with an ccasinal Saturdays. A training annuncement will be published within the next few weeks. Identifying and Managing Street Drugs Within the next few mnths, the Drug Enfrcement Agency (DEA) will cnduct a presentatin fr first respnders and hspital nursing staff n identifying and dealing with street drugs. Training will be designed t increase awareness f identifying street drugs, managing patient verdses, and prtecting against ptential selfexpsures. A training flyer will be published nce the date and lcatin is cnfirmed.
