GENERAL CONDITIONS FOR ARMORY FEASIBILITY STUDY FOR THE EVALUATION OF CURRENT CONDITIONS AND EXTENT OF DAMAGES, AND ESTIMATE THE COSTS TO REMEDIATE THE ENVIRONMENTAL HAZARDS AND TO RENOVATE THE FACILITY 8 EAST MAIN STREET CRISFIELD, MD 21817 The Board of County Commissioners for Somerset County, Maryland, hereby invites proposals from interested firms in accordance with this Request for Proposal (RFP) as set forth herein. The enclosed sections contain information related to the below Project and this information is provided to all interested parties. SOMERSET COUNTY COMMISSIONERS invites you to submit a proposal no later than Tuesday, May 15, 2018, by 1:00 pm. Proposals will be accepted at the Somerset County Commissioners at 11916 Somerset Avenue, Room 111, Princess Anne, Maryland 21853. Proposals received later than the aforementioned date and time will be returned to the sender unopened. Neither facsimile (FAX) copies nor electronic copies of proposals will be accepted. This project is being funded by the U.S. Department of Housing & Urban Development (HUD) through the Community Development Block Grant (CDBG) Program administered in Maryland by the State s Department of Housing & Community Development (DHCD) as part of the Hurricane Sandy Disaster Recovery efforts. I. INTRODUCTION The purpose of this RFP is to solicit qualified persons and/or firms to conduct a feasibility study for the Crisfield Armory, located in the City of Crisfield in Somerset County. The proposed feasibility study shall consist of a completed evaluation of the current conditions and the extent of damages to the Crisfield Armory building (approx.18,800 SF) and site (approx. 2-acres), located at 8 East Main Street in Crisfield. The feasibility study will also include the projected cost to remediate the environmental hazards and the projected costs to renovate the facility. Background: The Crisfield Armory was originally built for use as a National Guard Armory in 1927. The red-brick structure is two stories tall with a full basement and emulates a medieval fortification. Attached to the rear of the two story main block is a narrower

one story drill hall. The front features a central section flanked by two, three-story tall towers. The building is located within the boundaries of the Crisfield Historic District and is listed on the National Register of Historic Places. The Armory had major renovation in 1978. The National Guard stopped using the building and leased it to the City of Crisfield for community uses. In 2014, ownership was transferred to the City of Crisfield where the Armory served as home to the local Salvation Army for youth sports. II. SCOPE OF WORK Task 1- EXISTING CONDITIONS DOCUMENTATION AND ANALYSIS Task 1A- Armory Building Assessment A. Collect existing building documentation, assemble and supplement (based upon observation) to produce documents which identify the following: 1. Existing Schematic Floor Plans 2. Photographs of Deficiencies and Issues B. Perform field survey and analysis of existing building conditions, including the following: 1. Building Code/Egress 2. Sitework Adjacent to Buildings 3. Exterior Enclosures 4. Structural Elements 5. Interior Doors 6. Interior Finishes 7. ADA Compliance 8. Mechanical, Electrical and Plumbing: Age, condition and code compliance Evaluations relative to future building use C. Field surveys, analyses, testing and inspections for roofing and any hazardous materials shall be conducted. Testing will be performed and samples will be taken. The report for hazardous materials will identify potential concerns from but not limited to asbestos containing materials, lead paint chips (PACM), mercury, and PCBs (Polychlorinated biphenyls). Deliverables 1. Existing Building Base Drawings- Floor Plans 2. Facilities Assessment Report 3. Hazardous Material Report

