FROM TO $15,000.00 General Fund $15,000.00 FY2008 UASI Grant Unrestricted Fund Balance Electrical, Lighting and 01-30000 Communications Equipment 19021 05F01 2-74060 INTRODUCTION Under the Urban Area Security Initiative (UASI) program, the United States Department of Homeland Security provides grant funding for the unique planning, equipment, training and exercise needs of high-threat, high-density urban areas. It assists them in building sustainable capacity to prevent, protect, respond, and recover from acts of terrorism. The performance period for the FY2008 program began in October, 2008. Under the FY2008 program, the sixty highest risk urban areas were eligible for funding. The seven Page 1 of 2 8/11/2011
Meeting Date: August 16, 2011 highest risk urban areas, designated Tier I urban areas, received a combined total of $429 million (55 percent) of available funds. The Los Angeles/Long Beach Area, of which the City of Beverly Hills is a part, received $70,402,500. DISCUSSION The FY2008 UASI grant program for the Los Angeles/Long Beach area is administered by the City of Los Angeles. Earlier this year, the performance deadline for the FY2008 grant was extended to October 31, 2011. This deadline extension allows the region more time to complete authorized projects. Funds from projects that will not be completed before the deadline have been reprogrammed to other projects that can be completed relatively quickly and within the performance period. Under the FY2008 UASI grant program, the City has been awarded a $15,000 grant for the purchase of uninterruptible power supplies and related equipment. In the event of a power outage in the region, this equipment will strengthen the resiliency of the City s public safety interoperable radio system by providing backup power. Additionally, the City s network will be able to remotely monitor this equipment to determine if any change in the status of the power supply has occurred. The UPS equipment has an estimated life expectancy of approximately 5 years. Public Works will collect Internal Service Funds to cover the replacement cost for the equipment at the end of its lifecycle. FISCAL IMPACT The cost for the uninterruptible power supplies and related equipment is estimated to total $15,000. RESOLUTION NO. 1 1-R- RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS ACCEPTING A GRANT AWARD UNDER THE FISCAL YEAR 2008 URBAN AREA SECURITY INITIATIVE AND APPROPRIATING FUNDS FOR THE PURCHASE OF UNINTERRUPTIBLE POWER SUPPLIES The Council of the City of Beverly Hills does hereby resolve as follows: Sectioni. The City of Los Angeles administers the FY2008 Urban Area Security Initiative (UASI) grant ( Grant ) for the Los Angeles/Long Beach area. Section 2. The City hereby appoints the City Manager or his designee as agent of the City of Beverly Hills to apply for and accept a Grant from the City of Los Angeles, and to execute and submit all documents including, but not limited to, applications, agreements, amendments, and payment requests, which may be necessary for administration of the Grant. Section 3.
