Chief of Police Adam Klimczak Assistant Chief of Police Julie Smith 1206 Michigan Ave La Porte, IN 46350 219-362-9446 FAX 219-324-4375 February 10th 2016 Dear Mayor Milo, I am pleased to submit this Annual Report which reflects the activities of the LaPorte City Police Department for the calendar year of2015. This report includes information about the activities the various divisions of our department have undertaken in 2015 as well as the community outreach activities that our department has engaged in. In looking to continue to make a positive impact on our community, we have set forth a number of objectives for 2016 that we feel will continue to increase our presence in the community and reduce crime in our city. We look forward to working with both the City Administration as well as members of our Community as partners in achieving these goals for 2016 and beyond. In looking over our numbers for the year we see that calls for service were up by nearly 18% to a total of 36,744. This is in no small part to the outstanding Community Policing efforts of every officer on our department. Bank Calls were up 88% from 2014 and School Visits were up 213%. Community Policing calls were up 63% and neared the 10,000 mark for the year. Just these three types of calls accounted for 30.59% of all of our Calls for Service in 2014. Criminal Offenses did see a small increase of 1.4%, however several key areas had a decrease. We also saw an increase in Traffic and Ordinance Violations, which are key areas to quality of life for the citizens of LaPorte. I truly believe that these efforts, made by every officer on this department, have greatly contributed to the continued improvement in our community. This is great news for the City of LaPorte and the people we are privileged to protect and serve. In addition we are also aggressively continuing our fight against the drug issues facing this city and continue to explore every option possible in this battle. 2016 will see the introduction of our newly formed Drug and Crime Reduction Strike Force, which will help lead our fight against drugs and crime in our community. Our department had quite a few high profile cases this year and I am pleased to report that our Officers and Detectives have done a fantastic job in handling and solving many of these cases. I am also very happy to report that 2015 was another very successful year for the LaPorte City Police Department and I expect even more success in 2016! Respectfully Submitted,,#

La Porte Police Department 2015 Annual Report Executive Summary Department Organization and Information Value Statement Since its formation in 1910, the La Porte Police Department has been providing efficient, cost effective full service law enforcement to the citizens of and visitors to La Porte, Indiana in an efficient, cost effective manner that is responsive to the ever-changing needs of the community. Merit Board The Merit Board is charged with the responsibility of hiring, promotion and discipline of all sworn officers employed the department. The Merit Board is made of three citizens of the City of La Porte. One member is appointed by the Mayor, one member is appointed by the City Council and one member is elected by the officers of the department. Administration The La Porte Police Department is headed by Chief of Police Adam Klimczak who took over leadership of the department on January 1, 2012. The Chief is assisted by Assistant Chief Julie Smith who is charged with many of the day to day duties of running the department. Patrol Division The Patrol Division consists of 32 uniformed officers and is divided into three shifts. Each shift is led by three to four supervisors that include a Captain, at least one Sergeant and at least one Corporal. The shift supervision is responsible for the day to day supervision of the shift. Patrol Division duties consist of responding to all calls for service; enforcing all criminal and traffic laws and municipal ordinances, investigating traffic crashes and conducting investigations involving misdemeanor and lower level felony cases. Detective Bureau The Detective Bureau consists of eight plainclothes officers led by a Captain, a Sergeant and two Corporals. The Detective Bureau leadership is responsible for the day to day operation of the Detective Bureau such as assigning cases and supervising investigators. The Detective Bureau is charged with conducting investigations of a more serious or complex nature consisting primarily of felony crimes. Two of the detectives are assigned to the La Porte County Metro Operations Task Force. Records Division The Records Division is responsible for the maintenance of all records regarding case reports, traffic crash reports and criminal and traffic arrests. The Records Division personnel also process records requests, handgun permits and criminal history checks and take fingerprints for employment purposes. 1

