into a thriving interior hub that houses the Global Learning Commons and features a green roof. And now the $17 million Atrium project has received LEED Canada for New Construction certification with a rating level of Silver. The Atrium was also rewarded the 2011 Architecture Award from the Canadian Institute of Steel Construction. With a target of 25% growth for this area (approximately 11,000 more people by 2011), we ve missed the mark by achieving only 16%. Then we stare, scratch our heads and ask, why?. One big reason is that in many cases the zoning intent and related development constraints are in direct contradiction. Although much of Halifax Peninsula is zoned R-2 (which allows two, three of four dwellings on a site), the associated development constraints restrict the majority of lots on the Peninsula to one dwelling only. Secondary dwellings like income units are prohibited when the height or volume of a building is increased through renovation. Get out the eraser, HRM, it s time to make the change.
