Regional Information Seminar for Recently Appointed OIE Delegates 29 April 2014 Toshiro Kawashima Delegate of Japan Member of the OIE Council

Regional Work Plan Framework (2011-2015) Core Group initiatives Sharing of comments on OIE Specialist Commission reports Joint efforts for the election of OIE Commissions Sharing information on activities of OIE Specialist Commissions Next challenges

The Regional Work Plan provides a framework of action for regional activities over the period 2011-2015. It is consistent with the OIE Fifth Strategic Plan, 2011-2015. The Regional Work Plan was adopted by the Regional Members at 27 th Conference of the OIE Regional Commission for Asia, Pacific and the Oceania (Teheran, Iran, November 2011)

Regional Objectives 2011-2015 1. Communicating International Animal Diseases and Zoonoses Information in the Region 2. Contribution to and Implementation of Scientifically-Based Standards and Guidelines 3. Prevention, Control and Eradication of Animal Diseases including Zoonoses 4. Ensuring the Scientific Excellence of Information and Advice 5. Capacity Building for National Veterinary Services 6. Cooperation with partner agencies in the pursuit of One Health

Activities for Achievement of Regional Objectives The Regional Commission will enhance communication and coordination between the Regional and Sub-Regional Representations and Members in the Region, and to this end establish a regional core group consisting of the President, Vice-President, and Secretary General of the Regional Commission with a few Regional Delegates and organized by the Regional Representation. The Regional Commission will hold a meeting of the regional core group prior to each General Session to help determine Regional Commission positions on key issues. The Regional Commission will ask RR and RsR to circulate comments on OIE documents (e.g. country comments on the Reports of the Code Commission) within the Region.

Activities for Achievement of Regional Objectives The Regional Commission will undertake the following activities in cooperation with the Regional Representation: Establish an e-mail network through which Members could share information about OIE matters. Work more closely with ASEAN Secretariats, SAARC Secretariats and SPC Secretariats; Review compliance with recommendations of meetings held in the Region; Develop a list of experts who might be suitable for nomination to OIE Specialist Commissions, Working Groups or Ad hoc Groups.

Firstly convened in May 2011, prior to the 79 th General Session Discussed steps to promote sharing of comments on the OIE Code Commission reports within the region Discussed technical items to be included in the agenda of the 27 th Conference of OIE Regional Commission in Teheran, 2011 Discussed strategy for Commission and OIE Council elections in 2012 Shared ongoing regional concern about proposed texts of OIE Code or others Dr Toshiro Kawashima (as President of the Regional Commission) Dr Zhang Zhongqiu (as Vice President of the Regional Commission) Dr Davinio P. Catbagan (as Vice President of the Regional Commission) Dr Sen Sovann (as Secretary General of the Regional Commission) Dr Barry O Neil (as Member of the Council) Mr Tenzin Dhendup (as Member of the Council) Dr Andy Carroll (as Representative of Major Donor) Dr Itsuo Shimohira (as OIE Regional Representative) Dr Ronello Abila (as OIE Sub-Regional Representative)

As a first step to improve regional influence on the OIE Codes, sharing of comments among Regional Members was suggested by the Core Group. Recently, Australia, New Zealand, PR China, Singapore and Japan have submitted comments to the reports of Code Commission and Aquatic Commission, and have shared their comments with other Regional Members by e-mail.

A secured delegate site in the website of the OIE Regional Representation for Asia and the Pacific is under development. This site will enable regional Members to share comments more easily. Regional Members are encouraged to submit their comments to the OIE!

Until 2011, most of experts of the OIE Specialist Commission, Working Groups and Ad hoc Groups were from Europe and our region was under represented. At the Core Group meeting in May 2011, it was agreed that all Member consider suitable candidates for nomination to all four specialist commissions, the Regional Commission executive and the OIE Council. The best strategy was required to ensure that the region would be well represented (i.e. more than one person from our region on at least one specialist commission). Ideas were discussed at the Core Group meeting at the Regional Conference in Teheran in November 2011.
