The job description herein provides for the range of duties to be performed for this position. It is not intended to reflect all duties that are required within this position. MAJOR FUNCTIONS Responsible work in scheduling, coordinating, and teaching educational programs for Fire Rescue and other personnel. Provides training and education on all aspects of patient care delivery by Fire Rescue Division members. Responds to a wide range of emergency calls including, but not limited to fires, motor vehicle accidents, technical rescues, natural disasters and emergency medical calls. Provides emergency medical care and other fire rescue work at scenes within scope of practice and current certification. May directly supervise field level Firefighters, Emergency Medical Technicians (EMT) and Paramedics employed or volunteer. May be assigned Special Operations Team and oversee and/or provide specialized training in this area, reporting to the Special Operations Team Manager. Functions within the limits of current training and certification within an Incident Management System, responding to various emergencies to provide supervision and/or support. May function as Incident Safety Officer. ILLUSTRATIVE DUTIES Provides administrative assistance and support to the Fire Rescue Division, primarily in the Safety and Training Section. Responsible for initial and continuing Emergency Medical Services / Fire Rescue education training programs for members. Conducts training and education in classroom and field situations ensuring adherence to appropriate policies, procedures, guidelines and safety requirements. Provides field emergency medical care when needed. Makes rapid, accurate and prudent assessments as to the emergency care, transportation and management of emergency resources while on scene of emergency calls. Provides training programs designed to provide Paramedic and EMT certified personnel with state of the art techniques in emergency medical and fire rescue services. Directly supervises Firefighters, EMTs and Paramedics at emergency scenes, and during scheduled field rotation/training performance situations. Assist in resolving employee issues and complaints. Assists with medical control and quality assurance for paramedics working for County and municipal fire departments. Conducts regular skills classes, lab reviews, and regular advisory reviews for field personnel. Conducts new employee orientation training programs. Coordinates public education, information and public relations programs. Sets up, schedules, and conducts classes including, but not limited to, CPR, ACLS, and PALS. Coordinates, maintains and ensures that all required certifications for personnel are recorded according to Florida Statutes.

ILLUSTRATIVE DUTIES (continued) Provides advance notification to functioning medical personnel of certification expiration dates and required classes mandated by the Division. Prepares and circulates notifications of available seminars and workshops and oversees and is responsible for in-service training lectures/classes. May function in command role during disasters or mass casualty incidents. Acts as a liaison with the Medical Director, physicians, and hospital staff as necessary. Coordinates training schedules with managers and supervisors. Assists other supervisors and managers and may act in a higher capacity as required. Maintains training and other records in the Division s various computer systems. Performs related duties as required. KNOWLEDGE, ABILITIES AND SKILLS Knowledge of training methods, procedures, and techniques. Knowledge of EMS state laws, rules, regulations, and requirements. Knowledge and ability to teach CPR, emergency medical treatment procedures, guideline and lifesaving practices. Knowledge of defensive driving and EVOC driving methods. Ability to learn and instruct county Fire Rescue Division Standard Operational Procedures, policies and Critical Care Guidelines. Ability to support and back up fire service personnel. Must possess the ability to make rapid, accurate and prudent assessments as to the emergency care, transportation and management of emergency resources while on scene of emergency calls. Ability to deal effectively with officials, employees, and the general public. Ability to use good judgment, analyze, and evaluate both administrative and personnel performance and situations. Ability to make independent decisions. Ability to make sound judgments. Ability to communicate effectively both orally and in writing. Ability to make public speaking presentations. Advises manager of current and future budget and training material needs. Physical ability to perform all tasks required of a paramedic in all weather conditions. Must have and maintain the skill, physical strength, agility and emotional stability to handle emergency treatments and to lift patients and equipment in and out of an ambulance or other vehicle as necessary. Must be able to read, write clearly using rules of punctuation, grammar, diction and style. Must be able to speak the English language in an understandable manner. Must be able to compute portions, ratios, percentages, calculate surfaces, volumes, weights, and measures. Ability to work as a team player. MINIMUM QUALIFICATIONS A. Is at least 18 years of age. B. Graduate of an accredited college/university with a minimum of a two (2) year Associate Degree in Public Safety, Emergency Medical Services, Fire Administration, Fire Science, or other associated field of study OR actively enrolled in the pursuit of one of the aforementioned degrees with successful graduation within two (2) years of hire or appointment into this position.

