Scope of Services Repair, replacement, removal, installation, inspection, testing, cleaning, calibration, diagnosis and trouble shooting of EDC owned equipment. Equipment includes: transformers generators, switchgear, relays, motors, circuit breakers, voltage regulators, meters, lamps, light industrial and office building electrical systems, security lighting including parking lot lighting, high mast tower lighting, etc. On call basis Emergency response- within 3 hours of call 3

Proposals NYCEDC has a proposal form that must be used by the contractor for all work proposals (both emergency and non-emergency). Proposals that are not on the NYCEDC proposal form or are submitted unsigned, will not be returned and the work will not be authorized. Proposals must be submitted to Ops Center. 12
Scheduling All pre-approved and planned maintenance, testing, repairs and installation must be scheduled in advance through Ops Center. For short notice repairs, Ops Center should still be emailed with the date and time of the visit, prior to the visit. No site may be visited without NYCEDC Operations being made aware. 13
M/WBE Goals and Narrative Form M/WBE Program M/WBE Program established in NYC Administrative Code, LL129 of 2005 and LL1 of 2013 M/WBEs must be certified by NYC Dept. of Small Business Services M/WBE Participation Goal: 10-25% (as percentage of total contract value) Respondents must submit a Narrative demonstrating how they will meet the M/WBE Participation Goal. The Narrative should: Speak to respondent s commitment to M/WBE participation, including any pertinent programming run by respondent Outline specific tactics for ensuring M/WBE Participation Goal is met Include any other info that demonstrates the likelihood that the M/WBE Participation Goal will be met or exceeded % of proprietary prequalified list that is City-certified M/WBE overall and for specific trades key to this project List members of respondent team that are M/WBE Narrative will be rated and factor into selection 15% of selection criteria corresponds to the quality of the Narrative and the Hiring Plan
Meeting M/WBE Goals Identifying M/WBE Partners Use SBS directories to find M/WBEs in a specific field Check out the Interested Subcontractor and Supplier List for this RFP Network at this info session NYCEDC can assist in identifying M/WBEs Refer to good faith efforts section in draft contract for more ideas Make use of the Kick-Start Loan Program Mobilization loans for M/W/DBE firms participating as either prime or subcontractor Amounts up to $250,000 May be used to buy long lead equipment, material, and/or labor costs