Task 1B- Armory Site Evaluation Crisfield Armory sits on a site that is approx. 2-acres. A. Collect existing site documentation, assemble and supplement based upon observation to produce a site plan which identifies the following: 1. Building Footprint 2. Roadways/Parking/ Walks 3. Prominent Vegetation 4. Other Physical Features, including an analysis of any wetlands present and floodplain restrictions. B. Inventory uses and vehicular parking (to include handicap accessibility). C. Analyze zoning parameters. Deliverables 1. Site Plan Base Drawing- Existing Conditions 2. Report on existing environmental issues such as presence of wetlands and floodplain restrictions. TASK 2- RECOMMENDATIONS AND FEASIBILITY PLANNING Task 2A- Crisfield Armory- Facility Assessment A. Provide recommendations for remedial work to correct deficiencies identified in Task 1A. B. Establish preliminary construction cost budgeting for remedial work. Deliverables 1. Facility Assessment Recommendations Report 2. Preliminary Construction Costs Task 2B- Crisfield Armory Site Assessment A. Evaluate Task 1B documentation. B. Site recommendations to address deficiencies identified in Task 1B. C. Cost estimates to remedy identified deficiencies. D. Evaluate site for inclusion of an indoor sports field.

Deliverables 1. Site Feasibility Report 2. Site Plan Study for Indoor Sports Field Notes 1. All reports identified for Tasks 1 and 2 may be combined and organized as one submission. III. SUBMITTAL DEADLINE, REQUIREMENTS, AND FORMAT A. Deadline: A. The proposal shall be submitted to the Board of Somerset County Commissioners, 11916 Somerset Avenue, Room 111, Princess Anne, MD 21853, no later than 1 p.m. on Tuesday, May 15, 2018. Proposals received later than the aforementioned date and time will be returned to the sender unopened. Neither facsimile (FAX) copies nor electronic copies of proposals will be accepted. B. Upon selection and execution of a contract with Somerset County, the firm selected shall have six (6) months to complete the Feasibility Study. Requirements: A. Each firm submitting a proposal shall submit an original proposal plus five (5) copies of said proposal in a sealed envelope prominently marked with RFP for Armory Feasibility Study Project. The submittal shall include a company profile, no longer than one page, with the following information relative to your firm: Firm name and business address, including telephone number, facsimile number, and e-mail address Year established (include the former firm and year established, if applicable). Type of ownership and parent company, if any. Subsidiary companies shall also be identified. Organization chart. A brief history of the firm and summary of specialty areas. Number of employees. Normal business hours. Statement confirming the Proposal will be open for acceptance for a period of 120 days from Proposal due date. If you are proposing to subcontract some of the proposed work to another firm, similar information must be provided for each subcontractor.

Format: B. An authorized individual or officer of the firm submitting the proposal shall sign the proposal. C. Proposals may be withdrawn by the firm submitting the proposal at any time prior to the closing date and time for receipt of proposals. D. The Somerset County Commissioners reserve the right to accept or reject any or all proposals, to negotiate with any or all responsible submitters and to waive any informality in the Request for Proposal. Submitter shall be responsible for any and all expenses that they incur in preparing proposals. E. Certified Minority Business Enterprises are encouraged to respond to this solicitation notice. F. The successful bidder shall not be listed on the federal debarment. G. A Mandatory Pre-Bid Meeting will be held on Wednesday, May 2, 2018, at 2 p.m. at the property at 8 East Main Street, Crisfield, MD. To be considered for selection, submit the following information: A. Letter of Interest (1 page maximum): Indicate interest, capability, and availability to address scope of work for the project. B. Schedule (1 page maximum): Include a project timeline showing the specific tasks to be accomplished, the estimated length of time required for the completion of each task, and examples of deliverables required for each task or description/summary of proposed work product. C. Cost Summary (2 page maximum): Provide a proposed cost summary for the work to be completed, itemizing the hours and costs for all anticipated activities necessary to complete the project. The proposal shall include incidental costs as well, including, but not limited to, travel, postage, binding, photocopying, photographs, and supplies/materials as needed to complete the project requirements. All hourly rates and lump sum costs provided are to remain fixed for the life of the contract. Also include a proposed billing schedule in the cost summary. D. Project Team (2 pages maximum See Section D above): Identify the proposed project team, including sub-consultants, and the general qualifications and experience of each team member. Identify the project manager and principal contact who will be permanently assigned to the project.

