China Innovation and Entrepreneurship Competition for Overseas Talents CHANGCHUN, CHINA March 15 June 24, 2017 First Announcement WHAT IS IT? Jointly endorsed and approved by the China Association for Science and Technology (CAST) and the People s government of Jilin Province, China Innovation and Entrepreneurship Competition for Overseas Talents will be conducted from March to June in 2017. The purpose of the event is to attract overseas high-level talents and projects to set up new businesses with advanced technologies in Changchun. Aiming at creating a service platform for the promotion of science and technology achievements, the organizers call for innovation and entrepreneurship projects to settle in Changchun. The Organizing Committee cordially welcomes individual overseas professionals and professional bodies / project teams to join the competition and submit projects to the Secretariat in the following three major categories: 1) Health and culture industry (Biomedicine, health services, pension, modern agriculture, cultural creativity, etc.) 2) Electronic information (IT, new materials, artificial intelligence, optoelectronics, etc.) 3) Equipment manufacturing and new energies (Automotive, rail transportation, environmental protection, etc.) The first prize winners will receive financial support from the Changchun government, PE firms and venture capitals, and will be recommended to participate in the 2017 National Innovation and Entrepreneurship Week. China COMPETITION PROCESS Stage One: Preliminary Screening. The deadline for online submitting application forms is April 15th, 2017(www.cc-rencai.com). Stage Two: Preliminary Contest. There are 5 overseas sub-divisions: the eastern part of the U.S., the western part of the U.S., Europe (including the Israeli subdivision), East Asia sub-division (Japan and South Korea), Asia-Pacific sub-division (Singapore, Malaysia, Thailand, Indonesia, Australia and new Zealand.) The Preliminaries are sponsored by Overseas Chinese Entrepreneur Alliance (OCEAn.) and the local Chinese communities. Each sub-division recommends 30 projects to participate in the pre-contest defense. Preliminaries results will be concluded before May 15th, and 50 projects will be selected to enter the finals. Registration forms must be filled in and submitted online. The qualifying within each European country will be organized by the board of associations of FCPAE assigned by CFBIE. The top 30 projects/programs selected by European sub-division Jury Committee will be qualified to participate the Europe (including the Israeli sub-division) Final Contest on May 6 in Brussels, Belgium. The top 10 projects/programs from Europe (including the Israeli sub-division) Final Contest will participate China Final Contest in Changchun, Jilin Province from June 22-24 2017. Stage Three: Final Contest

The Organizing will invite the 50 projects/teams to the final contest to be held in Changchun, and arrange showcases and meetings with financial institutes. PARTICIPATION ELIGIBILITY Participation Requirements: Participants must be overseas high-level talents of overseas study background (master's degree and above) and now works overseas, intending to start business in China. The European local specialists and entrepreneurs are especially welcome. Individuals and teams currently living in Changchun are not invited. Eligibility 1 Start-up projects in principle; 2 Core members of participating teams must be the legal owner of the intellectual property and copyright of the participating projects; 3 Participants are expected to provide a business plan with clear business mode including but not limited to: core technology, market prospects, operating strategy, capital need, future planning and information of team members. INCENTIVES One first prize, two second prizes and three third prizes are to be awarded in the three main industrial categories. The first-prize projects will be recommended by the Chinese Association for Science and Technology to participate in the main venue during the 2017 National Innovation and Entrepreneurship Week. The grand prize will be set according to the finals contest's case, and will be recommended by the Chinese Association for Science and Technology to participate in the main venue during the 2017 National Innovation and Entrepreneurship Week. The fifty finalist projects/teams will be awarded a certificate of honor by the Organizing Committee. If the finalist projects are settled in the Changchun New District, they will be incorporated in the "Changbai Huigu" excellence overseas high-end leading talent project. In addition, they will also be provided with support in the form of innovation and entrepreneurship funds, subsidized office space and special talent incentives. CAST FCPAE European (Belgium) Base for Innovation and Entrepreneurship will also offer various opportunities of other contests or recommend the potential business partnership, such as: 1. Innovation Roadshow Contest of Intelligent Cities, Green Lives at FCPAE Annual Forum in France, October 2017 2. Competition of Overseas Talents of Innovation in Yinzhou, Intelligence Leadership in Ningbo in 2017 3. Competition of Science and Innovation week in Ningbo, September 2017 4. Recommendation for business partnership in the economic districts of Yangze Delta, Zhujiang Delta, Wuhan, Beijing, Tianjin, Hebei, etc. The top 30 projects/programs participating Europe (including the Israeli sub-division) Final Contest in Brussels, Belgium on May 6 2017 will be granted an award equivalent 100 Euro, the travel subsidy of up to 150 Euro and one overnight stay (one person per project/program). The recommended person/association will be granted an award equivalent 100 Euro as well. The top 10 projects/programs selected from European sub-division Final Contest, participating China Final Contest will obtain the international travel subsidy of up to 10000 RMB (equivalent approx. 1370 Euro) from the organizer in China.

SUPPORT POLICIES Entrepreneurship starting support Set up the 50 million yuan contest entrepreneurship fund. The projects after settling are directly incorporated in the Overseas Advanced Leading Personnel Projects of Changbai Withub Talent Program and the projects winning the special prize, 1st prize, 2nd prize, 3rd prize and excellent prize are given the fund support of 1.5 million yuan, 1.2 million yuan, 1 million yuan and 0.8 million yuan after settling, respectively. In the contest are set 1 grand prize, and the winner is given the fund support of 2 million yuan after settling in the district. Investment support According to the requirements of the enterprise, the equity investment of not less than 1 million yuan can be provided. The first-rate innovation and entrepreneurship team, which leads the industrial development and can bring the great economic benefits and social benefits in the world, can be given the maximum equity investment of 50 million yuan on the basis of one decision for one thing according to the actual situation. According to the requirements of the project, the maximum loan interest discount of 0.5 million yuan can be given. Housing subsidies Provide a 200m2 office place and 150m2 apartment or housing rent subsidy free of charge within 3 years. The personnel purchasing an apartment by himself and herself in Changchun is given the maximum subsidy of 0.2 million yuan. The scientific and technological incubator (maker space) or accelerator settling, if the office place is more than 200m2, is given the subsidy of 50% of the actual housing rent, the maximum 20 yuan/m2/month and the maximum subsidized area is 2000m2. Special personnel rewards The new excellent personnel with the annual salary income of more than 0.12 million yuan introduced by the enterprise is given the subsidy of 10% of the annual salary income, the maximum 60000 yuan/year/person for consecutive 3 years; the full-time doctoral candidate and postgraduate candidate are given the subsidy of 800 yuan/month and 500 yuan/month for consecutive 3 years, respectively.
