EXECUTIVE DIRECTOR/HEALTH OFFICER The Kanawha-Charleston Board of Health is seeking a physician to serve as executive director/health officer for the Kanawha-Charleston Health Department located in Charleston, West Virginia. The Health Department is responsible for public health services in Kanawha County and has a contractual relationship to provide services in adjoining Putnam County (total population of 240,000 people in a 1,200 square mile area). The position requires an individual who is a physician, has at least five (5) years of public health experience, a Masters in Public Health, and is eligible for a license to practice medicine in West Virginia. Preference is given to specialists certified by the American Board of Preventive Medicine. The Department employs a staff of 35 and has an annual budget of $3.4 million. Salary is commensurate with experience. The range is $105,612-$189,096. Outstanding medical, dental and vision plans, as well as an excellent retirement program. Description: Manages activities and operations within the Kanawha-Charleston Health Department, including providing direction for programs involving physical health, environmental health, and planning and evaluation. Responsible for the departmental budget, monitors expenditures, and analyzes costs. Serves as executive secretary for the Board of Health and implements policies and procedures established by the Board. The Board of Health prescribes the terms and conditions of appointment in accordance with West Virginia law. The incumbent manages the overall day-to-day operations and personnel of the health department to assure the successful achievement of the department's vision, mission, and program objectives. The ED/HO promotes and supports population health in Kanawha and Putnam Counties by providing management, leadership and public health expertise. The incumbent promotes individual and population public health by providing the essential services of public health within a variety of settings, ensures compliance with a broad range of local health regulations, state code, rules and policies. The Director provides mentoring, supervision and technical assistance. Essential Duties: Administer the provisions of public health laws, rules, regulations, ordinances, or orders as they pertain to the functions charged to the health officer and/or the local Board of Health.
