HSE Corporate Dr Steevens Hospital Dublin 8 The successful candidate will be reassigned on their current terms and conditions The Nursing and Midwifery Services Director is the principal advisor to the HSE in relation to nursing and midwifery issues and also develops and communicates the HSE policy in relation to nursing and midwifery matters. The Nursing and Midwifery Services Director will report directly to Dr Barry White, National Director Clinical and Quality Care Directorate Purpose of the Post The purpose of the post is to provide expertise on all matters related to nursing and midwifery within the HSE, including the development and communication of HSE policy in relation to nursing and midwifery matters. Operating in accordance with the policies of the HSE, the Nursing and Midwifery Services Director works in collaboration with other professionals, the senior management team and service managers to achieve the organisational objectives. Duties & Responsibilities Provide professional and other relevant advice on service developments, with particular reference to nursing and midwifery related issues across all Directorates and HSE Corporate. Drive the nursing and midwifery contribution to the design, implementation and evaluation of the national clinical care programmes. Actively contribute to the ongoing development of nursing/midwifery and its integration into new forms of healthcare delivery Ensure nursing and midwifery involvement and contribution to the reconfiguration programme
Be responsible for the development of effective and efficient nursing and midwifery strategies across the organisation ensuring sound financial and performance management. Be responsible for the provision of executive support and nursing and midwifery expertise to HSE Corporate. Liaise with Senior Nurse Midwifery Managers responsible for monitoring and quality assuring the nursing and midwifery delivery systems. Be responsible for determining grading and job specifications within the context of overall HSE and government policy on employment levels. Advise the HSE in relation to changes in current nursing and midwifery practices, workforce levels and structures. Be responsible for further supporting team-based approaches to delivery of primary, community, continuing and secondary care. Be responsible for ensuring the gathering, quality assuring and synthesising of appropriate nursing and midwifery data. Contribute to the further development of multidisciplinary care practices. Act as a HSE spokesperson on nursing and midwifery issues as required ensuring that HSE policies are fairly represented in relevant external fora. Represent the HSE/Quality and Clinical Care Directorate as required and maintain good collaborative relationships with external stakeholders e.g. Relevant Government Departments, State Agencies, Regulatory Bodies, Higher Education Institutions and Nursing Unions. Provide innovative leadership, advice and guidance that support the modernisation of services and implementation of the strategic goals of the HSE. Eligibility Criteria Qualifications and/ or experience MANDATORY Be an employee of the Health Service Executive Have at least 5 years experience at Senior Nurse Management level Must be registered with An Bord Altranais Hold a 3 rd Level Degree or higher in a related discipline
DESIRABLE Hold a Masters Degree or higher in a related discipline Health A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Character Each candidate for and any person holding the office must be of good character.
