LITHUANIAN MARITIME SAFETY ADMINISTRATION Lithuanian Maritime Safety Administration (LMSA) is an institution within the Ministry of Transport and Communications of the Republic of Lithuania It was established to administer and control maritime safety and pollution from ships prevention activities LMSA, as independent organization started to perform its functions from 26 June 2002 The mission of the organisation is to ensure safe navigation and avoid substandard vessels entering and sailing in Lithuanian territorial waters. 2
LITHUANIAN MARITIME SAFETY ADMINISTRATION The main functions of LMSA are prescribed in Maritime Safety Law, adopted by the Parliament of the Republic of Lithuania. In General they are as follows: Organization of the the implementation of state responsibilities protecting and saving human life and environment at sea; Implementation of the requirements of the national and international instruments on maritime safety and environment from ships prevention by carrying out supervision and monitoring of activities related thereof (Implementory). 3

LITHUANIAN MARITIME SAFETY ADMINISTRATION ORGANIZATION Budgetary organisation, financed from the port dues through the budget of the Republic of Lithuania Majority of employees are civil servants At current stage there are about 100 employees in LMSA, 20 will be employed over the next two years 6
LITHUANIAN MARITIME SAFETY ADMINISTRATION "MSI-organi organization" In case if an accident that requires a Coastal Navigational Warning occurs in the territorial sea of the Republic of Lithuania, the Master of the ship communicates with the MRCC-Klaipeda (depends to Lithuanian Maritime Safety Administration). In case if an accident occurs in the waters of the seaport of the Republic of Lithuania, the Master of the ship promptly communicates with the Harbour Master (depends to Klaipėda State Seaport Authority). 7
LITHUANIAN MARITIME SAFETY ADMINISTRATION All the information mentioned above as well as the information from other sources is been redirected to Lighthouses and Hydrographical department of Lithuanian Maritime Safety Administration. Herein navigational warnings are been prepared and sent to Baltico. The copies of warnings are also been sent to neighbour countries. The same warnings are been prepared in Lithuanian and sent to national organizations via fax. Lighthouses and Hydrographical department is preparing coastal and local warnings. All warnings in English and Lithuanian are also possible on the web page: www.msa.lt. 8
