Hence, tsunami alerts for the Philippines are cancelled. People should not go to the coast to watch the tsunami People whose houses are very near the coastal areas of Negros and Cebu Islands are strongly advised to be watchful D. AFFECTED POPULATION (Tab A) The total number of population affected in 70 barangays/ 8 municipalities/ 1 city/ 1 province in REGION VII is 17,681 families / 88,407 persons The total number of population currently served inside and outside evacuation centers is 17,225 families / 86,127 persons The total number of population currently served inside 14 evacuation centers is 4,527 families / 22,657 persons The total number of population currently served outside evacuation centers is 12,698 families / 63,407 persons E. STATUS OF ROADS AND BRIDGES (Tab C) The estimated total cost of damages incurred by both passable and impassable roads and bridges was pegged at PhP265,759,000 IMPASSABLE BRIDGES: A total of three (3) bridges in (La Libertad: 1; Jimalalud: 1; Guihulngan: 1) remain impassable due collapsed span, damaged approaches, collapsed abutment, collapsed center span, twisting, mis-aligned spans and collapsed pier. ACTIONS TAKEN NDRRMC NDRRMC Emergency Operations Center was activated and alert status was upgraded from WHITE to RED ALERT STATUS in view of the incident, and disseminated Tsunami Bulletins/Alerts to RDRRMCs/OCD Regional Centers concerned through SMS and facsimile for further dissemination to their respective local disaster risk reduction and management councils from the provincial down to the municipal levels, especially to the coastal areas and communities near Negros and Cebu Islands Likewise, Operations Centers of RDRRMCs concerned were advised to take all the following appropriate precautionary measures: Alert all residents living in coastal areas of Regions V, VI, VII and IX for possible evacuation Effect the dissemination of the tsunami bulletins/advisories to the Local Chief Executives, Civil Defense Coordinators and RDRRMC Members through SMS, fax and other means of communication Communicate with all local TV and Radio Stations to ensure widest public information dissemination of Tsunami Bulletins/Alerts Undertake continuous monitoring in their respective area of responsibility (AOR) Instruct to submit report on actions taken thereof A NDRRMC meeting was convened at 3:00 PM 8 February 2012 in Dumaguete City. The meeting was presided over by President Benigno Aquino III and was attended by Sec. Voltaire T. Gazmin (DND), Sec. Corazon J. Soliman (DSWD), Sec. Mario G. Montejo (DOST), Sec. Jesse M. Robredo (DILG), Sec. Gregory L. Domingo (DTI), Sec. Rogelio L. Singson (DPWH), Sec. Mar Roxas (DOTC), Sec. Enrique T. Ona (DOH), Sec. Proceso J. Alcala (DA), Sec. Jose Rene D. Almendras (DOE), Sec. Edwin Lacierda (Presidential Spokesperson), and USEC Benito T. Ramos (Administrator, OCD) The President and his Cabinet conducted an inspection of Guihulngan City and La Libertad yesterday, 8 February 2012 The President together with Sec. Ona visited the Guihulngan District Hospital to personally assess the damage The President directed DPWH7 to expedite in rehabilitating damage bridge and roads in quake stricken area and conduct inventory of all public and private infrastructure in consonance with the national building code in Directing all Local Chief Executives affected by the quake to assist personnel from PHIVOLCS in disseminating earthquake related information to the general public Directed DTI to ensure that basic commodities remain in regular prices Directed AFP and PNP to ensure peace and order in buying and delivering basic goods in affected area President Aquino assured the victims on the restoration of electricity and water supply over the weekend and apprehend persons releasing false information to the public Department of Social Welfare and Development (DSWD) The region has a standby funds of PhP 1,189,680.56 and stockpile of relief commodities composed of 3,344 family food packs (PhP 812,157.60), food (PhP 715,549.70) non-food (PhP 3,101,195.88) ready for augmentation to the local government units PhP2,405,119.00 worth of food and non-food items delivered to Guihulgan and La libertad thru Navy boat (NAVFORCEN) as of 4:00 PM, 07 February 2012 composed of 2,000 family food packs (PhP2,405,119.00), 160 boxes of can goods; 2,000 water bottles; 2,632 pieces of laundry soap; 318 blankets; 40 tents; 275 pieces of mosquito nets; 336 pieces of mats; 200 pair of slippers; 2,264 pieces of toothpaste PhP2,030,470.20 worth of assorted items compose of: 20 units of 220v generators, 11 tents, 2,500 mats, 2,500 blankets, 2,500 family size kalderos, 2,500 family size 4

sandoks, 2,500 water jugs, 2,500 plastic plates and 2,500 drinking glasses from DSWD Central Office to Dumaguete City via PAF C130 DSWD-CO augmented the Field Office VII standby fund in the amount of PhP1M Repacking of relief goods is ongoing in Cebu City Coordinated with the DOH for the joint conduct of stress debriefing Provided 480 sacks of NFA rice to victims in the municipalities of Bindoy, Jimalalud, La Libertad, Tayasan and Guihulngan City, all of Department of Interior and Local Government (DILG) DILG 7 Coordinated with NDRRMC and provided updates on the status of their AOR Initiated the evacuation of residents of Brgys Tinaogan and Domolog, Munipality of Bindoy Department of Health (DOH) As of 08 February 2012, two (2) medical teams were already deployed: o A 3-man team (1 doctor and 3 nurses) to conduct rapid health assessment at Guihulngan District Hospital and establishment of advanced medical post o A 9-man team (4 doctors, 4 nurses, 1 