Activity by Secretary General Strengthen General Secretariat Activity by Secretary General Strengthen General Secretariat January 2018 üsecondees from Seoul Metropolitan Government (SMG) completed half way of his 2-year assignment, and from Guangzhou finished her 6-month assignment in üsupport Desk Function from EU jointproject International Urban Cooperation programme (IUC): Sustainable and Innovative Cities and Regions Regional Action Asia has started; one person was hired since January 2018. ü Five project staff members have just been recruited to carry out a new SDGs project targeting Indonesian local governments funded by EU Indonesia ürestructuring of Secretariat has been on-going; It needs to fill in some vacancies.

Activity by Secretary General Fund Raising Activity ü Submission of several projects proposals Bill and Melinda Gates Foundation Objective: strengthen LGAs and 10 pilot LGs capacity in improving urban sanitation strategy and advocating sustainability Area: Bangladesh and Nepal Result: Approved Total: USD 1,500,000 EU Cambodia Office Objective: to strengthen NLC s contribution to inclusive, sustainable and accountable subnational development and enhance its members capacities and responsiveness in service delivery. Area: Cambodia Result: A concept note was accepted; a full proposal and detailed budget will be submitted EU Indonesia Office Objective: creation of policy where local governments integrate SDGs into mid-term development plans and enhancement local government capacity in foreign cooperation. Area: 16 provinces and 14 regencies/cities in Indonesia Result: Approved; agreement was signed with EU Office on 13 Dec 2018. Total: USD 500,000

Activity by Secretary General Raise Visibility of UCLG ASPAC at the Regional and Global Levels ü Attendance of UCLG ASPAC SG in the UNESCAP SDG s Week in Bangkok. ü Active participation of UCLG ASPAC and its members by organising various session at 9 th World Urban Forum held in Kuala Lumpur in February 2018. More than 20,000 had joined the WUF. UCLG ASPAC had organised several sessions, including a training on public space, Woman Mayors Forum, launching of the CEE Rating.

Activity by Secretary General Ensure Women Representation ü Members of the Standing Committee on Women in Local Governments met in Fuzhou on 8 November 2017 and discussed: On-line training on women leadership proposed by NZLG Publication on best practices by NLC to be launched at UCLG ASPAC Congress this year üappointment of Dato Maimunah Mohd. Sharif, President of MALA and Mayor of Penang Island City Council as the new Executive Director of UN-Habitat in January 2018. As a result, Mayor of Stephany Uy-Tan of Catbalogan, co-chair, acts as acting.

Activity by Secretary General Expansion of Partnership ü Agreement of UCLG ASPAC and CICDA (China International Cities Development Alliance) Aim: to boost cooperation between cities and local governments along the Belt Roads ü Invitation to cooperate from APCAD (Asia-Pacific Coalition of Cities Against Discrimination) Network, a network supported by UNESCO Aim: co-hosts upcoming conference and to promote APCAD activities in UCLG ASPAC network to promote development of inclusive, resilient, and sustainable cities.

Activity by Secretary General Participation of Secretary General at Regional and Global Events ü Global Dialogue on Technology for Resilience Cities, 17-19 October 2017 in Osaka SG advocates the importance of sustainable solid waste management and promotes IRRC. ü The Asia-Pacific Conference on Localising SDGs: Leaving No One Behind, 25-26 October 2017 in Penang She delivered her remarks on the role of UCLG ASPAC in empowering local governments in localizing the SDGs. ü Workshop for Thought Leadership: Innovation in Urban Transportation for the Future City, 30 October 3 November 2017 in Guangzhou It was held by Guangzhou to discuss the use of technology and help governments implement high quality transport system üsustainable Development Benefits of Decentralised Municipal Solid Waste Management in Asia- Pacific Region, 30 November 1 December 2017, in Bangkok. üuclg World Council 2017, 6-9 December 2017 in Hangzhou üasia-pacific Leaders Forum on Open Government 2017, Jakarta, 14 December 2017 üpolicy Forum on Development Europe Regional Meeting, 15-16 January 2018, Ghent SG joined as the Task Team member of PFD. ü UCLG Retreat, 22-26 January 2018 in Barcelona. ü Inauguration and Workshop on Sustainable Development Benefits of Integrated Resource Recovery Centers (IRRCs), 29-30 January 2018 in Jambi. üninth World Urban Forum, 6-13 February 2018 in Kuala Lumpur.

Activity by Secretariat s Division Statutory Meeting Fuzhou: Successful organisation of the 2017 UCLG ASPAC Council from 8 10 November 2017 in Fuzhou. The Regional Symposium on Marine Economy and Urban Development was held. Result: Fuzhou Action Plan was drafted and adopted later Islamabad: To hold the 2018 UCLG ASPAC Executive Bureau and International Conference on Think Globally, Act Locally SDGs Implementation through Local Governments, from 10-12 April 2018. Total registered participants is more than 400 persons. It is supported by GIZ and hosted by LCAP and LCAKP.

Activity by Secretariat s Division Strengthen Secretariat ü Islamabad Office for South & Southwest Asia Work area: Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka, and developing partnership with SAARC (its membership includes Afghanistan which is part of UCLG MEWA) Office: It supposed to be attached with ADLG not realized yet ü Accreditation for UCLG ASPAC with ASEAN ü Maintenance of Membership Reactivating non-active members Encuraging and reminding members to pay the membership fees on time Exploring the needs of members and connect them with the activities of UCLG ASPAC The Secretariat aims to improve the image of the organization as an efficient, pro-active and key player of local governments towards the national, regional and global agendas. We aim for an improved General Secretariat s performance, proper handling of financial system, and members on-time annual fee payment, as well as apply a monitoring and evaluation system. Ensuring decentralization and local autonomy is effectively carried out is the core of activities of UCLG ASPAC. Different level of decentralization in Asia-Pacific region should be seen as good opportunity for members to share and enrich their knowledge with regards to opportunities and challenges. Activity by Secretariat s Division Improving Quality of Life of People Through Equal & Adequate Basic Services üpublic Space and Safety Local government and Community Engagement for Better Public Spaces Project in Asia Pacific; Status: Surabaya (completed), Solo (completed); Video of Creative Public Space at Keputih in Surabaya ü Zero Waste Program (Construction project of Pro-Poor Solid Waste Management for Secondary City/Town with UNESCAP) Integrated Resource Recovery Center (IRRC), Malang Regency, Indonesia Completed. It was launched on 29 January 2018 IRRC Jambi City, Indonesia Completed. It will be launched in April 2018 üurban Sanitation for Sustainability New project funded by BMGF for Nepal and Bangladesh üurban Mobility Workshop for Thought Leaders: Innovation in Urban Transport (Guangzhou, 30 Oct-3 Nov 2017) Implementation of the Action Plan of the LGs Transport Officers Forum Making a significant impact on people s quality of life, particularly poor and marginalized citizens, is the principal reason we support the work and efforts of local governments who are closest to the people. We believe that enhancing the provision and quality of services improves not only the economy and environment, but overall quality of life. (UCLG ASPAC Manifesto)

Asia-Pacific region has a high frequency of natural disasters calamities, i.e. earthquakes, floods, landslides; a big portion of slums and pocket of poverty which are mostly located in vulnerable areas; high number of deaths caused by traffic accidents; an increase of crimes in urban areas, and many others that need to be dealt with to build resilient local governments and society.
