Regular Meeting October 21, 2013 Public Hearings Mr. Steve Brown, NBISD Executive Director of Finance and Operations, led the Public Hearing on the Financial Integrity Rating System of Texas (FIRST). He reported that NBISD received the maximum score of 70 under the rating system and the top rating of Superior Achievement again for the 11 th consecutive year. Each school district is required by law to announce and hold a public meeting to distribute a financial management report that explains the district s performance under each of the 20 indicators for the current and prior year and the district s rating. The 2013 School FIRST ratings were based upon analysis of staff and student data report for the 2011-2012 school year, and budgetary and financial data for the 2011 fiscal year. Dr. David Simmons, Principal of Oak Run Middle School (ORMS), conducted the public hearing on the Texas Accountability Intervention Plan for Oak Run Middle School (ORMS). ORMS was designated as Improvement Required due to missing Index #2 for Student Progress by one (1) point. NBISD and all other schools were designated as Met Standard. NBISD has filed an appeal in objection to this rating that will be processed during the month of October by the Texas Education Agency. Non- Action Items Michelle Gonzales, a 5 th grader, and Sloan Wood, a 1 st grader, from Memorial Elementary led the pledges at the beginning of the Board meeting. Emilio Taltique and Jasmin Sauceda, two seniors from NBHS, were recognized as the Students of the Month for October 2013. There will be no separate discussion of the items unless a Board member so requests, in which event the item will be removed from the Consent Agenda and considered as an item on the Regular Agenda. Consider Approval to Appoint Members to the NBISD 2013-2014 School Health Advisory Council (SHAC) Consider Approval of Update LDU 2013.02 Localized Policy Manual (second reading) Action Items Revisions to District Goal 1 on the 2013-2014 NBISD District Goals to read: District Goal 1: Academic Performance & Progress In order to ensure excellence in academic achievement, the Board of Trustees and NBISD staff will effectively implement the new state and federal standards and requirements in testing, accountability and curriculum. Students will demonstrate strong mastery, individual progress, and college readiness levels of performance on STAAR and STAAR EOC. Oak Run Middle School Campus Targeted Improvement Tennis Court Re- Surfacing Project that will cost approximately $35,000 to resurface the eight (8) tennis courts at the high school. The cost will be split 50/50 by the City of New Braunfels and NBISD due to long- standing inter- local agreement. The project will be paid for with the General Fund. High School Re- Roofing Project to replace the roof over the office area (approximately 12,000 sq.ft.) for an estimated cost of $100,000. The project will be paid for with unallocated monies from the 2010 Bond Program. A utility easement at the Ag Barn that will increase the Green Valley Special Utility District (GVSUD) 15- foot, right- of- way, easement to 20 feet and add an additional temporary construction easement of 10 feet. All costs will be covered by GVSUD. First quarter Investment Reports ARAMARK's offer to fund new Point of Sale (POS) system for NBISD Food Service Department at a cost of $65,901 to replace the near- obsolete system that is currently in place. NBISD will purchase a $400 TimeClick System and a $4,194.36 server to compliment the new POS system. NBISD will also be responsible for the annual maintenance cost of the system. The server, TimeClick System and maintenance cost will be paid from the NBISD Food Service Fund. NBISD Across the Board October 21, 2013 2
Informational Items v NBISD Director of Communications Rebecca M.