Information Technology Division The La Porte Police Department is highly computerized and very dependent on information technology for all day to day tasks. The La Porte Police Department has one network administrator, Charles Smith, who is responsible for maintaining everything listed below. Maintains 12 servers and 38 work stations. Maintains 51 laptops, 44 of which are used as Mobile Data Terminals. Maintains all mobile software applications used by the Mobile Data Terminals. Maintains network connections to the La Porte County Emergency 911 Communications Center and the La Porte County Sheriff s Office and a separate full time connection to IDACS. Oversees two radio base stations as 44 portable and 45 mobile radios and programs both mobiles and bases. Maintains all FCC licensing for radios. Maintains and oversees seven printers. Creates and maintains all department forms and databases. Maintains all stock on radio, computer and printer supplies. Oversees and assists 50+ users. Acts as a CISCO Administrator. Acts as a communications liaison with three other agencies. Works with the State of Indiana on implementing and configuring all state required programs and forms. Maintains records of all software licensing and computer equipment documentation. Maintains all email accounts for the La Porte Police Department on Microsoft Office 365. Maintains all InterAct software and accounts. Use of Federal Grant Funding The La Porte Police participates in the Bulletproof Vest Partnership program and receives one half of the cost of all ballistic vests purchased for officers. This creates a substantial savings for our department, particularly in years when a lot of vests are needed. The amount of reimbursement received from the federal government in 2015 was $4,006.22. The La Porte Police Department continued it partnership in the fight against impaired driving with the La Porte County DUI Taskforce and $17,747.40 in grant funding from DUI: Taskforce Indiana. The La Porte Police Department continued its participation in the Operation Pull Over grant program. This program targets passenger restraint violations, impaired driving and other dangerous driving behavior. The department received $21,150.00 in Operation Pull Over funding in 2015. 2

Activity Summary and Accomplishments Data Definitions The statistics included in both this summary and the actual data portion of this report is based on data numerical data and numerical data contains some inconsistencies and inaccuracies. Everything possible has been done detect any inconsistencies or inaccuracies in the data, however some may still exist. It should be noted that there is some natural fluctuation in data from year to year and this fluctuation is natural and cannot be tied to any specific cause or be used to infer any future trends. Some categories may have wild fluctuations percentage wise; but are based on such small numbers of records that these fluctuations are not really significant. Here are some other things that the reader needs to be aware of when looking at the data. Accident data is based on the actual traffic crashes investigated with the exception of the Accidents by Age report that includes all crashes whether they were investigated or not. That is the reason that there is a category for Unknown Age. Calls for Service and related reports reflect the calls for service as they were initially called in to the 911 Center and dispatched out to the officers, not what the calls eventually ended up being. Offenses and related data may be thought of as incidents where a case report was actually done because a crime was committed or to record the incident. The Operation Pull Over funding is based on the federal fiscal year and reflects money received for activities conducted between October 1, 2014 and September 30, 2015. All other grant money figures are based on the calendar year. Accomplishments in 2015 Projects Completed With the help of the La Porte County Prosecutor s the La Porte Police Department has a new K-9 named Rambo working on the Drug and Crime Reduction Strike Force with Patrol Specialist Drangmeister. Rambo is trained in narcotics detection and search and apprehension. The La Porte Police Department has re-instituted the DARE program and is in the process of teaching drug resistance strategies and other life skills to all fifth graders in the La Porte Community School System as well one sixth grade. Captain Hemphill reported that 505 students were taught the DARE curriculum in 2015. Assistant Chief Julie Smith sends information regarding crime, department activities and community announcements on a regular to 1665 subscribers via Nixle. Nixle is a free online service which sends out messages via either text or email to persons who subscribe to the service. We believe this is a very good way for people to keep abreast of what is happening in their community. The La Porte Police Department also maintains a Facebook page in order to keep citizens aware of what is going on in terms of crime in the community as well as department activities. To date, our Facebook page has 8511 Likes. 3

