Decision Support Finance Manager Human Resources Manager healthalliance (payroll and procurement) Quality External Relationships Purpose of the Role Waitemata District Community MoH This role will provide leadership and management of the NSH and WTH Theatres and services. To effectively contribute as a member of the surgical management team and to the management of Surgical and Ambulatory Service across both North Shore and Waitakere sites, in line with the business plan and the Waitemata DHB strategic direction. The Unit Manager will be responsible for the effective delivery of Operating Suite and Services achieved by working in partnership with the clinical director supported by the Operations Manager Waitemata District Health Board - Unit Manager/Operating Suite and Services Page 1 of 7

To co-ordinate and manage the service activities to ensure that the service consistently delivers high quality, cost effective care for its patients by supporting theatre staff to deliver on service plans. Key Expectations To ensure the delivery of high quality patient care and outcomes and to have robust systems to evaluate performance against health targets. To be responsible for the financial performance for directly managed services. To ensure the achievement of performance targets and indicators within the directly managed service. To ensure staff are appropriately supported to deliver on the corporate objectives as set out in the annual statement of priorities through the development and implementation of effective systems and processes Key Specific Expectations Clinical Partnership Liaise with the Clinical Director to ensure the service is most effective, through promotion of evident based practice, responsive patient focused care, and collaboration with other clinical and non-clinical services across the DHB. Facilitate and engage clinical staff in budget and business plan development for the Service. Facilitate and engage clinical staff in risk management Clinical Practice Operational plans for all services are established and key performance indicators met. Patient outcomes are regularly evaluated and there is evidence of ongoing quality improvement. Manage the day to day business and operations of the service area within the portfolio to ensure that clinical services are provided in a safe, efficient and timely manner in partnership with the Clinical Director. To ensure all appropriate actions are taken to prevent patient harm. Clinical services are provided within the context of the WDHB Model of care and are aligned to WDHB mission, values, purpose and strategic direction. Practice at all times in accordance with the infection control standards specified in health service policies and procedures Education In liaison with the Nursing HoD maintain a professional network with the Chief Nursing Officer, and contribute corporately through both the program and the Chief Nursing Officer organisational arrangements. Under the leadership of the Director of Nursing and Midwifery and Medical Head of Division, this role will develop and sustain education links and key strategic relationships with the health service s nurse/medical/allied education providers (at both pre-registration/undergraduate and post registration/ graduate levels) and for research. Strategy and Service Level Planning with the Operations Mangaer and Clinical Director Continuous Improvement and Quality Management Financial and Resource Management Take an active lead in local and National Health Service projects in order to both promote and develop themselves, their services, their profession and WDHB. Support and promote education at both certificate and graduate levels with all staff group within both services Contribute to setting the strategic aims of WDHB and developing those into service specific plans. Manage the development of quality, business and operational plans in accordance with the WDHB s mission and overall operational and strategic plans including workforce, equipment and capital planning. Manage overall performance against Ministry of Health elective service targets and or other relevant targets, priorities and indicators, ensuring that central systems and processes support effective performance and that specialty performance is actively monitored and action plans are developed as required to ensure targets are met. Collective responsibility, as a member of the senior management team, for the consideration of key issues impacting on this Service and the WDHB. Develop appropriate workforce development plans in conjunction with the organizations direction and expectations, relating to each professional group within the Service and taking into account workforce trends. Work with the Quality team, Clinical Director, Operations Manager and the Medical and Nursing Head of Division to lead and advocate service delivery improvements by developing, implementing and evaluating a range of initiatives and ways of working in order to provide accessible health services and manage growing demand. Maximize the effectiveness of the service by promoting evidence based practice, removing waste, duplication and non value added tasks thereby ensuring the service is responsive and patient centered Complaints and incidents are responded to with any trends being noted and appropriate corrective actions taken. Within a framework of effective and prudent controls ensure that key risks are reported, assessed and managed; implementing mitigation strategies as appropriate. Working with the Operations Manager manages the preparation of Service/s budgets to fulfil operating objectives with agreed productivity levels. This be achieved by engaging key stakeholders and supporting their participation and ownership of the budget To ensure all managers are effectively and productively managing leave. Monitor and analyze the operating suite and services financial and performance results to ensure remedial action is implemented to manage variances so as to ensure all services are within agreed performance and financial parameters. Leadership and Team Management Take responsibility for the management of all equipment by ensuring here is a current equipment replacement plan in place, capital requests are submitted das appropriate and all approve capita is purchase in a timely manner. To provide leadership this reflects the organizations values. To make decisions in line with the organization value and purpose To have challenging and difficult conversation whilst ensuring an open, honest and respectful approach Provide leadership to all staff within the service and, working closely with the Operations Manager and Clinical Director,, be responsible for clinical governance, patient quality and safety and improving the patient experience, This will be achieved by ensuring outcomes are measured and evaluated on a regular basis. Performance planning and coaching of staff and appraisals completed at least annually according to WDHB policy and in conjunction with the Nursing HOD and/or CNM. Manage teams of motivated and well trained staff focused on providing the best possible patient care, by agreeing accountabilities and standards of performance. Develop and implement an effective succession planning process to ensure that critical roles in the Service/s are covered. Monitor and manage leave balances and usage, dealing with any issues promptly. Statutory Requirements Ensure the service meets all statutory, regulatory and contractual obligations and complies with all WDHB policies and procedures including financial reporting, occupational health and safety and human resource policies. Equalities and Treaty of Waitangi Compliance with Health and Safety Requirements Direct reports operate within appropriate authorisations and delegations according to WDHB policy. Ensures the professional and political integrity of WDHB by carrying out all functions in compliance of the Treaty of Waitangi and by demonstrating a serious commitment to keeping the treaty alive. Ensure that the Service/s is continuously improving the equality with which they impact on healthcare outcomes. Managerial responsibility is understood for Workplace Health & Safety under the Health and Safety in Employment Act 1992. WDHB health and Safety policies are read and understood and relevant procedures applied to operational group and to your own work activities. Workplace hazards are identified and reported, including self management of hazards where appropriate. A health and safety plan is implemented and managed in all services. Registered Nurse with tertiary qualification in health care, meets registration requirements with the New Zealand Nurse Board and holds or is working towards a higher degree in health care or business management Experience in the healthcare sector within a unit or operational management senior health professional role. An established understanding of health services and service delivery objectives. Demonstrated leadership experience. Demonstrated experience in change management and process implementation. A record of achievement in delivering services in accordance with the stated performance objectives of Preferred Degree or post-graduate tertiary education in health Healthcare Management or other relevant Management (Business / Finance) qualification.