driver) from Vicente Sotto to augment operations at Guihulngan District Hospital DOH-HEMS activated White Code Alert and mobilized assorted drugs and medicines and cadaver bags for the victims of landslide in Tayasan, CHD VII Medical Team conducted a rapid health assessment in Guihulngan, Negros Oriental last 6 February 2012; provided medicines and personnel to affected areas CHD V will deploy teams to from February 9-19, 2012 to conduct MHPSS and WASH services. One (1) stainless steel water tank and one (1) water purifier will be brought to by the NAVFORSOL gunship Antonio Luna The Guihulngan District Hospital Medical Team transferred two (2) patients to the Vicente Sotto Memorial Medical Center via helicopter Established medical posts at two (2) evacuation centers, namely: Guihulngan National High School and Governor William Villegas Memorial Hospital DOST PHIVOLCS DOST-PHIVOLCS disseminated Earthquake and Tsunami bulletins and is closely monitoring the situation for any significant development DENR-MGB Together with OCD7, conducted a briefing to provide overview on the situation of the terrain of Brgy. PCG Helo 1636 departed Dumaguete Airport on 09 February 2012, 1:30 PM to conduct aerial survey together with three (3) PHIVOLCS personnel at the vicinity of Ayungon, Tayasan, Jimalalud, La libertad and Guihulngan Office of Civil Defense Regional Centers (OCDRCs)/ Local Disaster Risk Reduction and Management Councils (LDRRMCs) OCDRC V Joint OCD-RDRRMC-V/Albay Mercy Mission will augment the on-going humanitarian efforts in Guihulngan City and other affected areas in the Search and Rescue operations, provision of Water and Sanitation service (WATSAN), psychological and medical intervention by personnel from OCD V, NAVFORSOL (PN), TOG V (PAF), 901 st Infantry Brigade (PA), DOH_CHD V, APSEMO, APSWDO, DSWD V, APHO, AMDGO and BFP. The following equipments and some members of WATSAN team and 901 st IB from PA on-board BRP Antonio Luna (PG 141: 2 units Thermal Camera, 2 units Snake Camera, 2 units Life Locators, 2 units Emergency flood light, Personnel Protective Gears from OCD; 6

kermantle ropes, carabiners seat harness, pulleys and hydropacks from BFP, and; 1 unit of Water Filtration Unit (33,000 liters capacity) are expected to arrive at Guihulngan City today Coordinated with PDRRMC Masbate and Sorsogon, MDRRMC Pio V. Corpus and Esperanza, Masbate re possible effects of the earthquake Disseminated warning bulletins and other information to RDRRMC member/ support agencies, LDRRMCs and media thru SMS/ e-mail/ fax and uploaded the same to their facebook account OCDRC VI Informed LDRRMCs in coastal areas to advise the residents to stay away from coastline Disseminated PHIVOLCS advisory to members of the media and LDRRMCs Iloilo CDRRMC convened for an emergency meeting and immediately dispatched a rapid damage assessment team; ordered the inspection of buildings and flyovers; readied transport assets for possible evacuation as well as medical and food and non-food supplies in case of evacuation CDRRMC Himamaylan City declared suspension of work in Himamaylan City Hall Gov. Marañon directed Capitol employees to stay in their posts so as to facilitate deployment if necessary CDRRMC Bacolod provided four (4) boxes sardines, thirteen (13) boxes noodles, thirty-two (32) boxes mineral water and one (1) BFP firetruck Coordinated with OCD-RDRRMC VII on the deployment of the donations/support OCDRC VII Established a Command Center at Guihulngan City Disseminated warning bulletins and other information to all Chairmen, PDRRMCs of Bohol, Cebu, and Siquijor, PNP 7, AFP-CC including all member agencies Alerted LDRRMCs particularly coastal communities of and Cebu Islands for minor sea level changes and advised people living in coastal areas to be watchful Private operators of seacrafts voluntarily suspend their operations Emergency meeting attended by DILG, DSWD, NEDA, PNP, Central Command, PMS and PIA was conducted to assess the damages and needs requirements of affected families in Retrieval operations at Guihulngan and La libertad were temporarily suspended today due to heavy rains and resume after the rain stops PDRRMC Cebu sent PhP 2.8 M worth of relief commodities to quake stricken areas identified by the Provincial Social Welfare and Development Office namely, Guihulngan City, Tayasan, Jimalalud, Bindoy and La libertad in PDRRMC conducted an ocular inspection around Dumaguete City and neighboring town; Coordinated with local DRRMCs in areas with severe damage like Tayasan, Guihulngan, La Libertad and Jimalalud; Coordinated with PNP, Philippine Army and other National Government agencies to monitor, assess and provide support to affected areas and residents; Issued an Order suspending the work in government offices and encouraged NGAs to do the same; Vehicles, medical teams are on alert and ready to dispatch; Damaged assessment are still being conducted and verified; Provided basic food commodities and medical personnel to affected areas CDRRMC Tanjay City were ready to dispatch their to all coastal barangay for community evacuation; Local Chief Executive conducted ocular inspections to evacuation area of Barangays Polo and Luca; Distributed sacks of rice, mineral waters and tents to evacuees CDRRMC Bais City identified evacuation areas for coastal residents; alarm systems were established; personnel were utilized to guide residents in evacuation centers; information drive was conducted to calm down residents using recorder and local radio station MDRRMC Vallehermoso conducted ocular inspection and coastal area residents are evacuated at a higher ground 7