The police department also continues to share information with the public on the police department s web site http://www.lpcitypd.com and the City of La Porte s web site http://www.cityoflaporte.com/137/police. A concerted ordinance enforcement effort between the police and code enforcement departments was undertaken and resulted in some significant successes. The La Porte Police Department s network security has been tightened in response to the growing threat of cyber terrorism to government and business computer networks around the globe. Ten new squad cars and a new Evidence Technician were purchased and put in use to replace aging vehicles in our fleet. A partnership with Indiana University Health gave the La Porte Police Department the ability to issue Naloxone Hydrochloride (Narcan) to all of its officers. Narcan is a nasally administered drug which can save the lives of some overdose victims if administered soon enough. La Porte Police Department officers have used Narcan to help overdose victims at least three since November of 2015. The La Porte Police Department s pill drop box collected 196.75 pounds of drugs in 2015. The La Porte Police Department s email system was moved from a self-hosted mail server to a Microsoft hosted mail server. Goals and Objectives for 2016 To further curb drug trafficking activities in our community which have resulted in our city s issues with addiction and heroin overdose deaths. The highest priority issues include heroin use and methamphetamine labs/use. Chief Klimczak has announced the formation of a three officer Drug and Crime Reduction Strike Force to help in reducing our drug and crime issues. To continue to leverage our community policing activities in an effort to provide a safer community for everyone. To keep our department s manpower at full strength in order to have the most resources possible to commit to dealing with our city s problems. To develop a long term strategy for replacing vehicles and other expensive equipment in order to provide maximum cost efficiency and service to the community. To work with the other emergency services in La Porte County to make the switchover to InterAct 911 as our Computer Aided Dispatch and Records Management System vendor a success. To implement an 800 MHz radio system, along with the rest of La Porte County. Drug Cases The La Porte County Metro Operations Taskforce investigates drug trafficking within La Porte County and the City of La Porte. A total of 195 cases were investigated by LaPorte Metro within the City of LaPorte. Of those cases, 96 were Heroin Cases, 47 were Cocaine Cases, 33 were Pill/Prescription Cases; four were Cultivating Marijuana Cases, five were Methamphetamine Cases, and 10 other cases 4

were investigated. The 81 cases investigated in 2014 included 23 Heroin Cases; 39 Cocaine Cases; 14 Pill/Prescription Cases; two Methamphetamine Cases; two Cultivating Marijuana Cases and one other case. Major Cases The Detective Bureau arrested one person, Jose A. Guido, for Murder for the death of Jose M. Chavez at 119 John Street. On December 28, 2015 Jose Guido pleaded guilty to Involuntary Manslaughter and was sentenced to 16 years at the Department of Corrections. Chief of Detectives Thate Detective Bureau also closed 30 Thefts; 24 Burglaries; 16 Fraud/Forgery/Counterfeiting; 14 Sex Offenses; 10 Batteries; nine Robberies; six Rapes; four Arsons; three Shooting/Stabbings; three Child Abuses; three Overdoses; one Subject w/ Weapon; one Harassment; one Residential Entry; one Criminal Reckless and one Criminal Mischief. Officers served 523 warrants in 2015, with 484 being served by patrol officers and 39 being served by detectives. Closing Points Citizens need to remember that at any given point in time, there are only four to six police officers patrolling the roughly 150 miles of streets within the 12.2 square miles of jurisdiction of the City of La Porte. So, we are dependent on help from citizens to keep us aware of problems. Any emergency situation should be reported by calling 911. Any nonemergency situations should be reported by calling (219) 362-9446 between 8:00 AM and 9:45 PM weekdays or calling (219) 362-6205 after hours or on weekends or holidays. Please do not assume that because you are aware of a particular situation, we are aware of it as well. Make that call just to ensure that we know about your concerns. The La Porte County Emergency 911 Communications Center dispatches all La Porte Police Department calls. Residents are also reminded that in cases of weather emergencies they should not call the 911 Center or the La Porte Police Department seeking information on road conditions etc. The telephone lines of all emergency services should be kept open for emergency calls. Weather and road information should be obtained from weathers apps, radio and television broadcasts and other mass media sources. A very good resource for La Porte residents that need referrals to available social services, counseling, food, clothing, after school programs, shelter, legal or financial services is United Way 211. This service can be accessed by dialing 211 from your phone or can be found on the web at http://www.myuw211.org/. We are looking forward to 2016 and beyond and will constantly look for ways to better serve the citizens of the City of La Porte. We are well aware that we are facing some very serious problems in our community and it is going to citizen participation in cooperating with, communicating with and supporting the police for the community to make progress in addressing these problems. 5
