NIAGARA GATEWAY ECONOMIC ZONE COMMUNITY IMPROVEMENT PLAN MUNICIPAL EMPLOYMENT INCENTIVE PROGRAM (MEIP) INCENTIVE PROGRAM OVERVIEW The Municipal Emplyment Incentive Prgrams ffer additinal lcal level financial incentives fr develpment prpsals that have received apprval fr the Tax Increment Based Funding Prgram (TIBG) under the Niagara Gateway Ecnmic Zne Cmmunity Imprvement Plan (CIP). The TIBG is delivered thrugh a partnership with the Niagara Regin. The incentives under the MEIP are supplemental t the TIBG and are administered by the City f Niagara Falls. Included are: Planning Applicatin Fee Waivers Building Permit Fee Rebates Study Grants A 5-10 year tax increment based grant n Lcal prperty taxes may be cnsidered n a site specific basis by the City f Niagara Falls fr thse emplyment uses identified n Appendix E Targeted Sectrs and Land Uses f the Niagara Gateway Ecnmic Zne Cmmunity Imprvement Plan that are nt identified under the TIBG n lands that have been designated fr emplyment uses. INCENTIVE PROGRAM DETAILS The incentive prgrams under the MEIP are subject t the eligibility requirements, cnditins f apprval and required dcuments under the TIBG. Please refer t the Niagara Gateway Ecnmic Zne and Centre Cmmunity Imprvement Plan Applicant Infrmatin Package. PROGRAM DESCRIPTION PLANNING APPLICATION FEE WAIVER The fee fr Official Plan amendments, Zning By-law amendments, site plan cntrl r minr variances may be waived at the discretin f City Cuncil r its delegate fr any develpment prpsal within the Gateway CIP Prject Area that prpses an eligible emplyment use. The waiver nly applies t the City s prtin f the Applicatin Fee and wuld nt include fees required by ther cmmenting r review agencies (e.g. Niagara Regin, Niagara Peninsula Cnservatin Authrity). BUILDING PERMIT FEE REBATE The fee paid fr building, demlitin r ccupancy permits is rebated upn cmpletin f an eligible develpment. Fees are paid at the time f applicatin and, upn final inspectin and clearance f the Building Divisin, are rebated t the applicant. STUDY GRANTS A study grant is ffered t ffset the cst f studies required by the City t supprt an emplyment use n an eligible prperty. The studies may include: urban design studies, traffic impact studies, envirnmental impact studies, servicing studies, archaelgical surveys, r feasibility/analysis studies. The grant is a 50-50 matching grant prgram where the City will prvide a grant t an applicant fr up t 50% f the cst f an eligible study (excluding HST), up t a maximum f $5,000 per study and $20,000 per prperty.

A prperty wner within the Gateway Ecnmic Zne and CIP Prject Area whse prperty is designated fr emplyment use under the City s Official Plan. Emplyment use prjects that meet the perfrmance assessment and cnditins f the Tax Increment Based Grant are eligible t receive these City incentives. IS THERE A FEE TO APPLY? N. HOW DO I APPLY? Arrange a pre-cnsultatin meeting with Planning and Ecnmic Develpment staff in rder t determine prgram eligibility under the Gateway CIP. Arrange a pre-cnsultatin with City Staff t discuss any planning apprvals r study requirements t establish the eligible emplyment use. Cmplete the MEIP Applicatin frm and attach it t a cmpleted TIBG Applicatin. Ensure that all required signatures have been prvided and that the applicatin is accmpanied by all required supprting dcumentatin. WHAT IS THE MAXIMUM GRANT AMOUNT? Planning applicatin fees will be waived in the amunt f 100% fr eligible emplyment uses (see Appendix E f the CIP). 100% f building, demlitin r ccupancy permit fees will be refunded t a maximum f $50,000 per prject (subject t the availability f funding). Study grants f up t 50% f the cst f a required study cst (excluding H.S.T.) up t a maximum f $5,000 per study and $20,000 per prperty. The ttal value f any grants prvided under this prgram, tgether with the TIBG will nt exceed the eligible csts under the TIBG. WHAT CONDITIONS MUST BE MET TO BE ELIGIBLE FOR A MUNICIPAL EMPLOYMENT INCENTIVE PROGRAM STUDY GRANT? T be eligible, studies must be identified thrugh pre-cnsultatin with City Planning Staff as a required study t supprt an applicatin under the Planning Act (including thse required as part f a cmpleted applicatin under the Planning Act); r must have been requested by Ecnmic Develpment r Planning Staff t supprt the financial viability r lng term benefit f a prpsed emplyment use; Must be cmpleted by a qualified persn. The applicant must agree that the City will be prvided with permissin t ntify any ther subsequent prject prpnents f the existance f the study.

Planning applicatin fees can be waived upn apprval f Cuncil. Building permit fees must be paid at the building permit applicatin stage. Upn final inspectin f the cmpleted and ccupied prject, permit fees cllected will be rebated t the prperty wner. Study grants Upn review and cnfirmatin by City Staff that the reprt satisfactrily addresses all issues and has been cmpleted by qualified persn. WHAT HAPPENS NEXT? The applicatin and supprting dcumentatin is reviewed by staff t ensure that they meet all f the eligibility requirements. Staff may request clarificatin r additinal supprting dcumentatin. Once a letter cnfirming eligibility under the Gateway CIP TIBG incentive has been issued by Reginal and City Staff, a recmmendatin n the grant applicatin is made by staff and frwarded t City Cuncil. If applied fr, a planning fee waiver and building permit fee rebate will be included in the recmmendatin reprt t Cuncil. Study Grant rebate applicatins are reviewed by staff. A decisin n the study grant rebate will be made by staff and ntificatin f the decisin will be given t the applicant in writing. If apprved, an apprval letter will specify the amunt f the grant. If an applicatin is apprved by Cuncil, a tri-party agreement between the Regin, City f Niagara Falls and the applicant is drafted and executed fr the TIBG. Cnstructin f the apprved wrks may cmmence, subject t the issuance f a building permit(s). Upn cmpletin f all wrks, Step 4 f the Niagara Gateway Ecnmic Zne and Centre CIP Applicatin Infrmatin Package is initiated t cnfirm the actual grant payment.