E. Relevant Experience (3 pages maximum See Section D above): Describe education and relevant experience related to the scope of this project. Include at least three projects the Firm/Consultant has completed that are similar to the project described in this RFP. For each project, provide name and location, year completed, contact information for client, and elements of the project that are common to the project described in this request. F. Project Team Resumes (1 page resume per team member): Include a paragraph for each team member, years of experience, education, certifications, company affiliation, workplace location, and a brief list of individual project experience. IV. SELECTION CRITERIA A. All Proposals will be reviewed and evaluated by the Selection Committee and ranked based on the quality of the response to each of the following criteria: (The maximum number of points is 100): B. Project Methodology and Approach (20 points) The clarity and thoroughness of the methodology and approach, and the ability of the consultant to clearly articulate and respond to the objectives and scope of work. C. Project Timeline/Schedule (10 points) Ability to meet project timeline while meeting project goals. D. Expertise (25 points) Qualifications of the members of the proposed team, including responsibilities and skills of each team member. E. Experience (25 points) Experience and demonstrated success in performing work similar to that described in this request. F. Project Cost Summary (20 points) Thoroughness and clarity of the estimate. Failure of the consultant to provide in the proposal any information requested in this RFP may result in disqualification of the proposal. Somerset County reserves the right to reject any and all proposals submitted, and to accept or reject any or all parts of the proposals as submitted. V. SELECTION PROCESS Somerset County may request oral presentations and may include a question and answer period. If interviews are held, consultants are advised that, following the interviews, an award may be made without discussion. Therefore, the initial proposal shall provide Somerset County with sufficient information to recommend award without discussion. If the County does not successfully

negotiate a contract with its first selection, it will negotiate with its 2nd selection and so forth. The County reserves the right to modify, or cancel in part, or its entirety, this RFP. Somerset County will not pay any costs incurred by the consultant resulting from the preparation or submittal of a proposal in response to this RFP. The selection will be made without regard to race, color, sex age, religion, national origin or political affiliation. Somerset County is an equal opportunity employer. VI. SPECIAL CONDITIONS A. Ownership of Documents and Materials: The consultant shall vest title unto the County with respect to all documents produced under or as a direct result of the contract awarded in connection with this RFP. All documents, reports, GIS maps, drawings, sketches, notes, calculations, correspondence, electronic files, computer discs, and any other materials prepared by the consultant under this contract shall be deemed and shall remain the property of Somerset County. B. The consultant shall provide Somerset County with five (5) copies of the final approved feasibility study document which is the subject of this RFP, in addition to a digital copy of the completed final document in.pdf and.doc formats. C. Invoicing and Payment: This project is being funded by a Community Development Block Grant (CDBG) through the Federal Disaster Relief Appropriations Act of 2013. The State of Maryland has assumed the responsibility for the administration of the State CDBG program from the U.S. Department of Housing and Urban Development (HUD) and is the responsible entity for ensuring that the program is managed in compliance with regulations and requirements of HUD, the State and the CDBG program. The Maryland CDBG Program is administered by the Department of Housing and Community Development (DHCD). Somerset County has an approved Grant Agreement with DHCD for this project. As such, the selected consultant will be required to adhere to all of the invoicing, procedural, and reporting requirements outlined in the Grant Agreement and to provide any required grant information to the County in both hard copy and digital formats. D. Somerset County and the selected consultant shall enter into a written contract setting forth the work to be performed by the selected consultant for the project which is the subject of this RFP. The provisions of this RFP and the contents of the proposal selected by the County will be used to establish the final contractual obligations for the selected consultant. Somerset County retains the option of canceling the award if the selected consultant fails to accept such contractual obligations. It is expressly understood that this RFP and the selected consultant s proposal shall be attached and included by reference in the contract to be signed by Somerset County and the selected consultant.
