Purpse. T establish internal prcedures, assign respnsibilities, and t publish mnetary savings targets fr Marine Crps Base (MCB), Camp Lejeune that are aligned with the Marine Crps Cmpetitive Surcing and Privatizatin Prgram, Cst Reductin Initiatives, Revlutin in Business Affairs, and Installatin Refrm Prgram. 2. Infrmatin a. The Marine Crps' weapn system acquisitin and mdernizatin is severely under funded. This pses an immediate ptential threat t ur readiness capability. T remedy this situatin, Headquarters Marine Crps (HQMC) has levied a Marine Crps wide "savings wedge" f $11 millin sustained savings thrugh Fiscal Year 2 (). These savings have already been remved frm each supprting establishment's annual perating budget by specific fiscal year and will be reprgrammed int the Prcurement Marine Crps (PMC) accunts. The target assigned t MCB, Camp Lejeune, fr the perid 99 thrugh is $11,1,. T reach the $11,1,, Camp Lejeune has identified savings targets, in manpwer, materials, and services, fr each department/activity, by fiscal year, which is shwn in enclsure (1). b. Camp Lejeune's strategy t achieve savings will include reductin f labr frce thrugh attritin, realignment and retraining f the wrk frce where necessary and pssible, wrklad analysis and review, eliminatin f redundancies and duplicatins, streamlining prcesses, rerganizing where

This strategy will psitin us t becme a truly efficient rganizatin in the event we cmpete any base functins thrugh the A-76 prcess. c. In rder t achieve savings targets, managers have identified civilian billets t be eliminated. T ease the effects n the civilian labr frce as it is being drawn dwn, a cmprehensive civilian manpwer staffing prgram has been put in place. The prgram is intended t minimize the impact n the civilian labr frce by allwing pprtunities fr retraining and reassignment t ther functinal areas. Reference (a) is the Base Order that prvides guidance fr these civilian persnnel actins. 3. Actin a. The Executive Steering Cmmittee (ESC) (1) Determine the strategic plan fr all Cst Reductin Initiatives. (2) Determine mnetary gals fr each department/activity by fiscal year. (3) Determine lcal manpwer plicies and guidelines fr use in meeting the Cst Reductin Initiatives. () Determine the external requirements (cnsultant services, budgets, training, etc.) t accmplish cst reductin targets and btain apprpriate resurces t accmplish the bjectives. b. Quality Management Divisin (QMD) (1) Review all higher headquarters' decisins and actins relating t Cst Reductin Initiatives. Disseminate updated infrmatin, as required, t all managers/supervisrs. (2) Serve as the primary pint f cntact fr infrmatin flw t/frm higher headquarters n matters pertaining t cst reductin initiatives and better business practices. (3) Cmpile and maintain a current file f all the better business practices that are cmpleted, nging, r planned fr each department/activity. 2

() Cnduct liaisn with all external agencies and higher headquarters t facilitate training fr Activity Based Csting (ABC), OMB Circular A-76 including Perfrmance Wrk Statements (PWS) and Csting, and use f ther business tls as required. c. Assistant Chief f Staff, Manpwer (AC/S Manpwer) (1) Advise management/supervisrs n regulatins, prcedures, and plicies relating t persnnel actins. Publish/update the Base Order (Reference (a)) as required t remain current with the dynamic nature f civilian persnnel management. (2) Crdinate with HQMC (RFO) t recncile the Letter f Allwance fr civilian persnnel with the plan fr the civilian emplyee reductins. d. Assistant Chief f Staff, Cmptrller (AC/S Cmptrller) (1) Serve as screkeeper fr savings attributed t the Cst Reductin Initiatives. (2) Annually recncile the Budget Tracks, Letter f Allwance, and the lcal phased fund allcatin plan. Reprt any discrepancies t the ESC fr infrmatin and/r apprpriate actin. (3) Publish a department/activity savings plan, by fiscal year, fr the perid 99 thrugh. This plan is t be reviewed fr pssible revisin annually by 3 Nvember and is t be included as enclsure (1) t reference (a). The ld enclsure (1) is t be discarded n 3 Nvember f each year and replaced by the revised ne. e. Departments/Activities (1) Develp an internal plan where peratinal csts are reduced t meet the assigned targets by fiscal year. (2) Prvide annually, by 1 Nvember, a revised internal Plan f Actin fr meeting the assigned targets t the Quality 3