CODE 0425 MINIMUM QUALIFICATIONS (continued) C. Must have a valid State of Florida Paramedic License AND have a minimum of three (3) years paid pre-hospital advanced life support emergency care experience as an approved, functioning paramedic in an organized career fire department or licensed EMS provider. D. Must have a minimum of three (3) years paid firefighting or EMS experience in an organized, public sector, career fire or EMS agency within the State of Florida. E. Meets the requirements in Florida Statute 401.281 as this position may be required to drive an advanced life support vehicle in the event of an emergency. F. Must have a valid driver's license and be able to secure a valid Florida driver s license at the time of employment. G. Meet the following driving history requirements: a. Has not, within the past three (3) years, been convicted of reckless driving or driving under the influence of alcohol or controlled substances and has not had a driver's license suspended under the point system provided for in F.S.S. 322. b. Have not accrued 12 points within 36 months or 18 points within 48 months. c. Have not been convicted on alcohol/drug related offenses within 36 months. d. Have not been convicted of two (2) alcohol/drug related offenses within 10 years. e. Have not had a suspension, revocation, or restriction due to moving violations or alcohol/drug related problem, including failure to take a breath test within the 36 months prior. f. Must provide proof of insurance when required to use personal vehicle as part of daily job duties. H. Possess a valid American Heart Association CPR "BLS for Health Care Providers" card or the American Red Cross Professional CPR card or American Heart Association (AHA) or American Safety and Health Institute (ASHI) I. Possess a valid Emergency Vehicle Operator Course Certification card or equivalent recognized 16-hour course. J. Possess the following National Incident Management System (NIMS) certifications: a. ICS-100: Introduction to the Incident Command System b. ICS-200: ICS for Single Resources and Initial Action Incidents c. IS-700: National Incident Management System, an Introduction d. IS-800: National Response Framework, an Introduction

MINIMUM QUALIFICATIONS (continued) K. Must possess a Florida Fire Instructor I certification OR have completed the Level A Florida EMS Instructor Course (40 hour). L. Must possess current ITLS or PHTLS, BCLS, ACLS and PALS provider certificates. Incumbent applicants with 1 year documented teaching experience relevant to this position may be considered. If selected, they will obtain one of these certifications within one year of promotion. Must meet all the hiring and eligibility requirements for the position of Paramedic within the Fire Rescue Division. There is no substitute for the minimum qualifications unless an accepted equivalency is approved by the Florida Department of Health. SPECIAL REQUIREMENTS Must have a telephone as employee is subject to call in emergencies. Must keep certifications and licensures updated as required for employment. Must obtain PHTLS, BCLS, ACLS and PALS instructor certification in all four within one (1) year of appointment to this job classification Must successfully complete the Florida Bureau of Fire Standards and Training MEDICAL EXAMINATION TO DETERMINE FITNESS FOR FIREFIGHTER TRAINING (DFS- K4-1022) as administered through the Polk County Employee Health Services prior to hire or assignment to this position. Must obtain Florida Firefighter Certificate of Compliance within two (2) years of appointment to this job classification. Must meet all the hiring and eligibility requirements for the position of Captain Training Officer II within three (3) years of appointment to this job classification. Must obtain Brunacini Blue Card Incident Command Certification Program within 18 months of hire / promotion. This position may be required to report for work when a declaration of emergency has been declared in Polk County.

SPECIAL PREFERENCES Preference will be given to those who meet the following driving history requirements: Have not had two (2) failures to pay fines within 36 months. Have not had two (2) seatbelt violations within 36 months. Have not had three (3) lapses of insurance within 36 months. No serious traffic violations such as leaving the scene or driving on a suspended license within 36 months. Prefer those with a valid Certificate of Compliance as outlined in the Florida Division of State Fire Marshal Uniform Fire Safety Rules and Standards Chapter 69A-37, or a verification letter indicating that the individual meets the above requirements, and will be issued a Certificate of Compliance from the Florida Division of State Fire Marshal, Bureau of Fire Standards and Training Office. Prefer those with PHTLS, BCLS, ACLS and PALS instructor certifications Preference will be given to those who with two (2) years documented experience as a training officer (FTO, Preceptor) for a licensed EMS or Fire agency, or through a State of Florida EMS or Fire training center.
