Narratives Subject: Traffic Stop Type Date Time Author Approving Officer Initial Report 10/02/2014 0118 DENNY, CHRISTOPHER 10-01-2014 Traffic Stop 895,985,989,2084,2112 The listed vehicle was observed to travel n/b on Remington Avenue with no headlights. The vehicle pulled into Lake Point Apartments and picked up a black male, with a bald head, and long beard. This officer believed the subject was Jeremy Newell as he matches the description of Jeremy. Jeremy was known to this officer to have several felony warrants. The vehicle then abruptly left the parking lot of Lake Point Apartments. A traffic stop was initiated and contact was made with the operator, Kathryn Said (Denslow). She was explained the reason of the stop and for her drivers license returning expired out of Ohio. The passenger was asked for his identification and would not make eye contact with this officer. He was informed he matched the description of a subject who had warrants. I asked the subject if he was "Mr. Newell." with his only reply being I'm not talking to you, and he was still avoiding eye contact with this officer, which further caused this officer to believe he was Jeremy. Due to Kathryn's demeanor, appearing nervous. and the passenger appearing nervous, avoiding eye contact, and believed to be Jeremy Newell, Officer Estep was asked to perform a free air drug sniff on the vehicle. K9 Gunner was deployed with him alerting positively to the odor of narcotics in the vehicle. Kathryn and the passenger were asked to exit the vehicle due to the K9 alerting on the vehicle for the indication of narcotics. Kathryn and the passenger refused to get out of the vehicle with them rolling up the windows to the vehicle. The passenger informed this officer he did not have to get out of the vehicle, he was informed he needed to due to the k9 alerting on the vehicle, if he did not he would be placed under arrest for obstructing. They both refused to get out of the vehicle and about 5 minutes passed before they got out. I placed the passenger in hand restraints, he was still refusing to identify himself even after he advised he was under arrest for obstructing. While checking his person incident to arrest I located his identification on him and identified him as Andre Stocket. Andre also had about $1,000 on his person. The vehicle was checked with no illegal contraband being located. Andre and Kathryn were issued a summons for obstructing and released.
