Suite 225 Room 4218 Washington, DC Washington, DC Dear Mr. Horsley and Ms. Peters: This is the tenth letter report of the Transportation Research Board s Superpave Committee. The Superpave system of asphalt paving materials selection and mixture design was initially an outcome of the Strategic Highway Research Program (SHRP). The American Association of State Highway and Transportation Officials and the Federal Highway Administration are engaged in a joint effort to further develop and deploy the Superpave system among transportation agencies. Throughout its existence, the SHRP was guided by a tripartite arrangement among the FHWA, AASHTO, and the National Research Council (NRC). By mutual agreement of the three parties, the NRC, through its TRB Superpave Committee, continues to provide advice and assistance on the conduct of the Superpave deployment and development program. The tenth meeting of our committee was held on March 31, This meeting was primarily devoted to status reporting on activities currently in progress at the FHWA, AASHTO and as part of the National Cooperative Highway Research Program. Those members in attendance at this meeting are shown in bold type on the appended committee roster (Appendix). Unlike previous letter reports, this one contains no recommendations to either of your organizations. While there are a number of issues we are examining, progress on current activities has not reached the point where consensus recommendations are appropriate. I will update you on this progress, however. CURRENT STATUS As we indicated in our last letter report, we have enclosed the 2002 Annual Report of the committee. This report provides a summary of accomplishments and progress toward the four goals the committee adopted in response to AASHTO Administrative Resolution AR The report also recounts key technical and administrative issues addressed by the committee in 2002 and summarizes all of the major Superpave development and deployment projects managed by AASHTO/NCHRP or FHWA. 2 AASHTO STANDARDS DEVELOPMENT While we have no advice to offer on the adoption or amendment of new or current hot-mix asphalt test methods, specifications or recommended practices, our expert task groups continue to examine the efficacy of existing standards and a number of suggestions for improvement will likely be included in our next letter. Similarly, several key research studies are drawing to a close, including NCHRP Project 9-19 that seeks to establish simple performance tests for Superpave asphalt-aggregate mixtures. When our expert task groups have completed review of this research, we will offer recommendations on potential new test methods. INITIAL ACQUISITION OF SIMPLE PERFORMANCE TEST EQUIPMENT As noted above, the NCHRP research project developing simple performance tests for Superpave mixtures seems to be closing in on a successful finish. At our meeting, FHWA staff reported that the pooled fund project for the acquisition of Superpave test equipment, initiated in 1994, will be reactivated. This fund allowed the state DOTs to pool state funds for the purchase of the SHRP gyratory compactors and the asphalt binder test equipment needed to utilize the Superpave system. By doing so, the agencies were able to order the test equipment in large numbers, thereby achieving an economy of scale. The project also served as a spur to competition among equipment vendors. FHWA reported that a number of state DOTs still have positive balances in the pooled fund that can be used for the purchase of the new simple performance test equipment. Information on the reactivation of the pooled fund project will be provided to the state DOTs in the near future. We certainly encourage all of the AASHTO member agencies to participate. ADVANCED PERFORMANCE MODELS In our last report, we recommended that FHWA should include continued development of advanced hot-mix asphalt performance models in any long-range infrastructure research plans. However, we offered no specific recommendations about the nature of those models or their objectives. At our meeting, we began discussions to develop such specifics. While consensus recommendations will take some time to develop, our goal is to include such recommendations in our final report. OUTLINING THE COMMITTEE S FINAL REPORT With respect to the committee s final report, we began drafting an outline at our meeting. We currently anticipate completing our mission and offering our final recommendations sometime in As always, we once again want to thank you for the involved participation of the FHWA and AASHTO staff members at our meetings.
