Following the Scottish Executive s announcement about increases in pay for staff covered by the Review Body for Nursing Staff, Midwives, Health Visitors and Professions Allied to Medicine, agreement has been reached on revised salaries for nursing and midwifery staff employed in NHSScotland on national terms and conditions of service. These salaries will be payable from 1 April 2002. Employers must ensure that the new pay scales are implemented quickly to allow staff to receive their increased salaries in April. National Pay Rates for Nurses, Midwives and Health Visitors for 2002/2003 NHS Circular: PCS(NM)2002/1 2. With effect from 1 April 2002 national salary scales for nurses, midwives and health visitors are increased by 3.6% or 400 whichever is the greater. Revised salaries for full-time nursing and midwifery staff in Scotland are set out in the attached replacement pages for Appendix 2, Part I of the Nursing and Midwifery Staffs Negotiating Council Handbook (the Handbook) as follows: Basic Salaries with Effect from 1 April 2002 Section I - Section III - Section IV - Appendix 11- Clinical Grading Structure Education Staff Day Nursery Staff Nurse, Midwife and Health Visitor Consultants 3. Part-time staff shall be paid pro-rata. Deletion of 3 Points at the Bottom of the Consultant Pay Scale 4. Three points have been deleted from the bottom of the consultant pay scale with effect from 1 April 2002. All staff currently on these points should move to the new minimum on that date, which will become their new incremental date for further incremental progression. All staff should have a personal maximum at least as high as the fifth point on the new pay scale. Revised salaries are set out in the attached replacement pages for Appendix 11, Annex 1 of the Handbook. Deletion of the Age Related Point from Grade A 5. With effect from 1 April 2002 the under age 18 point on the pay scale has been deleted from Grade A. Staff on this point should move to the new grade minimum on that date and by a further increment on their usual incremental date. Additional Increment on Top of Grade A and B for Staff Who Obtain Care SVQs 6. An additional increment has been added to the top of both Grade A and B to provide a new pay ceiling for nursing staff who obtain Care SVQs at levels two and three respectively. Staff currently with these qualifications should move to the new maximum on their usual incremental date, or 1 April 2002, if at that date they have been on the top of their existing grade for one year or more. Staff on the maximum point of the incremental structure who attain these qualifications after 1 April 2002 should move to their new grade maximum either immediately, if they meet the twelve month service requirement for incremental progression, or on the date of their doing so. 7. Employers should ensure that fair and equitable arrangements are in place for staff to access SVQs. Employers are also reminded that the extension of the scale for Grades A and B staff with relevant SVQs is not intended to prevent regrading where this is appropriate. Amendment No 40 abcde abc a

NHS Circular: PCS(NM)2002/1 Increases to Leads and Allowances 8. National rates for all cash based leads and allowances have been increased from 1 April 2002. The new rates replace some national rates which were last increased in 1994 (Regional Secure Unit and the Psychiatric Lead). Some employers have increased the value of leads and allowances locally. They should pay the new national rates if higher than the current local rates. Revised rates of leads and allowances are set out in the attached replacement page for Appendix 3 of the Nursing and Midwifery Staffs Negotiating Council Handbook. Stand-by and On-call Provisions 9. The Review Body have asked us to remind employers of the national agreement for staff providing a stand-by or on-call service as set out in section 5 paragraphs 5.16 to 5.18 of the NMNC handbook. This makes clear that employers should pay excess hours rates to staff who work whilst on-call or on stand-by and defines periods of cover for which payments should be made at weekends and public holidays. Scottish Ministers Approval 10. Employers should implement this agreement, which has been approved by Scottish Ministers under Regulation 2 and 3 of the National Health Service (Remuneration and Conditions of Service) (Scotland) Regulations 1991 (SI 1991 No.537). A copy of the formal approval is attached. Action 11. NHS Boards, Special Health Boards and NHSScotland Trusts who employ staff on national contracts should: i. Ensure that the necessary arrangements are made as soon as possible to pay the national salaries effective from 1 April 2002; and ii. Notify Scottish Public Pensions Agency of any increase in pensionable remuneration and contributions arising from the payment of arrears to former employees. 12. The replacement pages form Amendment Number 40 and replace page numbers: A11/4, A2 1/1, A2 1/3 A2 1/4, A3/1. Enquiries 13.
