As I mentioned in my letter of May 2 there is a byelaw requirement that election of section officers is held with reasonable intervals. Another part of the reactivation of the section should therefore be to elect Section Officers for 1990. I must report at the February meeting of the Regional Activities Board about the status of the East Africa Section, which means that I must send in background material early January. It is therefore absolutely necessary that I before then have received a letter from you reporting from the November Section meeting and the election or Section Officers for 1990. Also I would need an activity pian for 1990 showing at least the minimum number ofmeetings required by the byelaws. I think the letter should be mailed middle December, in order to reach me in time. Could you also please on the same time send me a telex with a short summary of the content of the letter, in the case the letter should not reach me in time. You certainly could imagine the probable RAB decision, ifi cannot make a positive report about concrete actions to reactivate the East Africa Section.. Last week I visited the Deputy Secretary General of ITU, Jean Jipguep, together with the Chairman of the CCIR Interime Working Party on Future Public Land Mobile Telecommunication Systems, Mike Callendar. This Working Party holds 2 week meetings two times a year in different pans of the world. The group comprises many of the leading radio and telecommunication experts from Europe, North America and Japan. Two years ago the meeting was held in a Developing Country - Costa Rica, and the Chairman wants to have a new meeting in a Developing Country early 1991. At the meeting at ITU we agreed that a very interesting possibility would be to have a combined 1-2 day IEEE/lTU workshop on the importance of advanced mobile telephone technology for Developing Countries directly followed by a meeting of the Interime Working Pany in Nairobi. However, an important background consideration at this discussion was my report of an active IEEE Section in Kenya and that I could discuss the matter with you when we met in Vienna last weekend. I therefore regret very much that you had to cancel your participation in Vienna. An other reason, why I urgently need information from you with confirmation of the reactiviation of the East Africa Section, is that I promised Mr Jipguep and Mr Callendar to report back to them as soon as possible.... In January of this year, a mailing went out to all known members in Kenya. - based on a membership list received from Dr. Proebster. The enclosed signed petitions (16) were returned to us as a result of that mailing. A few weeks ago, we heard from Robert Winton, Region 8/Secretary, suggesting that we forward the petitiona to you. At the same time, he sent us another listing of members in Kenya. - one mich had 19 new names. We have, therefore, sent out another mailing and believe that this will result in about 10-15 additional petitions. Upon receipt of these additional petitions, we will forward them on to you. Membership lists have changed surprisingly. Contacts with several IEEE members in Africa have shown that there is considerable interest in the topic of Communication and Power Engineering. We communicated this interest to the IEEE Communication Society as well as to the IEEE Society of Power Engineering and found them receptive to the idea and proposal to plan an IEEE Technical Conference in Africa on this topic, preferably in Nairobi. This plans will be further discussed at our next Region 8 Committee Meeting in Copenhagen June 19 and 20 with representatives of the IEEE Societies which will meet with us there. To this end it would be quite advantages to have the formal establishment of the Kenya Section already in this year. I would encourage you in your efforts to send out another mailing to your members who have not yet signed the petitions and I would assume that you include amongst your addresses also those members who have so far not yet responded. - 2 -
