AccessHC is a not for profit organisation with caring at its centre. Employing over 250 staff, our ission is to build healthier lives together with our communities and deliver excellent health services for all. A high priority is placed on improving the quality of our client s lives through health education and health promotion and the delivery of integrated services. Whilst the majority of services are provided through funding from Federal and State Government programs, private practitioners also operate at the clinical sites. Access HC is committed to youth mental health services and headspace Hawthorn is an important part of this ongoing commitment. AccessHC has a strategy to further develop our headspace, other mental health services and program opportunities. headspace was established by the Commonwealth Government with a primary focus of providing early intervention services to improve mental health outcomes of young people. Headspace hawthorn was established in 2014. headspace Hawthorn consists of a consortium led by Access Health and Community (AccesssHC), Relationships Australia Victoria, JobCo, Austin Hospital CAHS, St Vincent s Hospital ental Health Service, City of Boroondara and Relationships Australia, Victoria. In 2017/18 the service provided over 2500 occasions of service with an average of 4.6 sessions per person. 70% of clients accessing the centre are self-referred. The staffing profile consists of anager, Senior Clinician and clinical leadership roles, receptionist, intake clinicians, mental health clinicians and community development/outreach education worker. There are also several co-located services, including alcohol and other drug youth counsellor (AccessHC), relationships counsellor (Relationships Australia Victoria) and the Youth Engagement and Treatment Team (YETTI) (Eastern Health). The YETTI team includes a psychiatric registrar and dual diagnosis clinicians from Eastern Health. The team is complimented by staff from Access HC through strong relationships with the AccessHC Alcohol and Drug services, the GP practices located in Hawthorn and Richmond and other services within AccessHC. The headspace anager is responsible for managing a multidisciplinary clinical team at headspace Hawthorn to ensure provision of excellent health care for young people in the local community whilst meeting quality, performance and financial KPIs.. The anager will report to the Senior anager ental Health & AOD Services, and will be part of the anagement Group at Access HC. The headspace anager will lead the headspace team as an integrated and valued service within the suite of mental health services at AccessHC. Providing leadership and excellent people and operational management will be a central component of the position. The headspace anager will work closely with the Senior Clinician and the Senior anager to support high quality clinical care, develop a high performing clinical team, and meet all operational and financial KPIs. The anager is the Executive Officer to the Consortium Committee and reports to the Consortium Committee on headspace: Hawthorn performance and outcomes. The Consortium Committee consists of all consortium partners. The manager will be required to maintain effective working relationships with existing and potential headspace consortium member organisations and the external Chair of the Committee. The anager has overall responsibility for the headspace operations, including colocated providers. The anager will ensure effective development and delivery of services within a safe clinical environment, ensuring quality of care for young people and their families. The Senior Clinician for headspace Hawthorn reports to the anager and is tasked with the coordination of clinical functions and the provision of Clinical Supervision for the team. In addition to the clinical team, there is a Youth Advisory Group who are active participants in headspace: Hawthorn, particularly in planning and development. Ensure safe and effective clinical care within a quality framework that is evidence based and progressive Ensure the effective delivery of direct service, health promotion and youth participation activities of headspace: Hawthorn Convene various committees and sub-committees associated with headspace: Hawthorn, including the provision of executive support as required Provide management supervision to any consultant contracted during the life of the headspace: Hawthorn Ensure the provision of a safe and healthy workplace and assist staff to meet their legislative and agency requirements regarding workplace health and safety Ensure the headspace staff understand and comply with AccessHC policies and procedures or locally approved procedures where required Ensure that there are effective systems for edicare reimbursements and other billing systems Ensure that headspace: Hawthorn operations are effectively supported by corporate services provided by AccessHC Undertake operational management tasks at the direction of Senior anagers and the Executive team as requested onitor, investigate and manage all clinical, OH&S and other incidents incurred within the headspace Hawthorn service, and ensure that all AccessHC and Government clinical incident reporting procedures are followed Program anagement Support the Senior anager ental Health &AOD Services to meet all contractual requirements in agreement with headspace National Office (hno) and the Eastern elbourne Primary Health Network (EPHN) including: o Development of the annual workplan and annual budget o Periodic reporting as required, workplan progress and financial performance o Liaison regarding contract and funding matters as required o Develop and monitor an annual risk management plan including regular review of controls o Provide regular reports to AccessHC on headspace activities, including progress toward meeting targets, demand management strategies, operational and clinical governance matters. Lead the recruitment, induction and orientation of new staff in the headspace Hawthorn team Facilitate regular team meetings for the headspace Hawthorn team anagement and approval of all staff leave within the team, including sick leave, study leave, annual leave and accrued days off Ensuring the safety and well-being of all staff through compliance with relevant AccessHC policies and procedures, including mandatory clinical and OH&S training Set and monitor performance targets and KPIs for all staff in the headspace Hawthorn team, and provide regular performance and data reports to the Senior anager of ental Health & AOD Services Clinical Governance anager headspace ay 2018
Provide formal management supervision and direction to the headspace: Hawthorn Senior Clinician and other staff Demonstrate high level skills in risk assessment and management onitor staff performance and development and address any performance issues as required and according to documented policies and procedures Assist the clinical leadership team in the provision of support to their respective staff teams to ensure young people receive a timely, tailored and responsive service from referral through to exit planning Provide support and direction to the Senior Clinician in the establishment and executive support of the headspace: Hawthorn Clinical Governance Sub- Committee (joint sub-committee of the Consortium Committee and the AccessHC Quality Committee) Be an active participant on the AccessHC Clinical Governance & Quality Committee Support the headspace Senior Clinician to establish, monitor and periodically review the headspace clinical governance framework in line with AccessHC policies and procedures Assist the headspace clinical lead to ensure all headspace practice is consistent with current evidence based practice, compliant with clinical direction from headspace National Office and the EPHN ensuring client-centred, youth oriented practice. Strategic and business development Work with the Senior anager ental Health & AOD Services in developing and implementing the current strategic and business plans to develop and expand headspace services and programs Governance Reporting through the Senior anager ental Health and AOD Services to AccessHC ensuring that all approved business plan targets are met and headspace: Hawthorn is fully compliant with the AccessHC quality system Provide executive support to the Independent Chair of the headspace Consortium Committee and the Committee itself to ensure effective operations in line with the emorandum of Understanding and engage the consortium in headspace planning Develop, negotiate and monitor Service Level Agreements with organisations providing co-located services within headspace: Hawthorn Service Evaluation and Quality Assurance aintain accreditation against the National ental Health Standards and other quality accreditation as appropriate Oversee management of the client records systems to ensure compliance and reporting capabilities Lead the development and implementation of the local evaluation of headspace (including data collection and entry into national minimum data sets), continuous quality improvement activities, and contribute to the national evaluation as required anager headspace ay 2018

Key Selection Criteria Demonstrated experience in leading and managing a multidisciplinary clinical team with a mental health focus. Substantial experience in program management including, goal implementation, monitoring and evaluation. This includes financial and human resource management and change management. Tertiary qualifications in mental health (such as psychology, social work, occupational therapy, mental health nursing, psychiatry or alcohol and other drugs) Excellent understanding of mental health funding streams, including both Government funded programs and fee-for-service funding (including edicare Better Access to ental Health) Demonstrated ability to lead service development and innovation through effective networking and relationship building.
