2 To the Mayor, Aldermen, Citizens of Manchester & the Employees of the Manchester Police Department: Chief Mark Yother It is my pleasure to acknowledge the many accomplishments and hard working officers of the Manchester Police Department as evidence throughout the 2016 annual report. I remain extremely proud to lead officers with the highest ethical and professional standards who are committed to making Manchester a place all can live safely and without fear. The Manchester Police Department is working for you as we reduce the levels of crime, fear and disorder through community based, problem-oriented driven policing. The 2016 annual report is indicative of the many activities of the Manchester Police Department as well as criminal and traffic statisitics. With confidence it will provide a clear understanding of the department and the effort put forth by the agency to protect the citizens of Manchester. The Tennessee Highway Safety Office Grant, administered by Sgt. Chris Patterson, is used to provide funding for extra traffic enforcement during NHTSA enforcement events. For the 2016 grant year the agency received $14,998.50 to fund overtime hours and equipment. Our agency has continued to work closely with other agencies including the Tennessee Highway Safety Office, Tennessee Highway Patrol, Coffee County Sheriff s Department, Tennessee Bureau of Investigation, District Attorney General s Office and all other state and federal agencies. The Manchester Police Department had a successful 2016 and I look forward to many prosperous years to come. I intend that this report will display each year our department s obligation in order to keep Manchester a safe place to visit and call home. Chief of Police

4 MISSION STATEMENT The mission of the Manchester Police Department is to make our city a place where all people can live, work, and visit safely without fear. We will provide quality public service in partnership with other members of the community to accomplish our mission. We will maintain and enhance our coalitions with the business, corporate, and residential communities to identify and implement solutions to problems. 7 MANCHESTER POLICE DEPARTMENT CLERICAL / ADMINISTRATIVE The Manchester Police Department clerical staff is responsible for providing friendly customer service to the public and citizens of Manchester. The Public Service Officers are the first line of contact inside the police department. They are responsible for assisting the public by taking basic reports, providing copies of incident / crash reports and collecting fines for traffic citations. The court clerk is responsible for all traffic citations issued. They are entered into the computer system and are arranged for traffic court. The court clerk is also responsible for all traffic citations being sent to the state. The administrative assistant is the Chief of Police s direct assistant. 12 PATROL DIVISION The Manchester Police Department patrol division is divided into four shifts, each of which is commanded by a shift Captain. The shift Captain serves as commander to a shift Sergeant and four patrol officers. The patrol Captain reports directly to the Major. The patrol division works 12 hour shifts. Ending 2016, there were a total of 22 positions in the patrol division. The patrol division provides 24 hour per day service to the City of Manchester. Officers assigned to patrol respond to initial calls for service, complete incident reports, work traffic accidents, provide traffic enforcement, make necessary arrests and work numerous community oriented events. The patrol division also participates in all enforcement events and works closely with the Tennessee Highway Safety Office. All THSO events and enforcements are managed by the Training Sergeant. 16 PATROL DIVISION DISTRIBUTION The Manchester Police Department patrol division consists of 22 personnel. These personnel are distributed in the following order: 4 shift Captains, 4 shift Sergeants, 14 patrol officers. Each officer works 80 hours in a two week pay period or 2,080 hours per year. The total hours does not include overtime or lost time calculated from city benefits (sick time, vacation time). Summary During 2016, the department answered 16,221 calls for service, which reflects a decrease of 1 1% under the 18,417 calls for service responded to in 2015. The patrol division constantly strives to keep the roadways as safe as possible. In 2016, the Manchester Police Department issued 683 speeding citations, 307 seatbelt citations, 764 no insurance citations, 1,491 citations for other traffic violations and made 41 DUI arrests. The police department worked 404 crashes in 2016. The police department continues to team up with the Tennessee Highway Safety Office to detect and deter impaired drivers.

CID investigates cases that patrol does not solve along with all major crimes. CID also processes crime scenes along with collecting and preserving evidence. The division also participates in task forces and works with other agencies to fight drug crimes. Registering and maintaining of sex offenders is also managed by the Criminal Investigation Division. CID also works closely with the 14 TH Judicial District Drug Task Force and Coffee County Sheriff s Department making numerous drug arrests and drug seizures during Bonnaroo.

20 MANCHESTER POLICE DEPARTMENT TRAINING 2016 Officers at the Manchester Police Department must attend 40 hours of In-service training each year to remain in compliance with the Peace Officers Standards and Training. The 40 hours can be combined with general In-service hours along with specialized training. There are required courses that must be implemented during the 40 hours. The officers at Manchester Police Department completed 1,392.5 hours of specialized training in 2016. There was also a 40 hour In-service including 16 hours of firearms. Every officer completed at least 40 hours of POST required training. Most officers completed much more than the required 40 hours.
