Wakefield Police Department www.wakefieldpd.org Richard E. Smith Chief of Police September 2015 Monthly Report Prepared by Sgt. Matthew J. Maglio

WAKEFIELD POLICE DEPARTMENT OFFICE OF THE CHIEF One Union Street, Wakefield, Massachusetts, 01880 Richard E. Smith Chief of Police September 2015 Highlights On September 16th, The Town of Wakefield was honored to have two Medal of Honor recipients visit and speak to the students at Wakefield High School. United States Marine Corps Colonel Harvey Barnum and United States Navy Petty Officer Robert Ingram arrived at WHS in a US Army Blackhawk helicopter and spoke to a packed field house of students and special guests. The Wakefield Police and Massachusetts State Police worked together with the Massachusetts National Guard to honor these men with an impressive helicopter landing on Walsh Field, as well as a full police escort from the field to the Charbonneau Field House. The Medal of Honor is the United States highest military honor, for acts of valor that go beyond the call of duty and the award is given to the recipient by the President of the United States. Currently there are only 78 living Medal of Honor recipients, so having Wakefield chosen to have these two veterans speak was a tremendous privilege. Colonel Barnum was issued the Medal of Honor in 1967 for his actions in Ky Phu in Quang Tin Province in the Republic of Vietnam on Dec. 18, 1965. Petty Officer Ingram was issued his Medal of Honor in 1998 for his actions in Vietnam on March 28, 1966. In light of recent events from around the country, all Wakefield Police Department personnel completed training on issues of Race and Understanding Bias in Law Enforcement presented by Attorney John Scheft on September 15th and 23rd. Attorney Scheft has been training police officers in various topics for over twenty years. He has extensive experience in this area from both national and regional courses that he has either attended or presented for. This training covered the subjects of both conscious and unconscious bias from both a police and citizen's perspective and best practices for law enforcement. Earlier this summer we were fortunate to have the opportunity to send Sergeants Geoff Eriksen and Joe Anderson to a similar training conducted by nationally recognized expert Dr. Lorie Fridell. The Wakefield Police Department Honor Guard presented the colors at Fenway Park on September 21st. Proudly representing the Police Department and the Town of Wakefield were: Lieutenant Steve Skory, Sergeant Jon Burnham, Detective Ken Silva, Officer Amy Toothaker, Officer Kelley Tobyne, and Officer David Rando. This is the second time that this group has been asked to perform this honorable duty for the Boston Red Sox.

On September 25th at approximately 3:15 am Sergeant Joe Anderson was on patrol in the area of Vernon Street and Lowell Street when his attention was drawn to a suspicious motor vehicle in the parking lot of #389 Lowell Street. The vehicle was running with its lights on and the trunk open and occupied by one male driver. He approached the vehicle and was unable to gain a response from the male party. After a few moments he was able to gain his attention as he appeared to be passed out behind the wheel. Sgt. Anderson was able to shut off the vehicle as he detected an odor of an alcoholic beverage. After further investigation it was determined that this male party had driven to this location and was under the influence. He was taken into custody and this proactive work by Sgt. Anderson likely saved injuries to either this individual or the public should he have eventually continued to operate. On September 29th Detective Chris Grace was travelling in the area of #644 Main Street and observed a male party on foot in that area that has been involved in previous drug investigations. Det. Grace then observed a dark colored Lexus with a male operator make a hand signal to the male party. He entered the vehicle and then exited approximately 5 seconds later. Based on his training and extensive experience Det. Grace believed that a drug transaction had just taken place. Further investigation resulted in determining that the male operator had just sold multiple Percocet pills and had several more on his person along with a large amount of cash. He was taken into custody and charged with Distributing a Class B Substance.
