Headquarters Air Mobility Command CCX Version 4-01-05 Operations in a Chemical, Biological, Radiological, and Nuclear Environment AMC Industry Days 1 July 2009 Mr. Larry Magnuson AMC/A3X Counter CBRN
PURPOSE Provide Industry Pertinent Information Concerning Airlift Operations in a Chemical, Biological, Radiological, Nuclear (CBRN) Environment 2
AGENDA The Threat Mobility Air Force Considerations Industry Partner Contributions ti Avoidance Protection Decontamination 3
AGENDA The Threat Mobility Air Force Considerations Industry Partner Contributions Avoidance Protection Decontamination 4
THE THREAT Increase in CBRN Availability CBRN Weapons are Weapons of Choice vs Weapons of Last Resort First-Use Scenario Provides Use Denial CBRN Weapons WILL be Used Terrorism Places All AMC Ops at Risk 5
CHEMICAL ATTACKS IN IRAQ Chlorine Gas In Improvised Explosive Devices (IED) 20 Feb 07: Bomb in Tanker Carrying Chlorine Gas 21 Feb 07: Chlorine IED Near Bagdad Hospital 18 Mar 07: Three Suicide Bombers Detonate Vehicles Loaded with Chlorine Gas 14 Killed and 560 Injured 6
BIOLOGICAL THREAT Current Biological Warfare Agents Anthrax Plague Cholera Naturally Emerging Diseases Severe Acute Respiratory Syndrome (SARS) Pandemic Flu (Avian, H1N1, etc) Future/Emerging Threats Gene Mutation/Manipulation More Resistant Transmissible/Virulent 7
RADIATION THREAT Increased Availability of Weapons Grade Radioactive Waste Reactors/Med Clinics/Research Facilities Improved Delivery Systems: Radiation Dispersal Devices (RDDs) Dirty Bombs Passive Radiation Emitters Key Points: Limited Military Value Point Denial Creates Panic and Uncertainty Weapons of Mass Disruption Cesium Filled RDD in Moscow Park 1995 8

NATIONAL EXPECTATIONS The Quadrennial Defense Review Report states the future force must deal with all aspects of the threat posed by WMD The National Military Strategy to Combat WMD states that protection from WMD is the highest security priority The National Security Strategy requires a comprehensive strategy to mitigate the consequences of WMD use DoD Combating WMD Policy Directive directs Services to protect against, respond to, and recover from WMD use The National Defense Strategy directs the Services to project and sustain forces in anti-access environments. 10
MEETING EXPECTATIONS Avoidance Threat Awareness/Detection Minimize Spread of Agents Limit Hazard to Personnel/Aircraft Protection Prevent Direct Attack on Aircraft Eliminate Cross Contamination Contaminated Cargo Crew/Pax/Aeromedical Evacuation Contaminated Human Remains Decontamination Pre-Event Level Worldwide Movement of Airlift 11
AGENDA The Threat Mobility Air Force Considerations Industry Partner Contributions Avoidance Protection Decontamination 12
AVOIDANCE COUNTER-CBRN DETECTORS Chemical/Biological/Radiological in Aircraft Measures Cumulative Exposure Portable/Self Supportive Does Not Require Aircraft Modification Useable at Aircraft Altitudes Expensive Aircraft Mod/Head Up Display, Won t Fly Scenario Example: Crew Carries Two Detectors Cargo Includes Containerized Agent Container Leaks/Releases Agent into Fuselage Area Loadmaster, During Walk-Around, Discovers Leak Crew Dons Masks/Individual Protective Equipment (IPE) and Lands at En Route Base 13
AVOIDANCE PASSENGER SCREENING During Heightened Alert Screening of Aircrew and Passengers Preflight During Flight Postflight Rapid Early-Disease Identification Noninvasive 14
PROTECTION DIRECT ATTACK ON AIRCRAFT Protective Permanent Paint Part of Original Top Coating Reactive to Chemicals and Biological Threats Adheres to All Surfaces Exterior Interior Rubber Fabric Plastic, etc. 95% Protected Aircraft is Still Contaminated Protective Temporary Paint/Spray Used for Aircraft in Med/High Threat Areas Effective for a Few Days No Special Removal Required 15
PROTECTION CONTAMINATED HUMAN REMAINS Protection Needed if Unable to Decontaminate Air Transportation of Contaminated Human Remains Maintains Dignity of Fallen Serviceman Must Withstand Rapid Decompression Support Personnel, Crew, and Aircraft are Not Compromised Note: Combined Arms Support Command (CASCOM) Working Problem 16
DECONTAMINATION AMC AIRCRAFT Restores Aircraft to Pre-Contamination Level Does Not Harm the Aircraft Material Does Not Harm Sensitive Electronic Equipment Reaches All Areas of the Aircraft Low Thermal Burden to Decontamination Crew Environmentally Friendly Decon Time Flexible $250M Aircraft Worth Wait Decontamination Unit is Air Transportable Decon Agent Useful on Fabric, Plastic, etc. 17
DECONTAMINATION HANGAR Withstand Decontamination Agent High Temperature Chemicals Humidity Able to Contain Contamination/Decontamination Agent Withstand Wind and Rain Large Enough for C-130 (minimum), C-17 (Desired) Useable for Smaller Equipment Air Transportable 18
SUMMARY Significant Chemical, Biological, Radiological Threat to Air Mobility Forces Mission Will Continue, While Minimizing Impact Industry Partners Can Contribute: Avoidance Protection Decontamination 19
