Date: : June 2013 Job Title : Forensic Court Liaison Nurse Department : Court Liaison Services Location : Kowhai Centre Regional Forensic Psychiatry Services Reporting To : Court Liaison Team Manager Direct Reports : N/A Functional Relationships with : Internal Deputy Clinical Director Acute, Courts, Prison Court Liaison Team personnel Consultant Psychiatrists Prison Team personnel Inpatient Unit Managers/Charge Nurses Intellectual Disability Unit & IDOLS Medical Records & Clerical personnel Cultural Teams External Court staff Judiciary Lawyers Prosecutions Correctional Staff RFPS Forensic Liaison Nurses Other clinical and/or care providers Purpose : To act and provide forensic liaison and consultation to and between Courts, Prisons, Justice Departments, Mental Health, Police, Government and community Agencies on mental health matters and the management of associated problems within the identified agency. To utilise clinical and legal knowledge skills to provide a quality assessment of those persons identified within the Justice system as having or who may have a mental health problem or intellectual disability. To act as a mental health resource and provide an advisory role for the co-ordination of health care between families, individuals and community agencies. Assessment Liaison KEY TASKS EXPECTED OUTCOMES Provide written assessment of a client s mental state, using accepted assessment tools and criteria as laid down under both the Mental Health (Compulsory Assessment and Treatment) Act, 1992 and the Criminal Procedures [Mentally Impaired Persons] Act 2003, Intellectual Disability (Compulsory Care & Rehabilitation Act) 2003 and Criminal Justice Act. The written assessment will be made available to the court. All clients who have a Court Liaison nursing assessment completed will have a file created at the Court containing the initial assessment and any other relevant documentation. Clinical notes will be updated after all client contacts. Liaise with other agencies to formulate appropriate interventions that are acceptable to both the Court/Prison and the client as respective consumers of the Service. Duly Authorised Officer Education Relationship management Appointed as a Duly Authorised Officer and will be expected to have a working knowledge of the Mental Health (Compulsory Assessment and Treatment) Act, 1992. Training will be provided and regular updates will be held throughout the year as per the Service Policy. Educate other employees of both the Courts and Prisons on mental health issues. This also applies to students who are placed with the Service and is covered by Service Policy and agreements with Tertiary Institutions they are connected with. PERSON SPECIFICATION POSITION TITLE: Forensic Court Liaison Nurse Minimum Preferred Qualification NZ Registered Psychiatric or NZ Registered Comprehensive Nurse Current Practising Certificate Experience Current Driving Licence At least three years post graduate relevant experience in mental health nursing Demonstrated experience in nursing processes, theories and concepts Post Basic / Post Graduate training in Forensic Psychiatry, Drug & Alcohol, CBT Experience in forensic psychiatry Experience in Dual Diagnosis services Training in professional supervision Experience in DAO role, or in Community Psychiatric Nursing positions Skills/Knowledge/Behaviour Awareness of the medicolegal concepts central to forensic psychiatry Understand Te Tiriti o Waitangi and implications for practice Self motivated and capable of working responsibly in an efficient and effective manner without direct supervision Demonstrated team player Effective communicator with high level interpersonal and negotiation skill Confidence in own ability in the position of nursing Demonstrated professional expertise High level understanding of cultural/ethnic practices and beliefs and able to demonstrate the ability to undertake tasks in a culturally sensitive manner.
