Purpose of the role : Purpose of the Role: Background Health Promoting Schools (HPS) is an education settings approach developed by the World Health Organisation in the 1980s, based on the understanding that health and education are inextricably linked (i.e. health is a determinant of education and education is a determinant of health). HPS was introduced into New Zealand in 1997 as a pilot in Auckland and Northland and, following evaluation, was expanded nation-wide. In New Zealand, the HPS service works with school leaders (i.e. principals, deputy principals, boards of trustees) who provide leadership for their whole school community to identify health and wellbeing priorities for their students, and create and implement an action plan to address these priorities. As a school community-driven process, HPS does not prescribe the health and wellbeing issues the school is to address. The HPS service provides school communities with links to the appropriate health and social services (e.g. DHB health services, Heart Foundation s Heart Start and Heart Schools, local NGO social services) progress their action plan. The HPS service is therefore an effective mechanism to ensure the right mix of health and social services are utilised by schools. Operational practice of HPS in New Zealand is aligned with the self-governing nature of our schools and ERO s evaluation processes. HPS is focussed on integrating health and wellbeing for learning within schools processes and practices. HPS is linked to Healthy Families NZ, which operates in 10 locations across New Zealand and is funded also by the Ministry of Health. Cognition Education has been appointed by the Ministry of Health as the national HPS leadership and coordination service (NLCS) to provide national support, direction and leadership for the HPS sector. HPS is distinct from generic health promotion or health education Health Promoting Schools is not the same as health promotion in schools. The two can complement each other and are funded separately. DHBs are funded by the Ministry of Health to deliver these services. HPS enables school communities to takes ownership of improving; Health and wellbeing of their students, staff and whanau. Educational outcomes. Health Promoting Schools (HPS) is a community development approach. It is not generic health promotion. HPS focusses on the health and wellbeing needs of individual schools for the purpose of helping schools address barriers to learning. or to advance student achievement. Health promotion is often focussed on advancing a health goal, but may not necessarily be customised for the purpose of health and wellbeing for learning. The research with schools confirms that a community development critical inquiry approach, as has been designed for HPS, delivers substantial benefits and outcomes to the broader school community 5 4 3 2 1 Facilitator quickly establishes strong trusted partner relationship with school leaders. Facilitator is in frequent face to face contact and supporting school leaders to drive action. Facilitator enables school communities to monitor and evaluate progress along the levels of HPS inquiry. EXPECTED OUTCOMES Service Delivery Facilitation of the HPS approach in prioritised schools Demonstrate an understanding about the distinction between generic health promotion and the community development approach of HPS. Deliver HPS Services to prioritised schools based on the new HPS framework and use inquiry and critical questioning; use the School Health and Wellbeing Rubric; be guided by the HPS School Community-led Development Taxonomy; be guided by the HPS Inquiry Cycle Proactively follow up with prioritised schools post HPS Workshops Provide information leads or links to schools so schools can proactively take action to address contributing and causal factors relating to health and wellbeing which are negatively impacting on school attendance, student retention, student and whanau engagement and student achievement. The information links may be: health and wellbeing organisations or agencies or leads i.e. Heart Foundation, DHB health promoters, Healthy Families NZ, local NGO, etc. evidence including school data and narratives network or other contacts i.e. other School Leaders, Whanau that have formed their own purposeful group, etc) Demonstrate that your use of HPS tools and resources enables school communities to: use their own strengths and nurture their resources and community fund of knowledge; listen to the range of voices across the whole school community, rather than just the privileged few; realise their own sense of agency and power to create positive change for health and wellbeing and student achievement; create space/conditions for whanau (students and their parents/carers) and/iwi to lead/co-lead shared goals for health and wellbeing and student achievement, and; facilitate their own process of empowerment and change the status quo for health and wellbeing and student achievement. for the following expected outcomes: improved health and wellbeing; accelerating equity, and; improved educational outcomes (verifiable through improvements in AREA: Attendance, Retention, Engagement and Achievement) Demonstrate purposeful partnership with the NLCS to achieve One HPS Team, positive outcomes, and move HPS forward from good to great. Participate in and contribute to all HPS national and local professional learning opportunities. Engage with Healthy Families NZ, if applicable to the geographical area of HPS service. Organise and deliver work consistent with agreed performance requirements, agreed timing and other specified deliverables as detailed in the HPS team project plans. Keep up to date with all information and meetings relevant to monitoring and improving your delivery of HPS services. Evidence of impact Contribute to national database and evidence Submit accurate HPS data to the NLCS (by the third Monday of each month) on your interactions with and the outcomes being achieved in prioritised school communities.
