URBAN SEARCH & RESCUE SECTION MEMORANDUM FOR: FROM: National Urban Search & Rescue Response System Task Force Leaders / Program Managers Mike Tamillow US&R Section Chief DATE: 19 July 2007 RE: US&R Program Directive 2007-019 US&R Mission Response Information Flow ISSUE STATEMENT Concise and accurate mission response information flow is a critical and integral part of US&R mission operations. The US&R Program Office will take identified actions to articulate mission activation and response activities for US&R Incident Support Team members, Task Force Leaders and Program Managers and sponsoring agencies. REQUIRED ACTIONS The US&R Program Office will conduct a US&R Program Activation Teleconference as soon as possible to apprise US&R response leadership of the FEMA Disaster Operations Directorate s response plan for the event (see attachment). Participation will include all members of the assigned Incident Support Team(s) and the Task Force Leaders and Program Managers of the activated task forces. Cell phone contact information for Task Force Leaders will also be captured. Once activated US&R resources are either at the assigned staging area or on incident conducting mission operations, the US&R Program Office will conduct a daily teleconference with the ESF-9 Leaders, IST Leaders and deputy IST Leaders assigned to the JFO. The time of the daily teleconference will be set in consultation with the IST and task forces in the field. This is an information-only teleconference to keep the Program Office in close coordination with the IST. This teleconference will in no way contravene the established chain of command for the IST with the Operations Section / Emergency Services Branch at the JFO, nor will this change the US&R situation reporting requirements with the JFO on HSIN (refer to US&R Program Directive 2007-018 ESF-9 FEMA US&R Situation Reporting).

The time and frequency of the sponsoring agency teleconferences will be established as appropriate. As possible, ESF-9 Leaders, IST Leaders, and deputy IST Leaders at the JFO will participate on the teleconferences to provide sponsoring agency leadership with as current and accurate mission response information as possible. The conduct of the sponsoring agency teleconference will also allow the Program Office to discuss with the sponsoring agencies contingency planning for possible additional (simultaneous or sequential) task force response to the current event, and/or another event occurrence.
