1 ACEH PIDIE JAYA EARTHQUAKE Thursday, 15 December :00 hrs (UTC+7) No.7 This situation update is provided by AHA Centre for the use of ASEAN Member States and relevant parties among ASEAN Member States. The information presented is collected from various sources including but not limited to ASEAN Member States, UN, IFRC, INGOs, & News Agencies. 1. HIGHLIGHTS As of 05:00 am today, the BNPB reported that the death toll is 103 with 96 bodies positively identified. Disaster Victim Identification (DVI) teams are continuously working to identify the rest of the victims. A total of 780 individuals were injured and 86,417 people displaced. Infrastructure damages are 9,157 houses, 358 shop houses, 104 mosques, 17 school facilities, and 83 bridges. Joint search and rescue operations remains a priority and are ongoing. Identified needs are clothing and food, medical equipment and medicine, orthopaedic doctors, temporary shelter, water for hygiene and sanitation, volunteers, heavy equipment, tents for health services, medical personnel (orthopaedic surgeons, doctors and nurses proficient in administering anesthesia) clean water and water reservoirs, operation field hospital AHA Centre Staff and ASEAN-ERAT members are integrated with local assessment teams in Pidie Jaya. Relief items from the Disaster Emergency Logistic System of ASEAN (DELSA) stockpile has been handed over to BNPB and distribution is spearheaded by the local disaster management agency. 2. SUMMARY OF DISASTER EVENT A 6.5 M Earthquake shook Sigli City, Aceh Province, Indonesia at 05:03 (UTC +7) with a shallow depth of 10 km. No Tsunami warning was issued. The earthquake was felt strongly in Pidie, Pidie Jaya and the surrounding districts. Based on the National Statistics Bureau (BP), the total population in Pidie District is around 425,974 while in Pidie Jaya District, it is 151,472. Based on the record of the ASEAN Disaster Information Network (ADINet), the area had been affected by earthquakes in the past. The most recent was in October 2013, when a 5.6 M earthquake shook Pidie District. As of 05:00am today, the National Disaster Management Authority of Indonesia of BNPB reported that the death toll is 103 with 96 bodies now positively identified. The Disaster Victim Identification (DVI) teams are continuously working to identify the rest of the victims. A total of 780 individuals were injured and 86,417 people displaced. There are a total of 10,217 personnel from different government agencies, both local and national, volunteers and organizations working together in assisting the affected communities. 1
2 Aceh International Airport is fully operational. In Pidie Jaya, the most affected district, the community is gradually trying to return to normalcy, markets, shops and eateries are opening for business, farmers are working in their paddy fields. Joint government agencies (TNI, Police, Social Ministry) are closely working together in the continuous search and rescue efforts. 3. ASEAN RESPONSE ASEAN Member States Malaysia and Singapore has sent two ASEAN-ERAT members each, to participate in the local operations as an immersion and learn lessons during an actual emergency. AHA Centre AHA Centre EOC status is on Yellow Alert since 7 December 2016 initiating into motion several protocols and procedures including heightened monitoring. AHA Centre is continuously working closely with the BNPB. The team of eight AHA Centre Staff and ASEAN-ERAT members are integrated with local assessment teams in Pidie Jaya. Relief items from the Disaster Emergency Logistic System of ASEAN (DELSA) stockpile from Subang, Malaysia were handed over to BNPB and are being distributed under the directions of the local disaster management agency. 2
3 4. ASSESSMENT OF NEEDS Based on the assessments, the immediate needs identified are: 1. Food and Clothing 2. Medical equipment and medicines 3. Medical personnel: orthopaedic doctors, orthopaedic surgeons, five doctors and 30 nurses proficient in administering anesthesia. 4. Temporary shelter 5. Water for hygiene and sanitation 6. Volunteers 7. Heavy equipment 8. Tents for health services 9. Clean water and water reservoirs 10. Operation field hospital Field assessments to verify infrastructure damages and the needs of the affected population will continue for several more days. 5. ACTIONS TAKEN AND RESOURCES MOBILISED National and Local Government The Governor of Aceh has issued a decree that the earthquake disaster emergency response commencing on December 7, 2016 will end on December 20, The President of Indonesia, Mr. Joko Widodo visited Pidie Jaya on Friday, 9 December via helicopter. He went to see the hospital, the mosque, a boarding school and the refugee camps in different districts. He instructed the National Disaster Management Authority of Indonesia (BNPB), the related ministries and local government to provide technical assistance and support during the emergency response and recovery operations. A Command post has been activated lead by the Vice Regent of Pidie Jaya. A media center has also been established at the command center. The Ministry of Public Works has deployed 4 water tanks, 70 public hydrants, 80 mobile toilets, and heavy equipment (loaders, Stonebreaker, and excavators). The Ministry will also conduct an audit of building public facilities such as schools and places of worship. The Ministry of Health formed a cluster of health emergency response. The Indonesian Armed Forces (TNI) has set up a military field hospital consisting of 1 operation room, 2 general practice area, care unit (8 tents, 100 bed), and 1 Urgent Care The Deputy Head of BNPB Emergency Management, BNPB Officer, Ministry of Public Works officials, Ministry of Social Affairs, Ministry of Health and Basarnas has been in the disaster areas to help BPBDs perform emergency treatment. Search and rescue efforts are still ongoing in the 3 affected districts. BPBDs Bireuen set up posts at the district office in Samalanga to monitor progress and assess the residents as well as losses. Air Asia, Lion Air, Tri-MG Asia Airlines, and Sriwijaya Air have freed up any costs and tickets to send volunteers and cargo to Banda Aceh. Garuda added more seats for flights from Jakarta to Banda Aceh. 3
4 The BPBDs of Pidie and Aceh Tamiang have sent personnel to assist the BPBDs of Pidie Jaya The hospital in Pidie Jaya was evacuated and patients were moved to hospitals in Bireuren and Pidie. The BPBDs of Bireuen has opened two public kitchens in Al Aziziyah district. PMI has done a total of 24 surgeries in the hospital in Teuku Cikditiro Sigli. BNPB has provided assistance worth IDR 3.5 billion (USD 263,000) in the form of packaged dishes, food nutritional supplements, ready-to-eat packages, blankets, tent rolls, mats, among others. The Ministry of Social has provided assistance worth IDR 6.1 billion (USD 488,000) for the compensation of victims, for heirs of deceased victims, psychosocial services and others.
