SUBJ: INSTALLATION ACCESS FOR GOLD STAR SURVIVORS Gold Star family members without Department of Defense ID cards are now able to apply for a Defense Biometric Identification Systems (DBIDS) identification card for access. Gold Star DBIDS cardholders are able to enter Navy installations unescorted to access support (example: Fleet and Family Service Center visits), ceremonies, and events in order to continue to be part of the Navy family; however, Gold Star DBIDS does not allow access above Force Protection Condition Bravo or access to exchanges, commissaries and recreational facilities. DBIDS card have an expiration date of 364 from date of issuance. Eligible Family Members: Spouse Parents (Biological, Adoptive, Step, Foster) Siblings (Brother/Sister, Half Brother, Half Sister, Adoptive) Children (Biological, Adoptive, Step) FAQs and how apply for Gold Star DBIDS ID: 1. Contact your NDW Navy Gold Star Coordinator for form OMB 0703 0061 and brief on the Gold Star DBIDS program. 2. The Gold Star Family member applying will still require identity proofing and vetting for fitness in accordance with CNICINST 5513.14A CH2. 3. Complete Form/OMB 0703 0061 and on the approved day and time of your appointment at Visitor s Center at Joint Base Anacostia Bolling located on 256 McGuire Avenue, you must bring two forms of ID (listed under section 12-SS# and or State ID/Driver s License, Passport). 4. Once the GSS has met all of the installation access requirements, Gold Star Family member will be issued a DBIDS for 364 days. 5. The Gold Star DBIDS card can be used at multiple Navy Installations, but the Gold Star Survivor will need to visit each Installations Visitors center that they wish to access and present their NDS Survivor Card and DBIDS card in order for permissions to be loaded onto the card. Once the is registered at each installation, the Gold Star Survivor should be able to use the normal gate procedures. Example of DBIDS CARD 3
SUBJ: INSTALLATION ACCESS FOR GOLD STAR SURVIVORS Navy Gold Star Coordinator will be responsible for issuing the Gold Star Survivor cards that will identify the card holder as part of the Navy Gold Star program. These cards will assist the Survivor in identifying themselves at the visitor s center and for the purpose of parking in a Gold Star designated parking places. Additionally, the Gold Star Survivor Card can be used as a means to identify Survivors for special event admission and/or other purposes as deemed appropriate by the NGS coordinator and Installation command. Survivor Card Issuance: Card are serialized and issued to eligible Gold Star Family members Survivors name, as well as date and location of issuance to the card this required as DBIDS and Gold Star Survivor must match to access Navy Installations.
